The Federal Capital Territory administration (FCTA) through the Agricultural and  Rural   Development  Secretariat  (ARDS) has provision in the FCT 2010 statutory budget and which in the part or whole of it for the procurement of the under listed projects.

Reputable and competent Contractors/Suppliers are hereby invited to submit tender (Technical and Financial) for these Projects;

Group A works

  1. i.            Construction works and provision of Access road to FCT Fishing Festival Village at Yaba
  2. ii.            construction works and Provision of infrastructure in the FCT Fish Farm Estate at Bwari

Group C Consultancy Services

  1. I.            Re – Survey Works for Internal Routes and Block Demarcation (Block B and C) at Paikon-Kore Graving Reserve Gwagwalada
  2. II.            Stock Assessment Survey (Baseline Survey) of Lower Dsuma Reservoir in Collaboration with National Institute for Fresh Water Fisheries Research (NIFFR)

Requirements for Technical Bids

Prospective companies with proven capability, relevant experience and good track records must forward copies of the follow pre-qualification documents. (All originals are to be made available for sighting during the Tender Opening).

  1. i.            Evidence of Registration with the Corporate Affairs Commission (CAC)
  2. ii.            Articles and Memorandum of Association of the company including company profile (name, address telephone mm; address).
  3. iii.            Tax Clearance for the last three years and VAT Certificate.
  4. iv.            Interested companies should have up to date returns with CAC, and be inform that due diligence could be conducted.
  5. v.            List of verifiable documentary evidence of similar jobs successfully executed within the last three (3) years including letter of awards, completion certificates and evidence of payments received.
  6. vi.            Evidence of company’s Audited Account for the last (3) years from a qualified Accounting Firm.
  7. Sworn affidavit in line with provision of section 16 sub-section 6 (e-b) in the Public Procurement Act. 2007.
  8. evidence of remittance of contributory pension dues in line with section 16 sub-section 6 (d) in the Public Procurement Act. 2007.

GROUP “A”

All interested companies in “Group A” must in addition to the above general requirements provide;

  1. i.            Comprehensive list of equipment to be used for the project and state whether the equipments are leased, hired or owned including relevant evidence,
  2. ii.            List of key Personnel/Officers to be attached to the project stating their Roles, Designation, Qualifications and experience. Enclose endorsed photocopies of professional certificates of the respective officers where applicable.

Group ”C”

All interested companies in Group C must in addition to the above general requirement provide the CVs of key personnel stating their professional qualification, working experience and any relevant information.

(C)      Collection Of tender documents:

Prospective tenderers are requested to obtain tender documents from Due Process Unit of Agriculture Rural Development Secretariat, Area 11, Garki Abuja, upon presentation of evidence of payment a of non-refundable Tender Fee as prescribed below:-

  1. I.            Construed on Projects N10, 000, 00 (Ten thousand naira only),
  2. II.            Supply/Consultancy Services projects   N5,000.00 (Five thousand naira only).

(d)     Submission

The Technical and Financial documents should each be sealed and labeled (Technical and Financial bids as appropriate) separately, and the two envelopes be put in another envelop that should also be sealed and labeled as appropriate indicating the name of the project. The Tender documents (financial bid) should be submitted in three (3) copies one original and two other copies] and all copies are to be duly endorsed by the bidder. The document is to be dropped in: The Tender Box at the Office of the Secretary, ARDS Tenders Board, Room 053, Engineering Block Annex, Area 11 Garki, Abuja, not later than 10lh May, 2010. The representatives of the bidding companies are invited to witness the opening of the tenders on the same day at 10lh May, 2010.

Please Note:

  1. i.            All submissions must be specific and clearly stale area of interest.
  2. ii.            Non-compliance with our written guidelines may lead to disqualification of the tender.
  3. iii.            Only pre-qualified companies shall proceed to the next procurement phase
  4. iv.            Late submissions will be rejected
  5. v.            Prospective bidders are required not allowed to bid for each of the group above and to ensure that their Technical submissions are arranged serially as requested above.
  6. vi.            ARD Secretariat is not bound to accept the lowest or any other tender.

2. Pre-Qualification Requirements

Interested contractors are required to submit the following pre-qualification documents:

  • Company Audited Account for three (3) years
  • Evidence of Tax Clearance Certificate for three (3) years
  • Evidence of Financial Capabilities and Banking Support
  • Experience/Technical qualification of key personnel
  • List of similar project executed and evidence of knowledge of the industry
  • VAT registration and Evidence of past VAT remittances
  • Equipment deployment and equipment/technology capacity

3. Submission of Pre-Qualification Documents

The Pre-Qualification Documents should be neatly bound and submitted separately in a sealed envelope and marked at the top left hand corner “The Lot number/project name” to the Executive Director: National Council for Arts and Culture, Plot 1370, Ukpo Close, Garki II, P.M.B 252, Garki-Abuja on or before 5th April 2010. 3.       SCOPE OF WORKS
The Scope of works for Lots A, B and F includes the following:

1)    Physical demarcation of boundaries of plots using setting out data from the Department of Survey and Mapping, FCDA

2)    Erection of monumentation using pre-cast concrete survey beacons

3)    Determination of post beaconing coordinates of the corner points in UTM

4)    Connection all survey to existing ground control network within the environment with linear accuracy not below 1,5000

