INVITATION FOR THE EXPRESSION OF INTEREST AS CONSULTANT FOR THE DESIGN, BUILD. OPERATE AND TRANSFER OF ROADS UNDER THE PUBLIC PRIVATE PARTNERSHIP SCHEME
The Federal Government of Nigeria, as part of its economic and infrastructural development reform relationship with qualified private Companies/Consortium, both Local and International to undertake the Design, Build, Operate and transfer (DBOT) Scheme for the improvement of the following roads:-
(i) Lagos-Badagry-Scheme Border Dual Carriageway -78km
(ii) Shagamu-Benin-Asaba Dual Carriageway -268km
(iii) Abuja-Kaduna-Kano-Dual Carriageway -378km
The design, Construction, Reconstruction, Rehabilitation and Expansion of the roads are to be done in accordance with Specification of Federal Ministry of works, Housing and Urban Development (the Ministry) and International Standards and in such a manner as to provide smooth movement of goods and services along the routes. Also the selected Concessionaire shall maintain and operate the facilities to high standards on a financially sounds basis over an agreed concession period.
The Ministry therefore intends to procure the services of experienced Consulting Firms with full complement of relevant skills to assist through the regulated phases of the PPP like cycle. More specifically the Consultants will undertake feasibility Studies and make Strategic Management recommendations and advice to the Ministry. Firms interested in applying as Consultants are hereby invited to submit Expression of Interest (EOI) for any or all of the roads listed above. The applicants are expected to demonstrate financial and technical competence to undertake the studies. The EOI submission should include but not limited to the following:
(i) Full name of consultant of firm and contact person(s), postal contact and e-mail address, telephone/facsimile/mobile numbers;
(ii) Firm Profile;
(iii) Evidence of civic and statutory compliance including three years abridged audited accounts tax certificates, incorporated certificates, registration in the appropriate categories with the Federal Government or country of origin if not resident in Nigeria; and
(iv) Evidence of extensive knowledge and experience in the role of Consultant or Advisor on similar high profile, local and international projects
Interest and qualified Firms desiring to offer their services to Government in this capacity should submit EOIs for any or all of the projects listed above describing in detail their proposed services, and level of experience of the firm.
Completed EOIs should be signed, sealed and delivered in separate envelopes clearly marked “CONFIDENTIAL” and boldly written EXEPRESSION OF INTEREST FOR CONSULTANT FOR (name of road) and submitted to:-
