INVITATION FOR THE PRE QUALIFICATION OF CONTRACTORS
Hassan Usman Katsina Polytechnic is seeking for reputable contractors to pre-qualify for the execution of the following projects: -
(a) Projects:
Lot I
- i. Construction of 1No Block of 3 – Classrooms at the Collage of Science and Technology (CST); (ETF Project No. POLY/KATSINA/ETF/09/01);
Lot II
(i) Construction of 1 No Block of 6 Offices at Department of Civil Engineering;
ETF Project No. HUKPOLY/KATSINA/ETF/09/02
Lot III
- i. Supply of 14No HP Computers with Accessories and 14No UPS for the Department of Computer Science;
ETF Project No. HUKPOLY/KATSINA/ETF/09/03;
- ii. Procurement of 2No Projectors with Screen for the Department of Computer Science:
ETF Project No. HUKPOLY/KATSINA/ETF/09/04
b) Pre-qualification Evaluation criteria
- i. Name and Address of Company/Firm.
- ii. Brief History stating the nature of work previously undertaken,
- iii. Evidence of Registration with the Corporate Affairs Commission.
- iv. Evidence of Registration with the Federal or State Tenders Board or the Polytechnic.
- v. Evidence of similar Jobs handled in the last three (3) years. Letters of Award, completion Certificates will be required (Photographs will be added advantage).
- vi. List of Administrative and Technical Staff (for construction work).
- vii. Tax clearance Certificate for the last three (3) years.
- Evidence of financial capacity – bank reference and audited account.
- ix. Any other information that will assist the Polytechnic in assessing your organization.
c) Pre-qualification Fee
interested Contractors are to pay non-refundable pre-qualification fee of N50, 000.00 for Lot 1, N40,000.00 for Lot II and N10.000.00 for Lot III
payment should be made at the Bursary Department of the Polytechnic by certified Bank Draft made payable to the Rector, Hassan Usman Katsina-Polytechnic.

The Federal Government of Nigeria has received a Credit from World Bank (WB) toward funding Fadama III Project Part of the proceeds has been on lent to Katsina State Government The State Government has allocated a part of the Credit and its own funds (counterpart funds) for implementing community level sub-projects and activities in Baure. Daura Mai’adua, Ingawa, Mani, Bindawa. Katsina, Kaita, Kurfi, Batagarawa, Charanchi. Rimi Kankai, Dutsinma, Matazu, Kankara, Faskari, Sabuwa, Bakori and Kafur Local Government Areas It is intended that this funds will be applied to eligible payment of Advisory Services/Inputs Support component which has its goal as:-
- i. Provision of Advisory Services/Inputs in response to demand of Fadama Users
- ii. Establishment of linkages between Fadama Users, Inputs Suppliers and marketers to overcome major constraints on increased productivity of their Fadama enterprises and increase incomes
- iii. General training, tearing events, and others activities to promote the sharing of knowledge
These will be achieved through Demand Responsive Advisory Service to be provided by wide range of service providers.
The following broad categories of advisory services activities are envisaged under the project among others.
A
- Evaluators of advisory services activities proposals submitted to Fadama Community Associations (FCAs) by Advisory Service Provider (ASPs).
- Service Providers of advisory services to user groups in Fadama community Associations (FCAs).
- Service Provider for design or appraisal of cross-FCA Advisory Service Activities (ASA) proposals.
- Services providers to implement cross – FCAs in connection with affected FCAs/SFCO
- Service Providers for training services, training materials and linkages.
- Services providers on small rural community own infrastructures.
- Services providers on (Agro-allied) inputs supply
- Services providers on small scale rural enterprenual assets supply.
While the following specific categories are also envisaged

- Environmental Management.

C. Specialists are to register as service providers for water resource infrastructures, processing and marketing installation;
The Katsina state Fadama III Coordination office now invite eligible Service Providers/inputs of asset suppliers to express their interests in providing the services/assets itemized above. Interested Service Providers/Suppliers should provide information indicating name of service provider /suppler, address, experience and field of interest that they are qualified to perform (brochures description of similar assignment, experience in similar conditions, . Availability of appropriate skills among staff e.tc). Service Providers/Suppliers may associate to enhance their qualifications.
Service Providers and suppliers will be registered in accordance with the procedure set out in the World Bank guidelines. Selection and employment of consultant by World Bank.

RE: INVITATION TO TENDER FOR CONSULTANCY SERVICES FOR PROJECT MANAGEMENT AND SUPERVISION OF THE CONSTRUCTION OF 10MW WIND
FARM POWER PLANT IN KATSINA STATE
The Federal Government of Nigeria through the Federal Ministry of Power has awarded Turnkey Contracts for the construction of IOMW Wind Farm power plant in Katsina State, Nigeria. This is part of governments strategy to improve power supply across the country, Accordingly, the Federal Ministry of Power in October 2009 placed “invitation to tender” adverts in international and national publications to engage competent firms to provide consultancy services for effective management and supervision of the construction of this power project
Revisions to the Request for Proposals (RFPs) originally issued for the tendering process have necessitated this new publication. Reputable consulting firms with proven track record are hereby invited to tender for the consultancy services. Bidders who had earlier submitted their proposals based on the earlier RFP may wish to retrieve their proposals and re-tender. The project and consultancy services are to be funded out of Federal Government’s
PROJECT IN FORMATION
The wind farm will be located at Lamba-rimi, Katsina State, Nigeria The site is considered as a remote area with flat terrain. Core parameters for the project include WTG technology type 37 GEVMP (275kW), 37 turbines, rotor diameter (32m), hub height (55m) and capacity is 10.175MW. Project completion period is 21 months.
SCOPE OF WORK
The consulting firm is expected to manage and supervise the construction of the power plants to ensure timely execution and in accordance with the specifications of the EPC contract. The services include:
i) development of a project management manual for the project to be managed and supervised;
ii) project coordination, management and supervision;
iii) technical control of design and engineering;
iv) oversee receipt and delivery of equipment to site;
v) works execution monitoring at site; and
vi) Oversee commissioning and testing upon works completed. Duration of assignment is 24 months.
Conditions for Tendering
Interested Consulting Firms are expected to submit a technical and financial proposal based on the revised RFP to be issued. Only the proposals of firms that meet the .following prequalification conditions will be evaluated:
· Company profile with copy of Certificate of Incorporation. Article of Association, memorandum of Understanding & Company’s Registration with professional bodies particularly COREN or equivalent;
· Evidence of managing and supervising a major engineering project of over $25 million within the past five (5) years;
· Curriculum Vitae of individual consultants/staff who will be assigned to the required service(s), including relevant qualification and individual experience in handling similar assignments; and Submission of three (3) years tax clearance.
