RE: INVITATION TO TENDER FOR CONSULTANCY SERVICES FOR PROJECT

MANAGEMENT AND SUPERVISION OF THE CONSTRUCTION OF 215MW

LPFO/GAS-FIRED POWER PLANT IN KADUNA STATE

The Federal Government of Nigeria through the Federal Ministry of Power has awarded Turnkey Contracts for the construction of 21 5MW (ISO) LPFO/Gas fired power plant in Kaduna State, Nigeria. This is part of government’s strategy to improve power supply across the country. Accordingly, the Federal Ministry of Power in October 2009 placed “invitation to tender” adverts in national publications to engage competent firms to provide consultancy services for effective management and supervision of the construction of this power project.

Revisions to the Request for Proposals (RFPs) originally issued for the tendering process have necessitated this new publication. Reputable consulting firms with proven track record are hereby invited to tender for the consultancy services. Bidders who had earlier submitted their proposals based on the earlier RFP may wish to retrieve their proposals and re-tender. The project and consultancy services are to be funded out of Federal Government’s allocation for the power sector

Project Information

The project consists of Engineering, Procurement, Construction (EPC), and Commissioning of turnkey dual-fired (LPFO/natural gas) pre-packaged and factory pretested 8 x 26.13MW power plant and interconnection to existing double circuit 132kV switchyard in Kaduna State, Nigeria, Project completion period is 21 months.

Scope of Work

The consulting firm is expected to manage and supervise the construction of the power plants to ensure timely execution and in accordance with the specifications of the EPC contract. The services include:

i) development of a project management manual for the project to be managed and supervised;

ii) project coordination, management and supervision;

iii) technical control of design and engineering;

iv) oversee receipt and delivery of equipment to site;

v) works execution monitoring at site; and

vi) oversee commissioning and testing upon works completed. Duration of assignment is 24 months.

Conditions for Tendering

Interested Consulting Firms are expected to submit a technical and financial proposal based on the revised RFP to be issued. Only the proposals of firms that meet the following pre-qualification conditions will be evaluated:

· Company profile with copy of Certificate of Incorporation, Article of Association, Memorandum of Understanding & Company’s Registration with professional bodies particularly COREN or equivalent;

· Evidence of managing and supervising a major engineering project of over $100 million within the past five (5) years;

· Curriculum Vitae of individual consultants/staff who will be assigned to the required service (s), including relevant qualification and individual experience in handling similar assignments; and

· Submission of three (3) years tax clearance.

Quality and Cost Based Selection method will be used in accordance with the procedures set out in the Public Procurement Act 2007: Public Procurement Regulations for Consulting Services. (Act No, 14 of 2007) at www.bpp.gov.nq. Evaluation criteria for both technical and financial proposals are contained in the RFP. PROJECT IN FORMATION

The wind farm will be located at Lamba-rimi, Katsina State, Nigeria The site is considered as a remote area with flat terrain. Core parameters for the project include WTG technology type 37 GEVMP (275kW), 37 turbines, rotor diameter (32m), hub height (55m) and capacity is 10.175MW. Project completion period is 21 months.

ICT Incubation and Youth Empowerment Programmes

The Universal Service Provision Fund (USPF) has provided funds for Consultancy to facilitate its Goals as approved by stakeholders and the Universal Services Provision (USP) Board.

The Universal service Provision Fund (USPF) has a Strategies Plan for the year 2007 20011 in which it has various Goals, Programmes and Projects to be implemented. One of the Goals of the Fund is Connectivity for Development (C4D). The objective of this goal, (C4D), is to encourage and facilitate the building of an e-society in Nigeria and promote digital lifestyle among the citizenry.

Consequently, the USPF seeks to deliver an ICT incubation centre as well as projects designed to empower Nigerian youth and Small/Medium Scale Enterprises through access to ICT-based facilities and services.

In this regard, the USPF is requesting for Expression of Interest to design and develop the above initiatives.

The Services

The Universal Services Provision Fund (USPF) hereby invites interested firm to submit Proposal for this assignment as detailed below.

i. Objectives of the Consultancy

Under the terms of reference, the selection firm will provide a detailed Project that would deliver ICT incubation and innovation centres, ICT4SMEs and ICT4Youth Empowerment.

ii. Scope of Work of the Consultancy

The Universal Service Provision Fund (USPF) therefore request for Expression of Interest (EOI) to:

· Project Concept Note (PCN)

· Project Information Document (PID)

· Project Implementation Framework (PIF)

These documents shall explicitly state the following

i. The Project Objectives

ii. Project Outputs

iii. Description of Work to be done

iv. Output indicators to use for monitoring

v. Beneficiaries & Expected Impact

The Consultant shall be expected to liaise with the beneficiaries/stakeholders and incorporate suggestions on the Project Information Document (PID).

TENDER DELIVERY INSTRUCTIONS AND DEADLINE FOR SUBMISSION

Qualified companies wishing to respond to this Request for Expression of Interest (EOI) must submit to the USP Secretariat three (3) hardcopies of their proposals. The following information must be included in the proposals:

i. Basic Corporate formation including expertise to deliver on the projects.

ii. Estimated duration for the consultancy as well as the project i.e. timelines for the work to be out in meeting any agreed Project outputs

iv. Measurable indicators and Mechanism for verifying the indicators

v. The Consultancy fee as well as an estimate on the cost for delivering on the project objectives

MINIMUM CONSULTANT PROFILE

The Consultant shall be required to demonstrate the following competencies:

a. An understanding of the ICT industry in Nigeria or Worldwide

b. ICT Incubation/Innovation and Development models and methodologies

c. Must be able to demonstrate ability to play a vital role in increasing the awareness levels of the SMEs to know the emerging trends in Technology and business opportunities as well as develop a need gap metrics in consultation with local industry associations, clusters, etc

d. Substantial experience with business incubation, SME development, business support services including marketing of new ICT products and service, private sector/entrepreneurship development with Proof of Previous experience

e. Capacity for Human Resources Development in the areas of embedded technology, animation & digital content, software development, mobile technology, e-service technology and applications etc.

f. Experience in working with Youth Organisations in designing programmers for Youth Empowerment.

g. Strong client orientation, pro-active relationship management skills, good track records in capacity building and client relationship management especially in Nigeria

h. Relevant technical and national deployment potentials while referencing similar projects done

i. Any other relevant information that would support your company’s proposal.
