INVITATION FOR PRE-QUALIFICATION FOR
CALL OFF CONTRACT FOR OFFSHORE ENGINEERING
GEOPHYSICAL 2D/HR SURVEYS
- 1. Introduction
Total E & P Nigeria Limited (TEPNG) invites interested and reputable contractors with suitable equipment, and relevant experience to apply for pre-qualification for consideration to tender for 2DHR Geophysical survey. The works are planned to be carried out on TEPNG offshore locations.
- 2. Brief Outline Description of the Scope of Services.
The works are planned to be executed on call off basis (as need arises) and for about 2 +1 years. The Contractor shall be able to carry out 2DHR geographical survey as summarrsied below:
- Offshore geographical surveys for seabed and sub seabed geohazard assessment
- 15 – 400meters.
- The contractor shall be able to carry out “Analogue” survey and digital” defined as below
- -Analogue” survey shall includes – HR bathymetry (multiband), side scan sonar, sub bottom profiler, magnetometer, coring
- “Digital survey shall involve;- 2DHR acquisition spread (compressor, guns, streamer,…) onboard processing,
- A dedicated survey vessel is required.
3, Pre-qualification Documents
To qualify for consideration, contractors are required to supply two (2) sets of (hardcopy) and (1) CD ROM of the following documentation, with the specific chapters, separated, by dividers, in the same order as set out here below (a) to (d):
A separate section summarizing the contents chapter by chapter of the pre-qualification document
(a) Statutory / Legal Issues:
- i. Evidence of contractor’s registration in Nigeria (certificate of incorporation), Nigerian Contractor’s legal status and profile including Nigerian shareholding and details of any formal technical support agreements with foreign contractors.
- ii. Contractor’s general structure and organisation, including the branch dedicated to such civil works activities.
- iii. In case of joint venture with, attach copy of the joint venture agreement, and details of the interest of each of the joint venture partners and the role of each party shall be clearly indicated.
- iv. Copy of relevant Department of Petroleum Resources (DPR) Certificate of Registration for year 2007 Special Category A.
- v. Qualifier’s audited accounts for the past three (3) years and tax clearance certificated (2004/2005/2006).
(vi) Nigerian Content:
In line with the Federal Government of Nigeria Directives on Nigerian Content, and target of
70% by the end of year 2010, COMPANY intends to and will expect bidders to comply with the
Federal Government Policy and Nigerian Content Development Directives of October 13,
2006 (or its latest revision) available at www.nnpcgroup.com and www.nigcontent.com because they constitute a FATAL FLAW in all Contract evaluations. Failure to fully comply with the Government Directives or demonstrate commitment to Nigerian Content
Development shall result to disqualification from bidding this contract. Tenderers are to include in their bids a Nigerian content plan on how to meet these requirements. The plan should include Nigerian professionals (skilled and unskilled personnel) to be engaged on this project, the Nigerian scope of work as a percentage of the overall scope of work in monetary terms that will be created in-country.
Contractor shall include the following information:
- Submit verifiable evidence of compliance with Nigerian Content Guidelines & Directives and Nigerian /Local Content performance on past projects/contracts for a period of 3 years.
- Provide information of location in Nigeria (name and address must be included) where TENDERER’S onshore geotechnical laboratory facility is established and the location of the onshore laboratory to perform laboratory testing of core samples and gravity coring and box core sampling.
- Provide list of all manning positions (i.e. onshore & onboard vessel) technical crew of surveyors & laboratory technicians) including marine vessel crew and indicate their proposed nationality.
- Provide the details of the local organization who would be responsible for providing onboard catering, housekeeping & cleaning services
- Provide the details of the local organization who would be responsible for providing onboard waste disposal services
- Provide the details of the local organization who would be responsible for the supply of fuel & lubricants
- Provide the details of the local organization who would be responsible for providing logistical and operational support
- Where the Project management team, engineering and Procurement centre will be located in Nigeria.
- Provide in tabular form the Nigerian Scope of work as a percentage of the overall project scope in monetary terms on this project. A detailed breakdown of the components that make up the total percentage is required.
