- 1. INTRODUCTION
The Management of Enugu Electricity Distribution Company (EEDC) in its effort and determination to improve the Electricity infrastructure and productive capacity intends to, embark on Network rehabilitation/reinforcement and services related projects for the current financial year. Interested top flight, knowledgeable, competent, reliable and experienced contractors whose areas of competence are within the power industry are invited to forward their Expression of Interest (EOI) for projects execution/supplies through submissions of pe-qualification documents

3.0 PRE-QUALIFICATION REQUIREMENTS
Letter(s) of intent should be accompanied by Certified True Copies of:
- i. Certificate of registration of company in Nigeria with Corporate Affairs Commission (CAC) together with memorandum and articles of association and from C07 showing lists of directors and number of shares each has subscribed to.
- ii. Photocopies of tax clearance certificate for the last three (3) years
- iii. Photocopies of VAT registration certificate and evidence of VAT remittances
- iv. Documented evidence of financial capability (e.g. bank statement)
- v. Company’s audited account for the last three (3) years.
- vi. Companies in construction should have a COREN Registered engineer as the managing director and must show evidence of having successfully executed similar jobs in the past
- Manufacturers must show evidence of ISO certification
- Comprehensive company profile showing head office location/address, website, telephone numbers and email particulars of principal officers or contact persons
- ix. Any other document not mentioned above that could place the company in a comparative advantage are welcome
NOTES/OTHER RELEVENT INFORMATION
- i. The selection contractors will strictly follow the provisions of the 2007 Public procurement Act
- ii. Please note that this is an invitation to tender. Tendering information and instructions shall be given only to pre-qualified contractors.
- iii. All cost incurred by any contractor in the preparation and submission of the expression of interest are to be borne entirely by the contractor. EEDC is absolved from any form of liability
- iv. Only short listed and pre-qualified contractors shall be invited to tender
- v. EEDC reserves the right to reject any or all expression of interest not in line with laid down procedures without any compensation.
4.0 SUSMISSION
Interested companies/manufactures/Contractors should submit spirally bound Documents in line with requirement stated above in seated envelope (s), marked “Pre-qualification” indicating the Lot ID and description of project on the left hand corner of the envelope (s). Name and mailing address of the Tender Company shall be Clearly stated at the back of the envelope (s). 3.0 REQUIREMENTS

- ix. Test certificate issued by well known International Standard test laboratory for manufacturers of Distribution transformer.
- x. Comprehensive company profile showing head office location/ address, website, telephone numbers and email particulars of principal officers or contact persons.
- xi. Verifiable evidence of similar jobs successfully executed
- Shipping documents to be enclosed in the bid.
- Warehouse to be inspected before issuance of works order
- Any other document not mentioned above that could place the company in a comparative advantage are welcome.
4.0 ELIGIBILITY OF PRODUCTS
- i. Transformers to be supplied must conform to European standard and specification.
- ii. Transformer must have been in PHCN network for minimum of 3 years.
- iii. Transformer must be sited at bidders Warehouse together with shipping documents.
5.0 METHOD OF APPLICATION

5.0 SUBMISSION

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the Development Gateway Market Web Site on June 2, 2004 and was published in UN Development Business, issue no. 633 of June 30, 2004
2. The Enugu State Government has received a credit from international Development Association toward the cost of 1st National Urban Water Sector Reform project, and it intends to apply part of the proceeds of this credit to payments under the contract for the Rehabilitation of Industrial buildings and Perimeter fencing of water reservoir,
3. The Enugu State Water Corporation now invites sealed bids from eligible and qualified bidders for the under mentioned work.

4. Bidding will be conducted through in National Competitive Bidding (NCB) procedures specified in the World bank’s Guidelines; Procurement under IBRD Loan and IDA Credits, and is open to all bidders from Eligible Sources Countries as defined in the Guidelines, “May 4, 2004”,
5. Interested eligible bidders may obtain further information from Enugu State Water Corporation; Project Coordinator; nuwsrp@yahoo.com and inspect the Bidding Documents at the address given below from 8:30am to 4:30pm.
6. Qualifications requirements include the following minimum conditions.
a. Possession of experience as a Prime Contractor for at least two (2) works of a nature and complexity equivalent to the works over the last five (5) years. To comply with this requirement, works sited should be at least 70 percent complete.
b. The amount of Annual turnover in construction works in the least five (5) years in works that have been successfully and substantially completed and that are similar to the proposed works under this Contract is N50, 000,000,00 (Fifty Million Naira) only.
c. Have a Project Manager with at least 7 years experience in works of equivalent nature and volume, including not less than 3 years as Manager among its core staff and shall have a minimum of B.Sc Degree in Civil Engineering Qualification.
d. Own a substantial proportion of the equipment required to successfully execute the contract.
e. Provide Annual audited account for the last 3 years.
f. For the five (5) years to demonstrate,
The current soundness of the applicant’s financial position and its prospective long term profitability, and
Have Liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N100, 000,000 (One Hundred Million Naira) only
7. Interested eligible bidders may obtain further information from Enugu State Water Corporation and inspect the bidding documents at the address below from Mondays to Fridays (except public holidays) from 8:30am to 4:30pam.
8. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of USD 170,068 or Naira 25, 000, 00. The method of payment will be bank Draft made in favour of the 1st National Urban Water Sector Reform Project – Enugu State.
