REQUEST FOR EXPRESSIONS OF INTEREST
This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business no. 655 of May 31, 2005
The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:
Detailed Design and construction supervision of Roadway, Bridge and Building Infrastructure for the proposed Oshodi to Ikorodu (via Mile 12) Bus Rapid Transit (BRT) System
The main objectives of this study are as follows:
• Undertake preliminary studies necessary for the development of detailed design
• Provide detailed design of all association infrastructure
• Review social and environmental impacts
· To design all building, mechanical, electrical, structural and civil facilities needed to provide a functional BRT system that would support operations of high capability passenger buses
· Geometric design of roads and intersections
• Pavement structure design, according to geotechnical and basement studies and Bus Rapid Transit and general traffic loads giving particular attention to protection against degradation of the BRT running way
• Design of pedestrian access to stations (using grade separation as identified In preceding studies)
• Foundation and structural design of. Pedestrian overpasses, drainage facilities, barriers, and all the complementary civil works.
• To supervise the construction and installation of all facilities and civil works for the BRT scheme arising from the design activities undertaken
• To ensure that high quality construction (eye-for-details) is achieved and ensure that all associated works are carried out in full compliance with the engineering design, technical specification and other contract documents
• To demonstrate the efficacy of contract supervision by Independent external agencies experienced in this field of work.
The detailed design is expected to be completed in 5 calendar months while the construction supervision is expected to be completed in 24 calendar months
LAMATA now invites eligible consulting firms to express interest in providing the above services. Interested consultants must provide information indicating their qualifications for performing the services such as; Registration of firm with relevant commission/Authority, Technical and managerial capabilities of the firm in the field of assignment (Firm’s Experience), Availability of key permanent staff needed for the assignment, Firm’s regional experience (Experience in Africa sub region). For each project performed the consultant shall provide the name and address of the client date(s) of execution, name(s) of lead and associate firms and financing sources. Consultant may associate to enhance their qualifications
After evaluation of the Expressions of Interest, specific short lists will be prepared and only those short-listed firms will be invited to submit proposals based on the specific terms of reference for the assignment. Consultants will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 1997, (Revised September 1997, January 1999, May 2002, May 2004 and October 2006. INVITATION TO TENDER
Preamble
The Independent National Electoral Commission (INEC) in pursuance of its statutory function and in compliance with the Due Process requirement for public procurement seeks to maximize the potentials of its ICT facilities/personnel. Therefore reputable firms and companies are hereby invited to tender for the underlisted projects.
Project Titles:
Lot I:
INEC GIS – Based Election support system upgrade with the Wowing computer software/tool:
i. ESRl Arcfnfo
ii. Nigeria Street Map,
iii. Arctogistics
Lot II:
One week SQL Data Base Training for INECICT Staff
Lot III:
Design and implementation of INEC Headquarters Local Area Network (LAN) for more effective resources sharing and communication;
Proposal Requirements
Interested bidders are expected to submit Technical and financial proposal in separate envelopes.
A. Technical Bid.
Lot I
The technical proposal should include:
i. Technical specifications, relevance of each items to the project, period of warranty, brand name, country of origin and the delivery period from the date of award of contract etc, of the items listed under the project title.
Lot II
The technical proposal should include:
Target participants in terms of prerequisite and number etc. Training objectives. Training methodology; course contents, Training materials and facilities, Resume of Trainers and Accreditation for Training Consultants.
Lot III
The Technical proposal should include:
The proposed LAN solution for INEC stating Network element. INEC Net work design, INEC LAN and fiber infrastructure, LAN Equipment, Training and support/maintenance etc.
B. General Technical Requirements
The company/firms profile highlightings in details the followings:
a) Evidence of registration with Corporate Affairs Commission.
b) Immediate past three years Audited Accounts of the firms.
c) Immediate past three year tax clearance of either firms or the principal partners of the proprietors.
d) Evidence of Financial capability and Banking support.
e) Details of experience, Technical/Professional qualification of key personnel.
f) List and evidence of similar projects executed and knowledge of the industry in the Bidded project category.
g) List and evidence equipment and Technical Capability to be utilized for the Bidded project category.
h) Evidence of VAT registration, remittances of VAT and PAYEE, and an up to date payment of Pension/Social Insurance contributions such as NHIS etc. for and on behalf of the employees.
C. Financial Bids
The finance proposal should state:
a) The detail financial cost implication of each of the project that is bidded for.
b) Bid price validity period for each project bidded for.
D. General Information
a) All tender for each project lot must be accompanied with a non-refundable processing fees of N10, 000.00

d) Only firms that are technically responsive will be contacted after evaluation of Technical bid and invited for opening of Financial bid.
E. Submission
All submission should be made ad follows;
i. Five copies of neatly bound Technical proposal in a separate envelopes clearly marked:
“Technical proposal for either INEC GIS UPGRADE”, or SQL Training or LAN for Lot I, II, and III respectively.
ii. Five copies of neatly bound Financial proposal in a separate envelope clearly marked:
“Financial proposal for either INEC GIS UPGRADE”, or SQL Training or LAN for Lot I, II, and III respectively.
iii. All copies of the Financial proposal should be deposited in the Commission’s Tamper Proof bid box designated.
iv. Receipt should be obtained acknowledging submission of bid accordingly.

REQUEST FOR EXPRESSION OF INTEREST FOR ENGINEERING CONSULTANCY SERVICES.
1. This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No 760 of 17 September 2009, The Tribune and Guardian Newspapers (Nigeria) of 5th October, 2009.
2. The Federal Ministry of Finance has received a loan from the African Development Fund and intends to apply part of the proceeds of this loan to eligible payments under the contract for Institutional Support Consultancy Services.
3. The services include:
· Design Review, Modifications and Preparation of Tender Documents,
· Assistance in the tendering process for the works contracts, evaluation of bids, contract negotiations and contract a ward.

Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). This advertisement is open to consultants from eligible source countries.

Impact Assessment of USPF Programmes and Projects
The Universal Service Provision Fund (USPF) has provided funds for Consultancy to facilitate its Goals as approved by stakeholders and the Universal Services Provision (USP) Board.
The Universal service Provision Fund (USPF) has a Strategies Plan for the year 2007 20011 in which it has various Goals, Programmes and Projects to be implemented. Several of these projects have been running since 2007
One of the objectives of the USPF is to ensure that its projects are properly carried out and effective in the areas in which they are being implemented.
It is therefore imperative for USPF to evaluate the impact its Programmes have made on the benefiting communities. This is to assist the measurement of the effectiveness of the various strategies and help to streamline future strategies.
In this regard, the USPF is requesting for Expression of Interest to evaluate and assess the impact of its programmes.
The Services
The Universal Services Provision Fund (USPF) hereby invites interested firm to submit Proposal for this assignment as detailed below.
i. Objectives of the Consultancy
Under the terms of reference, the selected firm will provide a detailed evaluation of the impact of USPF programmes in the various communities and the country at large.
ii. Scope of Work of the Consultancy