- List of all work which will be carried out by Nigerians and domiciled in-country, in accordance with Nigerian Content Directives, divided into the following categories
- Work which will be executed by the Applicant using its own resources
- Work which will be sub contracted, giving the scope of such sub contractor and the names and locations of the proposed sub contracts and/or details of scope of work for indigenous services & local 3rd party business that would support the contract
- Percentage of the entire scope of work for the contract that would be executed using resources of Nigerian origin (include as a table the detailed list of the scope of work and identify the proposed resources for executing the scope and country of its origin)
- Where a company is in joint venture partnership of consortium, evidence of such a relationship in the form of an agreement and/or Binding agreement signed by the chief executives of both companies and partners shall be submitted
- List of equipment, material and goods that are to be locally sourced on this project
- Provide training plan for Nigerians including provision of onboard-vessel trained and trainee surveyors,. Evidence of past training in the last two years is required Proposed training plan for Nigerians on the project including a brief training outline for OEM products, engineering, software & hardware, project management, procurement construction, installation, start-up & commissioning, maintenance, testing and operations
- Verifiable detailed evidence of Contractor’s base facilities in country (pare part Stocks, repair shops, maintenance workshop and storage facilities etc in – country), Provide detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, technical office, and administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up,
- Demonstrate that entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10, 02 & 07 including company memorandum & article of association and other evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Maximizing Nigerian Content is a key contract priority, therefore for foreign companies and multinationals in alliance with a local company, submit evidence that the local company is an indigenous company and the binding Agreement of the alliance duly signed Agreement by the CEO of both parties and stating the specific work scope to be performed by each member of the alliance.
- Detailed Nigerian Content Development (NCD) Plan for the activities, to include: evidence of nominated Nigerian Content Manager with appropriate experience, qualifications, clear responsibilities, seniority level in its organisation, membership of Nigerian trade/professional body; evidence of corporate NCD policy, demonstration of legislative & regulatory awareness relative to Nigerian content; evidence of an understanding of the local business environment & existing relationships with Nigerian contractors & suppliers, subcontracting relationships and/or partnership agreements, structured list of Nigerian supplies and services procured from Nigerian companies; e.g. accounting, legal etc; existing initiatives to develop Nigerian companies Verifiable evidence of an existing/established presence in Nigeria or plan to establish presence i.e. availability of office facilities, training facilities, local support facilities.
(b) QA/QC & HSE
- i. Details of company’s Health, Safety and Environmental Policy and Programme together with HSE Management System HSE considerations on site and throughout the requirement are part of contractor’s responsibility and Contractor must have proven methods for eliminating risks associated with its own scope of services and all interfaces with others. These methods must be clearly indicated.
- ii. Safety records detailed for accidents, injuries, damages and summarised for near-misses, LTI. for the past three (3) years.
- iii. Quality Assurance System certified ISO 9000 or equivalent.
(c) Technical Details:
- i. Description and technical specifications of equipment including laboratory facilities that will be utilised in the execution of the work currently owned by contractor, with proof of ownership/current licences,
- ii. Technical expertise / resume of key personnel to be involved in the services.
- iii. Details of relevant verifiable experience of similar services that bidder has undertaken as main contractor in the last five (5) years, inside or outside Nigeria. This is mandatory
- iv. Reference of three major customers that can be contacted for information/ reference. Attach copies of Final completion Certificates of jobs undertaken valued above ten million Naira (N10, 000,000) or its dollar equivalent.
- v. All relevant information concerning contacts telephone, fax, e-mail of the representative, and proof of available office, resources (laboratory inclusive), etc to support your operations.
Failure to provide any of the listed documents or information may automatically disqualify the contractor. Notwithstanding, the submission of this documentation, TEPNG is neither committed nor obliged to include any contractor on the tender list or award any form of contract to any contractor and/or associated companies, subcontractor or agent,

Full tendering procedure will be provided only to contractors that have been successfully pre- qualified through this advertisement and this may consist of safety/technical audit of facilities/equipment to determine those suitable to provide this services.

2.0. JOB DESCRIPTION
Consultants i.e. (Architects, Quantity Surveyors, Structural Engineers, Electrical Engineers and Mechanical engineers) are required to carry out professional services including the following:
· Field data acquisition and verification of existing topographical information of an appropriate land area of 5.0. Hectares;
· Site analysis, land use plan, site development plan and preliminary designs for infrastructures;
· Build up on an existing information and prepare a concept and land use plan for input and approval;
· Prepare a sustainable master plan for the Institute.
3.0 Pre Qualification Requirements
3.1. Interested consulting firms should provide (evidence of) the following:
i. Registration with Corporate Affairs Commission.
ii. Certified True Copy of (CTC) Memorandum and the Articles of Association of the Company with Form CAC 17.
iii. Registration with relevant professional bodies in Nigeria.
iv. Evidence of Registration of business premises in Ondo State
v. Ondo State Development Levy and Tax Clearance Certificate for the last three years (duly stamped)
vi. Corporate profile to include C.Vs. of firm’s technical staff indicating qualifications and years of cognate experience; description and experience in similar assignments.
vii. Registered address, functional contact address and GSM phone numbers(s).
viii. Letters of Reference from three (3) previous clients on similar Projects satisfactory completed.
ix. Operational Strategy
x. Original documents should be available for sighting on demand during the pre-qualification documents.
