1.0 Introduction

The Federal Government of Nigeria in its desire to further enhance electricity supply in the Country has granted approval to procure Distribution Transformers for maintenance and reinforcement of electricity supply infrastructure in Benin electricity Distribution Company

 

Consequently. Benin Electricity distribution Company now invites tenders for the supply of Distribution Transformer

 

2.0 Scope of Works

        i.            Supply of 500KVA. 11/0.415KV Distribution Transformers

      ii.            Supply of 500KVA, 33/0,415KV Distribution Transformers

    iii.            Supply of 300KVA, 11/0,415KV Distribution Transformers

    iv.            Supply of 300KVA, 33/0, 415KV Distribution Transformers

      v.            Delivery to be completed on or before 31st December, 2009

 

Location of delivery is stated against each lot.


Transformers will be supplied on lot by lot basis as follows:

Supply   of 9No.   500KVA,   11/0.415KV, 4No   300KVA 11/0.415KV, INo. 500KVA, 33/0.415KV and 2No.      300KVA, 33/0.415KV Distribution Transformers for use at Akure. Ondo and Owo Business Districts.

Bidders may bid for more than one lot.

 

3.0 ELIGIBILITY OF PRODUCT

·         Only transformers from European markets are eligible to be supplied under this procurement

·         Transformers must have been in PHCN network for not less than 5 years

·         Transformers not supported with shipping documents will not be eligible for procurement

·         Transformer not sited at the bidder’s warehouse will not be ordered.

 

4, 0 SPECIFICATION

The transformers to be supplied should be suitable for used in PHCN network as stated in 3.0 above

 

5.0 REQUIREMENT OF TENDERERS

·         A copy of certificate of Incorporation of the company in Nigeria Company Profile including among others populated organizational structure and key professional staff, relevant manufacturing capacity where necessary copy of Company and equipment Brochure should be submitted

·         Evidence of having successfully done similar supplies and location in the last five years.

·         Test certificate issued by well known International Standard test laboratory fore manufacturers of Distribution Transformers  

·         Sample of Test Report of manufacturing equipment

·         Current Company Tax Clearance for the last three years.

·         Up to date VAT Registration Certificate and evidence of VAT remittance

·         Evidence of Financial capability from a reputable Bank

·          Warehouse to be inspected before issuance of Works Order.

·         Any other information or document(s) that will place the company on a comparative advantage over others.

·         Shipping documents to be enclosed in the bid,

 

NOTE: Benin Electricity Distribution Company will verify all claims by companies Hence all necessary authority and guarantee for verification must be submitted.

 

 

6.0 SUBMISSION OF DOCUMENT

INVITATION FOR THE EXPRESSION OF INTEREST AS TRANSACTION ADVISORS FOR THE PROPOSED PUBLIC PRIVATE PARTNERSHIP PROJECTS ON SELECTED FEDERAL ROADS AND BRIDGES

 

The Federal Government of Nigeria intends to enter into business relationship with qualified Concessionaires, both Local and international to undertake Design, Build, Operate and Transfer (DBOT) of the underlisted Federal Roads and Bridges in the Federation under a Public Private Partnership (PPP) Scheme:-

i.                   Upgrading and Modernization of Enugu Port Harcourt Road;

ii.                 Completion of Ibadan Ilorin Dual Carriageway;

iii.              Modernization of Onitsha Enugu Road;

iv.              (a) Lagos Iseyin Kishi Kaiama

(b) Kaiama-Bahana  Bobe Kaoje Gwanbe Fokku Sokoto Road(New  alignment);

v.                 River Niger Bridge at Nupeko;

vi.              River Katsina Ala Bridge at Buruku.

 

2.       The Design, Construction, Rehabilitation and Expansion of the ­roads and Bridges are to be done in accordance with Specifications of Federal Ministry of Works, Housing and Urban Development (the Ministry) and international Standards in such a manner as to provide smooth movement of goods and services along the routes. Also the preferred Concessionaire shall maintain and operate the facilities to high standards on a financially sound basis over an agreed concession period.

 

3.       In this regard therefore, the Ministry intends to procure the services of experienced Consultants with full complement of relevant skills as Transaction Advisors to assist through the regulated phases of the PPP life cycle.   More specifically, the Transaction Advisors will undertake Feasibility/Viability Studies and make strategic management recommendations to the Ministry. Interested Firms are hereby invited to submit Expression of Interest (EOI) for any or all of the roads listed above.

 

4.       The prospective Consultants or Advisors are expected to demonstrate financial, legal and technical competence to undertake the studies. The EOI submission should include but not limited to the following:

i.                   Full name of Consultant, Firm, Advisors or Consortium and contact person(s), postal contact and e-mail addresses, telephone/facsimile/mobile numbers;

ii.                 Firm Profile;

iii.              Evidence of extensive knowledge and experience in the role of Advisor on similar high profile, local and international projects; experience in PPP in Highway/Transportation will be an added advantage;

iv.              Details of experience in the preparation of feasibility studies in the highway sector/Transportation;

v.                 Evidence of civic and statutory compliances including three years abridged audited accounts, tax certificates, incorporated certificates and financial reports. (Consortium may include documents of each corporate entity).

 

5.       Upon receipt of EOI from interested Firms, the Ministry shall evaluate and pre-qualify applicants. Thereafter, pre-qualified applicants shall be issued with Terms of Reference (TOR) for the Technical and Financial Proposals.

 

6.       Interested and qualified Firms desiring to offer their services to Government in this capacity should submit EOIs for any or all of the projects listed above, describing in details their proposed services, and level of experience of the Firm.

