Arts and Social Sciences, languages and Primary Education for over five decades The College now intends to enhance and carry out on a more coordinated basis the digitalization of the day to day operations of its registry, while ensuring full computerization of database administration in the department.

 

Operational functions to be digitalized include:

§  Personnel Management including records of senior and junior staff (that is, Appointments, Promotions, Transfers Pension Records, Staff Statistics, Nominal Roil e.t.c)

§  Training and staff development activities,

§  Registration of contractors, suppliers, bid documents, e.t.c,

§  Meeting Administration including sending notice of meetings, minutes, decision extracts, reports e.t.c via internet and intranet

§  Administration of examination and results computation,

§  Students’ admission record management,

§  Students’ statistical and graphical data, e.t.c.

 

The application to be provided should be:

1. Introduction

Chevron Nigeria Limited invites interested and experienced companies to apply for pre-qualification for the provision of Medical Services in Benin City, Sapele and Ughelli. The contract is proposed to commence in January 1, 2011 for two (2) years duration with one (1) year extension options.

 

2. Scope of work

Tender Specifications and Contract Condition. The successful Bidding Company (Contractor) shall provide primary and some secondary medical care services to company employees resident in Benin City, Sapele and Ughelli under the following conditions:

 

Services

CONTRACTOR shall attend to COMPANY’S employees, retirees and their dependants (“employees”) who possess COMPANY Medical Identity Cards at the Clinic. Generally, the CONTRACTOR may be requested to provide any type of general medical Services OTHER THAN those listed on the General Medical Exclusions list. COMPANY shall be under no obligations to reimburse CONTRACTOR for the provision of any Services provided to employees which fall under the exclusions listed.

 

CONTRACTOR warrants that it will perform the Services under this contract with the requisite medical skills and competence, administrative and Managerial skills and competent personnel necessary to carry out its obligations hereunder and that all Services shall be performed in a professional, diligent and workman-like manner.

 

In performance of the Services, CONTRACTOR shall abide by and be subject to the provisions of all applicable laws, ordinances, rules, regulations etc.

Stipulated by relevant professional bodies and governmental authorities and also Environmental Protection Practices Guidelines, Drug, Alcohol and Search Policy   

 

Contractor shall ensure that all its personnel are given the necessary training and continuing medical education (CME). Note that Company shall continuously verify that this is carried out.

 

PRE-QUALIFICATION REQUIREMENTS:

1.      Certificate of registration of company in Nigeria with Corporate Affairs commission together with Memorandum and Articles of Association and form CO7 showing list of directors and number of shares each has subscribed to.

2.      Evidence of joint venture agreement of memorandum of understanding in  case of existence of any partnership with a local or foreign firm and any sub-contractor intending to support the provision of any aspect of the service and clearly indicate roles and responsibilities of each party.

3.      Current Petroleum Inspectorate Commission (PIC) – (formerly called Department of Petroleum Resources) certificate or evidence of renewal; and current insurance policy.

4.      Evidence of registration or certification with any professional organization or association for this category of business.

5.      Current Tax Clearance Certificate for the past three years and VAT certificate

6.      Certified company audited account for the past three years including evidence of financial support from any reputable bank.

7.      Complete company and any partner or sub-contractor contact information stating key contact names: all office locations, mailing and email addresses with evidence of internet facility including telephone and fax numbers.

8.      Health Environment and Safety (HES) policies fatalities, motor-vehicle accidents, employee’s days away from work and total annual incidents in the past three years.

9.      Organizational chart with names, positions and qualification of key personnel Management, Financial, Quality Assurance and HES

10.  Provide personnel recruitment and sourcing strategy and capability to support the contract.

 

Provide details and evidence of similar job experiences within the last five years including names of client’s locations dates. Contract values and references on those jobs.

 

Nigerian Content Development Requirements:

Provide documentation and plans in areas not limited to No. 13 -25 below stating the required strategies to company with the Federal Government of Nigeria directives of October 13, 2006 to target achieving 45% and 70% Nigerian content Development (NCD) by year 2006 and 2010 respectively in terms of total monetary expenditure through the deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental standards. Please note that non-submission of evidence demonstrating capability to comply fully with all the NCD requirements shall be considered a fatal flaw which shall result in disqualification from bidding for this service.

1.      Take note also that interested foreign companies must partner with Nigerian companies. Such companies must show evidence of joint venture agreement or memorandum of understanding duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria. In addition, they must confirm whether the contract will be awarded either solely through the Nigerian company or in partnership and that the work will be performed in-country.

2.      Provide a description of all works contractor proposes will be performed in Nigeria using Nigerian resources and what percentage of this work is the total work scope.

3.      Provide names and addresses of partnering Nigerian registered company and any other Nigerian company that will participate in this work including evidences of well equipped offices and workshop.

4.      Provide a brief outline of the scope of work, what items, materials and consumables would be procured in Nigeria and what percentage of this, is the total required materials and consumables.

5.      Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians.

6.      Provide what percentage of the work scope would be performed by Nigerians and what are your plans and target percent that the Nigerian workforce would have been increased over the next three years.

7.      Provide training, development and technology transfer program for Nigerian personnel and sub-contractors to be conducted in-country.