4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS:
4.1. FABRICATION OF FPSO TOPSIDES EQUIPMENT
Esso Exploration & Production Nigeria Limited (EEPNL). Operator of NNPC OML 133 is seeking qualified bidders for engineering, procurement and fabrication services to be subcontracted to the prime EPC installation contractor for the Erha North Phase 2 Development. Erha is an existing Floating, Production, Storage, and Offloading (FPSO) vessel located in approximately 1300 meters water depth, approximately 85 nautical miles offshore Nigeria. EEPNL invites submissions for bidder pre-qualification from reputable and experienced Nigerian companies either acting alone or as the head of a joint venture. The anticipated subcontract award is scheduled for 4Q 2010.
Scope of Work
Subcontractor services for Engineering, Procurement and Onshore fabrication of FPSO Topsides Equipment shall include, but are not limited to the following. The Subcontract will be awarded to a single contractor capable of workscope,
Structural Scope:
1. Design, procure, fabricate, arid load-out the new riser guard (200T) for two new risers (10” water injection and 12” production)
2. Procure materials and fabricate any structural installation bids require for the offshore installation activities.
3. Procure materials and fabricate any structural deck extensions/modifications required for access to the accommodation vessel.
Piping Scope:
12″ Production Line
1. Fabricate ANSI 2500# Class piping spools and supports from flexjoint of the production SCR to the existing production manifold.
2. Fabricate utility piping associated with the new piping spools
10″ Water injection Line Tie-in
3. Fabricate ANSI 2500# Class piping spools and supports from flexjoint of the water injection SCR to the existing water injection manifold.
4. Fabricate utility piping associated with the water injection piping spools.
5. Carry out onshore services associated with the spool fabrication above including but not limited to:
§ Pre-heat and post weld heat treatment
§ Perform NOT for ail welds including radiography for pipe up to 2” wall thickness
§ Hydrotest spools
§ Coat spools to offshore specifications
Pig Launcher and Receiver Scope:
1. Fabricate a new 12-inch ANSI 2500# Class pig launcher including assembly of free issued piping, valves, and fittings for inspection pigging.
2. Fabricate a new 12-inch ANSI 2500# Class pig receiver including assembly of free issued piping, valves, and fittings for inspection pigging.
3. Procure and fabricate the skids for 12″ launcher and 12”receiver including structural frame for transport and installation.
4. Fabricate utility tie-ins associated with the new pig launcher/receiver.
5. Carry out onshore services associated with the spool fabrication above including but not limited to:
§ Pre-heat and post weld heat treatment
§ Perform NDT for all welds including, radiography for pipe up to 2″ wall thickness
§ Hydrotest spools
§ Coat spools to offshore specifications
Chemical Injection Skid Scope:
1. Procure a new chemical injection skid to be installed on the Ertha FPSO
2. Carry out Factory Acceptance Testing (FAT) for the new chemical injection skid.
Materials Handling Scope:
1. Provide secure facility for temporary storage for all items identified in the above scope.
2. Quayside access for load-out of all items identified in the above scope

text-indent:-.25in;} ol {margin-bottom:0in;} ul {margin-bottom:0in;} –> NIGERIAN AGIP EXPLORATION LIMITED INVITATION FOR PRE-QUALIFICATION SUPPLY OF SUBSEA WELLHEADS, ACCESSORIES AND SERVICES FOR NAE DEEP WATER OPERATIONS
1. INTRODUCTION Nigerian Agip Exploration Limited (NAE) intends to hire a contractor for six (6) 36 HEAD SYSTEMS and accessories supply, NAE foresees to drill and complete six (6) off-shore subsea wells, starting from quarter of 2011.
The Company therefore invites submissions for pre-qualification for bidders list from suitable and reputable companies having proven experience and suitable equipment for the supply of the following services.
2. SCOPE OF WORK The Company of Work shall include Six (6) SUBSEA WELLHEADS AND ACCESSORIES SUPPLY AND SERVICES for NAE’s development, exploration and appraisal wells. This Service shall be performed in NAE’s NIGERIA deep offshore blocks.