 

7.       Completed EOIs in four (4) copies should be signed, sealed and delivered in separate envelopes clearly marked “CONFIDENTIAL” and boldly written EXPRESSION OF INTEREST FOR CONSULTANT FOR (name of road) and submitted to:-

PRE-QUALIFICATION REQUIREMENTS

Interested and competent Contractors seeking pre-qualification and wishing to carry out the works must submit the following:

· Certificate of Registration with Corporate Affairs Commit

· Company Tax Clearance Certificate for the last three (3) years and VAN registration.

· Evidence of registration with Federal Ministry of Works & Housing (Civil & Building Works)

· List of similar and verifiable and successfully executed projects by the

· Company with the locations and letters of award, in the last 5 years;

· List of major items of plants and equipment possessed by the company,

· List of managerial, technical and administrative staff of the company

· Evidence of financial capability to execute this project and audited accounts for the last three [3] years and a letter of reference from bankers.

INVITATION FOR PRE-QUALIFICATION/TECHNICAL EVALUATION TO BID AS AN INSURER FOR THE PROVISION OF COMPREHENSIVE INSURANCE SERVICE

Introduction

Statoil (Nigeria) Limited (hereinafter referred to as ‘the Company’) acting in its capacity as the operator of OML 128 and 129, wishes to invite interested and qualified insurers from reputable Nigerian registered insurance companies having experience in the provision of insurance services for major oil and gas companies

Scope of Work for the Provision

To provide insurers for the insurance coverage of the following insurance polices grouped in the following three categories:

  1. INDUSTRIAL ALL RISKS which comprises of Fire & Special Perils, Burglary, All Risks, Money, Computer Software and Hardware, Fidelity Guarantee, Public Liability.
  1. GROUP PERSONAL ACCIDENT, GROUP LIFE AND  WORKMEN COMPENSATION.

MOTOR VEHICLE, RESCUE BOAT AND MOTORCYCLE

Commencement and Validity:

The contract is expected to commence in third quarter 2010 and will be for an initial period of two years effective from the commencement date with a one year extension option subject to mutual agreement between both parties involved.

PRE-QUALIF1CATION AND TECHNICAL REQUIREMENTS

To quality for consideration, firstly, potential insurers must have an operational office in Lagos State. Secondly they will be required to supply the required set of the under mentioned documentation with specific chapters separated by dividers in binders and in the same order as stated below. Failure to follow any of the instructions and submit any of the under listed documents may lead to the disqualification of the applicants bid:

  1. Provide Certificate of registration of company with CAC together with Memorandum and Article of Association showing the list of directors and number of share holding structure.
  2. A certified true copy by NAICOM (National Insurance Com) of the Company’s licence as an insurer to transact general insurance busine.sv
  3. Evidence of NAJCOM’s approval of annual returns and accounts for previous underwriting year
  4. A signed declaration by the Chief Executive Officer that the company has settled all discharge claims.
  5. Evidence of available re-insurance treaty.
  6. Name, address and profile of the reinsurance broker(s) that handle the insurer’s oil and gas business in the past 12 months.
  7. Documentation/evidence demonstrating experience on  similar oil and gas insurance cover that insurer has provided in the last 3 years, including clients names and dates of cover as leader and as follower.
  8. In case of joint venture, attach copy of the joint venture agreement or MOU, and details of the interest of each of the joint venture partners and the role of each party shall be clearly indicated duly signed by competent officers of the two companies.
  9. Full office address (es) of company in Nigeria including telephone numbers, fax number and e-mail address.

10.  Provide Company’s profile indicating Nigerian   Shareholding, Company’s financial details, and published annual report and accounts for the immediate past three (3) years.

11.  Company’s tax clearance certificate for the past three years and also provide bank reference.

12.  Company’s profile, organizational structure with name of key personnel and all management, staff including their resumes.

13.  Copy of current relevant Department of Petroleum Resources (DPR) permit

14.  Company’s HSE policy and programmes (evidence of HSE competence training relevant to the services done in the immediate past three (3) years and QA/QC measures for the service to be provided).

15.  Details of similar contracts executed within the immediate past three (3) years including names of clients, contracts value, contract information, location and date,

16.  Federal Inland Revenue Services Tax Identification Number (TIN) and Current Tax Clearance Certificates.

17.  Any additional information that will enhance the potential of the company.

NIGERIAN CONTENT

The Federal Government of Nigeria Directives on Nigerian Content Development (Directives) mandates that all contractors create value in-country with targets of 70% by 2010 in terms of total monetary expenditure through the deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental standards.

Statoil Nigeria Limited intends to and expects the contractor to comply with the Federal Government/NCD Directives, As a result, bidders will be evaluated on their perceived willingness, documented track record, and demonstrated plan to fully comply with the directives and company requirements. Only Nigerian insurance companies are qualified to bid.

Only indigenous companies or indigenous companies in genuine alliances with multinational companies as approved by NAICOM are to tender. Evidence of non-compliance with the directives in bidder’s submission will be regarded as “FATAL FLAW”,

In accordance with this, applicants should ensure that the following information are included in their submissions:

  • Provide documentary evidence of a wholly indigenous Nigerian company.
  • Provide detailed past experience/present commitment to staff training and development of its Nigerian personnel

Companies shall ensure that their Pre-Qualification/technical Documentation is submitted to Statoil Nigeria Limited in strict accordance with the following document format:

Companies are requested to neatly package their documentation in binders.