8.      Provide evidence and plans for capacity building and investment expansion programs or opportunities in human resources and infrastructure in Nigeria over the next three (3) years.

9.      Provide other information, innovation or plans for increasing local content development in the contract.

The scope of work includes, but is not limited to the provision of drilling and completion rental tools and drillpipe. Tools include mechanical and hydraulic drilling jars, jar intensifies surface bumper jar, shock subs, junk mills, tapered mills, junk baskets, impression blocks, safety joints, washpipe, section mills, whipstock assemblies, casing patches, wellhead recovery systems, hole-openers, casing scrapers, drill pipe, drill collars, lift subs, safety valves, bristle brushes, pressure activated under-reamers and appropriate spares. As a result, Bidders will be evaluated on their documented willingness, track record, and plans to fully comply with the Directives and Company requirements. Failure to comply with Government directives or demonstrate commitment to Nigerian Content development may result in Bidder’s disqualification.

An objective of this pre-qualification process is to allow companies to demonstrate their willingness and ability to perform this work in Nigeria in a dependable manner. Each contractor will also be required to demonstrate that they will maintain in a stable management organization in Nigeria.

Nigeria Deposit Insurance Corporation (NDIC) proposes to undertake the deployment of a multi-channel Enterprise-wide Help Desk (END) framework, with which it hopes to achieve the objectives of creating a window for effective communication with its stakeholders and the general public thereby ensuring prompt and appropriate response to enquiries made by them. It also aims to use the EHD platform to enhance the Corporation’s service delivery and customer care services in line with the ideals of SERVICOM thereby improving the Corporation’s public awareness. Consequently, NDIC hereby invites interested, reputable and competent Contractors/Suppliers for Technical and Financial Bids for the following job.

2. SCOPE OF WORK

1 (a) The Supply, Installation and Commissioning of multimedia Enterprise Help Desk (Contact Centre) Server equipped for basic Contact Center license, Voice license package for 7 HelpDesk Agents (with 5 Active); 1 Manager/Supervisor license, Email license package, SDK license package, Call Director license, Callback license package, INo. 8 port Announcement unit, INo. Wallboard display Unit.

1 (b) Provision of six (6) Desktop PC systems complete with Digital Phones for Agents and Manager as well as Structured Cabling reticulation for the designated Helpdesk Room to connect Helpdesk workgroup to the existing Corporate Exchange Server as well as the Voice Communication Server.

2 (a) Provide upgrade of existing Voice Communication systems to Interface seamlessly with the Help-Desk including provision and connection of leased lines to link the Headquarters with Lagos office.

(b) Provision of a toll-free line (i.e. 0800-CALL-NDIC, 0700-CALL-NDIC) to support the Help Desk.

3. QUALIFICATION REQUIREMENTS

Interested bidders must satisfy the following minimum requirements:

a) Evidence of Registration with Corporate Affairs Commission (CAC).

b) Certified True Copy of Memorandum and Articles of Association.

c) Last three years Company’s Audited Accounts.

d) Three years’ Tax Clearance Certificate

e) Evidence of financial capability to execute or willingness of bank to finance the project.

f) Bank Reference.

g) Copies of Certified Financial Statement of the Company for the last three months,

h) Copies of VAT Registration and evidence of past VAT Remittance for Projects completed.

i) Detailed information on technical personnel and key staff of the Company including their experience, registration and membership of relevant professional bodies.

j) A sworn affidavit that the company is not in receivership.

k) Evidence of Capability to Undertake after-sale service.

l) Evidence to show fulfillment of Company’s obligation with respect to Pensions.

m) Any other relevant information/documentation to support the Company’s application.

4. COLLECTION OF BID DOCUMENT

Bid document shad be collected from the Office of the Head of Administration, NDIC Head Office, Abuja between 10.00am and 2.00pm Monday to Friday during the bid period. Each bid shall attract a payment of non-refundable Tender Fee of Thirty Thousand Naira (N 30,000.00).

5. SUBMISSION OF DOCUMENT

The Technical and Financial document should each be bounded and put in a sealed envelope and labeled (Technical and Financial Bid as appropriate) separately, and the two envelopes be put in another envelope that should also be submitted. Please note that the bounded Technical Bid will be accompanied by an editable electronic copy properly burned on Compact Disc (CD). All the pages of the hard copies are to be duly endorsed by an authorized principal of the bidding Company. The document which is to be arranged in the order listed under the Qualification Requirements above is to be dropped in the tender box located at the Administration Unit not later than 4.00pm, 11^th December, 2009 and addressed to:

Submission by post will not be accepted. Tenderers are expected to sign the Tender Register before dropping their tenders in the Tender Box. Any tender document submitted after the closing time and date as specified above stands automatically disqualified.

6. OPENING OF TENDERS

The tenders opening session shall be at 5.00 pm on the date of closure of submission. Representatives of Tenderers are hereby quested to be present.

7. ADDITIONAL INFORMATION

i. Failure to satisfactorily fulfill the condition(s) as requested in section 3 will result in invalidation of such tender,

ii. Nigeria Deposit Insurance Corporation (NDIC) shall reserve the right to verify the authenticity of claims by tenderers,

iii. Nigeria Deposit Insurance Corporation (NDIC) shall reserve the right to reject any submission based on information that cannot be verified.