The Work to be performed comprises the provision of subsea wellheads complete with running tools, large size tubular connectors and related engineering services. Specifically Contractor shall: 1. Manufacture, test and deliver subsea wellhead systems rated 15.000 psi minimum working pressure, and large size tubular connectors’ 2. Manufacture, factory test and deliver subsea wellhead system accessories (seal assembly, etc). 3. Supply Company on the initial delivery date, the required quantities of wellhead Systems and spares. The order quantities, delivery and timing of Contractor’s proposed items, including spare parts, shall be as per Contractor technical and commercial offers which are to be agreed to by Company. 4. Ensure that technical data sheets and manuals, including safe handing recommendations, are available for all products delivered 5. Deliver additional quantities of wellhead systems and spare parts to the best of its ability according to Company delivery schedules in the vent Company requires emergency delivery of such items. 6. On delivery of equipment to Company’s Base at Onne/Lagos, Contractor shall test and certify that the equipment is fit for its intended purpose. The service will be at Contractor cost
Contractor shall direct, supervise and control subsea wellhead system running/installation and associated operations for Contractor’s supplied subsea wellhead system and assume liabilities as provided in Contract, consequently Contractor shall:
7. Provide Service Engineer based in either ONNE/PORT HARCOURT/LAGOS who MUST be available on Company’s official request for call-out services on offshore drilling rig. 8. Provide periodic checks on the Inventory and maintain an updated record report 9. Provide required spare parts, consumables, running tools (inclusive of drill ahead tools), etc. 10. Provide related engineering services for installation and refurbishment of this wellhead.
Liaise with and assist Other Contractors providing components having a future interface requirement with Contractor supplied wellheads (e.g. tubing hanger, sub sea Christmas tree. Etc) This shall include, but not limited to:
11. Supply of design information 12. Interface meetings 13. Provision of all manufacturing data and drawings necessary to ensure component compatibility 14. Provision of housing profile for performing stack up tests of other wellhead component
Failure to meet any of these points (1) to (14) shall lead to outright disqualification
3. NIGERIAN CONTENT
Intending applicants are required to give detailed plans and strategies of compliance with Federal Government Directives on Nigerian Content Development Policy of October 2006. Evidence of non-compliance with the Directives in bidders’ submissions will be regarded as
1. Describe where your project management team and procurement center will be located in Nigeria. Please also submit an organization chart to substantiate this information. 2. Provide a description of how bidder would maximize the utilization of Nigerian resources (human and materials) and services in the execution of this contract. The job positions and skills area in the overall job position / key personnel matrix that would engage Nigerian nationals directly on this contract, the goods and materials of Nigerian origin to be procured & used in the execution of this contract and the indigenous services and local 3rd party business that would support contract. Maximizing Nigerian content is a key Project priority. Provide evidence (personnel list and positions with organization chart to substantiate) percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians 3. Provide verifiable local involvement, employment and subcontracting plan/programmed applicable in the services. 4. Certificate of incorporation plus Corporate Affairs Commission forms CO2 and CO7 showing shareholding distribution. 5. Describe specific programs in place to transfer technology and skills to Nigerian businesses. 6. Present past training achievement with specific programs duration and training plans for this service with details. 7. Describe clear understanding of Government Directives on Nigerian Content Development and intention to comply with all the requirements applicable to this project 8. Percentage of work scope to be conducted by Nigerian personnel/engineers with names and CV’s and submission of plans for increasing this work scope over the next three years 9. Proposed subcontracting agreements with names and addresses, attached with past experience of such patronage, if any.
Provide further innovative proposals that would enhance the development of Nigerian Content on the Project/Service, Also provide additional information if any will enhance the potential of the Company.
4. PRE-QUAUFICATJON Only companies qualified from this pre-qualification exercise shall be Invited to competitively tender for the stated services. To be considered for prequalification, potential bidders are required to submit the documents listed below. Failure to submit any of the under listed documents may result in the disqualification of the applicant.
1. Full details of company profile with Certificate of Incorporation plus Corporate Affairs Commission’s forms C02 and C07 showing shareholding distribution. 2. Name, email address and telephone number of contact person for the project 3. Tax clearance certificates for the past three (3) years. 4. Current 2009 Department of Petroleum Resources (DPR) registration certificate relevant to this service or receipt as evidence of payment. 5. Evidence of NipeX registration. 6. Company’s financial details and audited accounts for the last three (3) years. 7. Organizational structure, available manpower with a list of technical staff with their resumes. 8. List of equipment to be utilized for the service. 9. Detailed evidence of the Company’s ability to perform the identified services, including facilities, software, hardware, visualization facility, equipment and personnel available to support the services. 10. Provide in details Company’s Health, Safety and Environment Policy and Programme 11. Provide Community relations proposal giving in detail how your Company has successfully handled community-related issues in the past and propose to do so for the said project. 12. Evidence of at least three (3) years experience in subsea wellhead systems 13. Clear evidence of ownership of subsea wellheads manufacturing facility or valid MOU with partner(s).
Two (2) copies of the pre-qualification documents and the One (1) copy of the Nigerian Content Plan in both hardcopy and CD-ROM shall be Submitted in separate sealed envelops, each marked “CONFIDENTIAL” and detailing the following:
