MANAGEMENT AND SUPERVISION OF THE CONSTRUCTION OF 215MW

LPFO/GAS-FIRED POWER PLANT IN KADUNA STATE

The Federal Government of Nigeria through the Federal Ministry of Power has awarded Turnkey Contracts for the construction of 21 5MW (ISO) LPFO/Gas fired power plant in Kaduna State, Nigeria. This is part of government’s strategy to improve power supply across the country. Accordingly, the Federal Ministry of Power in October 2009 placed “invitation to tender” adverts in national publications to engage competent firms to provide consultancy services for effective management and supervision of the construction of this power project.

Revisions to the Request for Proposals (RFPs) originally issued for the tendering process have necessitated this new publication. Reputable consulting firms with proven track record are hereby invited to tender for the consultancy services. Bidders who had earlier submitted their proposals based on the earlier RFP may wish to retrieve their proposals and re-tender. The project and consultancy services are to be funded out of Federal Government’s allocation for the power sector

Project Information

The project consists of Engineering, Procurement, Construction (EPC), and Commissioning of turnkey dual-fired (LPFO/natural gas) pre-packaged and factory pretested 8 x 26.13MW power plant and interconnection to existing double circuit 132kV switchyard in Kaduna State, Nigeria, Project completion period is 21 months.

Scope of Work

The consulting firm is expected to manage and supervise the construction of the power plants to ensure timely execution and in accordance with the specifications of the EPC contract. The services include:

i) development of a project management manual for the project to be managed and supervised;

ii) project coordination, management and supervision;

iii) technical control of design and engineering;

iv) oversee receipt and delivery of equipment to site;

v) works execution monitoring at site; and

vi) oversee commissioning and testing upon works completed. Duration of assignment is 24 months.

Conditions for Tendering

Interested Consulting Firms are expected to submit a technical and financial proposal based on the revised RFP to be issued. Only the proposals of firms that meet the following pre-qualification conditions will be evaluated:

· Company profile with copy of Certificate of Incorporation, Article of Association, Memorandum of Understanding & Company’s Registration with professional bodies particularly COREN or equivalent;

· Evidence of managing and supervising a major engineering project of over $100 million within the past five (5) years;

· Curriculum Vitae of individual consultants/staff who will be assigned to the required service (s), including relevant qualification and individual experience in handling similar assignments; and

· Submission of three (3) years tax clearance.

Quality and Cost Based Selection method will be used in accordance with the procedures set out in the Public Procurement Act 2007: Public Procurement Regulations for Consulting Services. PROJECT IN FORMATION

The wind farm will be located at Lamba-rimi, Katsina State, Nigeria The site is considered as a remote area with flat terrain. Core parameters for the project include WTG technology type 37 GEVMP (275kW), 37 turbines, rotor diameter (32m), hub height (55m) and capacity is 10.175MW. Project completion period is 21 months.

2. INVITATION FOR PRE-QUALIFICATION/TECHNICAL EVALUATION TO BID AS AN INSURER FOR THE PROVISION OF COMPREHENSIVE INSURANCE SERVICE

Introduction

Statoil (Nigeria) Limited (hereinafter referred to as ‘the Company’) acting in its capacity as the operator of OML 128 and 129, wishes to invite interested and qualified insurers from reputable Nigerian registered insurance companies having experience in the provision of insurance services for major oil and gas companies

Scope of Work for the Provision

To provide insurers for the insurance coverage of the following insurance polices grouped in the following three categories:

  1. INDUSTRIAL ALL RISKS which comprises of Fire & Special Perils, Burglary, All Risks, Money, Computer Software and Hardware, Fidelity Guarantee, Public Liability.
  1. GROUP PERSONAL ACCIDENT, GROUP LIFE AND  WORKMEN COMPENSATION.

MOTOR VEHICLE, RESCUE BOAT AND MOTORCYCLE

Commencement and Validity:

The contract is expected to commence in third quarter 2010 and will be for an initial period of two years effective from the commencement date with a one year extension option subject to mutual agreement between both parties involved.

PRE-QUALIF1CATION AND TECHNICAL REQUIREMENTS

To quality for consideration, firstly, potential insurers must have an operational office in Lagos State. Secondly they will be required to supply the required set of the under mentioned documentation with specific chapters separated by dividers in binders and in the same order as stated below. Failure to follow any of the instructions and submit any of the under listed documents may lead to the disqualification of the applicants bid:

  1. Provide Certificate of registration of company with CAC together with Memorandum and Article of Association showing the list of directors and number of share holding structure.
  2. A certified true copy by NAICOM (National Insurance Com) of the Company’s licence as an insurer to transact general insurance busine.sv
  3. Evidence of NAJCOM’s approval of annual returns and accounts for previous underwriting year
  4. A signed declaration by the Chief Executive Officer that the company has settled all discharge claims.
  5. Evidence of available re-insurance treaty.
  6. Name, address and profile of the reinsurance broker(s) that handle the insurer’s oil and gas business in the past 12 months.
  7. Documentation/evidence demonstrating experience on  similar oil and gas insurance cover that insurer has provided in the last 3 years, including clients names and dates of cover as leader and as follower.
  8. In case of joint venture, attach copy of the joint venture agreement or MOU, and details of the interest of each of the joint venture partners and the role of each party shall be clearly indicated duly signed by competent officers of the two companies.
  9. Full office address (es) of company in Nigeria including telephone numbers, fax number and e-mail address.

10.  Provide Company’s profile indicating Nigerian   Shareholding, Company’s financial details, and published annual report and accounts for the immediate past three (3) years.

11.  Company’s tax clearance certificate for the past three years and also provide bank reference.

12.  Company’s profile, organizational structure with name of key personnel and all management, staff including their resumes.

13.  Copy of current relevant Department of Petroleum Resources (DPR) permit

14.  Company’s HSE policy and programmes (evidence of HSE competence training relevant to the services done in the immediate past three (3) years and QA/QC measures for the service to be provided).

15.  Details of similar contracts executed within the immediate past three (3) years including names of clients, contracts value, contract information, location and date,

16.  Federal Inland Revenue Services Tax Identification Number (TIN) and Current Tax Clearance Certificates.

17.  Any additional information that will enhance the potential of the company.

NIGERIAN CONTENT

The Federal Government of Nigeria Directives on Nigerian Content Development (Directives) mandates that all contractors create value in-country with targets of 70% by 2010 in terms of total monetary expenditure through the deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental standards.

Statoil Nigeria Limited intends to and expects the contractor to comply with the Federal Government/NCD Directives, As a result, bidders will be evaluated on their perceived willingness, documented track record, and demonstrated plan to fully comply with the directives and company requirements. Only Nigerian insurance companies are qualified to bid.

Only indigenous companies or indigenous companies in genuine alliances with multinational companies as approved by NAICOM are to tender. Evidence of non-compliance with the directives in bidder’s submission will be regarded as “FATAL FLAW”,

In accordance with this, applicants should ensure that the following information are included in their submissions:

  • Provide documentary evidence of a wholly indigenous Nigerian company.
  • Provide detailed past experience/present commitment to staff training and development of its Nigerian personnel