The Scope of works for Lot C includes the following:

(1) The area shall be grided at intervals of 10- 20m

(2) Bench marks shall be established at convenient points from existing survey controls or bench marks with a misclosure not exceeding 30mmvk

(3) Contour lines are to be drawn at intervals of 1m on dimensionally stable tracing film in accordance with FCT sheet numbering system

The Scope of works for Lot D includes the following:

(1) Preparing of control scheme showing possible objection of the control beacons at 150 450m intervals

(2) Determination of the coordinate of control beacons in UTM

(3) Erection of monuments using pre-cast concrete pillar

The Scope of works for Lot E includes the following:

(1) Erection of 20mm iron pipe filled with concrete mortar at 100m intervals on both sides of the Road Railway at 150m from the centre line of the Road Railway

(2) All plotting are to be drawn using stable tracing film in accordance with FCT sheet numbering system

The Scope of works for Lot C includes the following:

(1) The area shall be girded at intervals of 10- 20m

(2) Bench marks shall be established at convenient points from existing survey controls or bench marks with a misclosure not exceeding 30mmvk

(3) Contour lines are to be drawn at intervals of 1m on dimensionally stable tracing film in accordance with FCT sheet numbering system

4.       PRE-QUALIFICATION REQUIREMENTS

1)    Evidence of incorporation of the Company with Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the company and up to date Annual return with the CAC (mention forms C02 & 07 to be included).

2)    The Company must show evidence of fulfilling its Tax obligations as follows;

(i)  Tax Clearance Certificate for the last three (3) years supplied with TIN

(ii) Pension and Social Security Contributions

3)    A sworn Affidavit certifying as follows;

(i)                The company is not in receivership, insolvency or bankruptcy

(ii)             The Company does not have any directors who has been convicted by any court in Nigeria and any other country for criminal offence in relation to fraud or Financial impropriety

(iii)           That no Officer of FCDA or BPP is a former or present director or shareholder of the company

(iv)           That there has been no promise of a gift in any form to any of the FCDA or BPP Staff.

(4)     Audited Accounts of the Bidder for the last three (3) years duly endorsed by a firm of Chartered Accountants

(5)    Letter authorizing FCDA and her representatives to cross-check the submitted company’s Bank account.

(6)     Evidence of payment of Tender Fees

(7)     Bid Security from any reputable Nigerian Bank to the sum of 2% of the total proposed contract sum (enclosed in the financial document)

(8)     The company must sign all the pages of the Bill of quantities and form of Tender

(9)     Evidence of work experience as the main contractor executed Copies of Award Letters, Last Interim Certificate of valuation for on-going projects Completion Certificates and Final Maintenance Certificates where applicable are to the enclosed.

(10)   List of key technical personnel stating their roles designation, qualifications and years of experience evidence of membership of Nigerian Institution of Surveyors and Surveyors Council of Nigeria (SURCON)

(11)   History of company’s policy on Community Social responsibility

NOTES:

Items I 6 are Eligibility Requirements and their Originals must be produced by the company for sighting during the opening session.

All claims must be substantiated with verifiable facts.

Payment of Advance is a privilege and a right. Delays in/or payment of such Advance(s) should not be used as an excuse to delay commencement/ performance of works.

The photocopies of professional certificates arc to be initialled, endorsed by the owners and professional seal must be embossed on the professional certificates.

Tender Documents should be collected at Room 0.005, Office of the Deputy Director, Capital Procurement Division, Procurement Department, Ground Floor, FCDA New Secretariat, Area 11, Garki, Abuja on presentation of evidence of payment of non-refundable Tender Fees of N50, 000.00 (fifty Thousand Naira) only (For Projects A to D and F) while N10,000.00 (Ten Thousand Naira) only (for project E) at Aso Savings and Loans Limited. Area 11, Garki Abuja in favour of the Federal Capital Development Authority. Tender documents may be collected as from 1st March. 2010 between the hours of 8:00a.m. to 4:00p.m. daily.

5.0     SUBMISSION OF DOCUMENTS

The bid documents must be in a sealed envelope and clearly marked “EXPRESSION OF INTEREST TO PREQUALIFY/TENDER FOR THE REVIEW OF REGIONAL DEVELOPLAN OF THE FCT (INDICATE LOT AND SERIAL NUMBER). Technical proposals should be enveloped differently from Financial bids. Part A which is Technical shall be submitted in a sealed envelope and clearly marked “TECHNICAL” while Part B shall consist of the Financial bid which shall be similarly marked “FINANCIAL” submitted along with a set of photocopies and all enclosed in one envelop. The completed Technical/Financial tender should be submitted in a sealed envelope to Room 0.005. Office of the Deputy Director, Capital Procurement Division, Procurement Department, Ground Floor, FCDA New Secretariat. Area 11, Garki, Abuja on or before 12.00 noon Wednesday 7th April, 2010.. All documents will be publicly opened on the same day at the FCDA Conference Room after the close of bids in the presence of all bidders of their representatives.

6. Further Notes:

  1. Interested companies are responsible for the registration, timely and safe submission of their documents, means of delivery notwithstanding.
  2. The Authority shall carry out Due Diligence on the companies to verify claims included in their submissions
