RE: INVITATION TO TENDER FOR CONSULTANCY SERVICES FOR PROJECT

MANAGEMENT AND SUPERVISION OF THE CONSTRUCTION OF 215MW

LPFO/GAS-FIRED POWER PLANT IN KADUNA STATE

The Federal Government of Nigeria through the Federal Ministry of Power has awarded Turnkey Contracts for the construction of 21 5MW (ISO) LPFO/Gas fired power plant in Kaduna State, Nigeria. This is part of government’s strategy to improve power supply across the country. Accordingly, the Federal Ministry of Power in October 2009 placed “invitation to tender” adverts in national publications to engage competent firms to provide consultancy services for effective management and supervision of the construction of this power project.

Revisions to the Request for Proposals (RFPs) originally issued for the tendering process have necessitated this new publication. Reputable consulting firms with proven track record are hereby invited to tender for the consultancy services. Bidders who had earlier submitted their proposals based on the earlier RFP may wish to retrieve their proposals and re-tender. The project and consultancy services are to be funded out of Federal Government’s allocation for the power sector

Project Information

The project consists of Engineering, Procurement, Construction (EPC), and Commissioning of turnkey dual-fired (LPFO/natural gas) pre-packaged and factory pretested 8 x 26.13MW power plant and interconnection to existing double circuit 132kV switchyard in Kaduna State, Nigeria, Project completion period is 21 months.

Scope of Work

The consulting firm is expected to manage and supervise the construction of the power plants to ensure timely execution and in accordance with the specifications of the EPC contract. The services include:

i) development of a project management manual for the project to be managed and supervised;

ii) project coordination, management and supervision;

iii) technical control of design and engineering;

iv) oversee receipt and delivery of equipment to site;

v) works execution monitoring at site; and

vi) oversee commissioning and testing upon works completed. Duration of assignment is 24 months.

Conditions for Tendering

Interested Consulting Firms are expected to submit a technical and financial proposal based on the revised RFP to be issued. Only the proposals of firms that meet the following pre-qualification conditions will be evaluated:

· Company profile with copy of Certificate of Incorporation, Article of Association, Memorandum of Understanding & Company’s Registration with professional bodies particularly COREN or equivalent;

· Evidence of managing and supervising a major engineering project of over $100 million within the past five (5) years;

· Curriculum Vitae of individual consultants/staff who will be assigned to the required service (s), including relevant qualification and individual experience in handling similar assignments; and

· Submission of three (3) years tax clearance.

Quality and Cost Based Selection method will be used in accordance with the procedures set out in the Public Procurement Act 2007: Public Procurement Regulations for Consulting Services. (Act No, 14 of 2007) at www.bpp.gov.nq. Evaluation criteria for both technical and financial proposals are contained in the RFP. Submission Of Proposal

Six (6) copies and one CD-ROM of each completed technical and financial proposals should be submitted in two (2) separate envelope enclosed in a 3rd sealed envelope dearly marked “Project Consultancy Services for 215MW LPFO/Gas Power project” Six (6) copies of the pre qualification requirements in another envelop should be clearly marked “Pre-qualification document for Kaduna Power Project” at the top right-hand corner. Umaru Musa Yar’adua University intends to carryout:

1. 2008 Normal Intervention Projects:

i. Procurement of library Automation;

ii. Procurement of Library Equipment;

iii. Procurement of Library Furniture;

iv. Furnishing of the E-Library;

v. Procurement of Assorted Books for Education;

vi. Procurement of Assorted Books for Humanities;

vii. Procurement of E-Library Furnishing of the Faculty Libraries and Staff Laboratories.

2. 2008 Development Projects:

i. Procurement of Library Books for Faculty of Education;

ii. Procurement of Library Books for Faculty of Humanities;

Pre-qualification documents are hereby invited from capable and competent contraction for assessment.

PRE-QUALIFICATION REQUIREMENTS

You are required to submit the following documents:

a. Evidence of Company Registration with the Corporate Affairs Commission,

b. Current Tax Clearance Certificate for the last 3 years.

c. Value Added Tax Registration Certificate.

d. Company’s Audited Accounts for 3 years.

e. Bank reference from a reputable bank as evidence of financial capability.

f. List and documentary evidence of similar services to other high caliber facilities successfully and satisfactorily provided (or being provided) in Nigeria within the last 3 years. Such evidence shall be in the form of valid contract/service agreement and payment certificates. Contractors for Library Automation must show evidence of dear experience in Open Access Initiative/Development and electronic repositories design and deployment.

g. Evidence of registration as a contractor/service provider with Katsina State Government/Umaru Musa Yar’adua University Katsina.

h. And any other information that will enhance the pre-qualification of the company.

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS

Pre-qualification documents should be submitted in a sealed envelope marked at right hand corner with the name of the project for which the pre-qualification is sought to:

INVITATION FOR THE EXPRESSION OF INTEREST AS TRANSACTION ADVISORS FOR THE PROPOSED PUBLIC PRIVATE PARTNERSHIP PROJECTS ON SELECTED FEDERAL ROADS AND BRIDGES

 

The Federal Government of Nigeria intends to enter into business relationship with qualified Concessionaires, both Local and international to undertake Design, Build, Operate and Transfer (DBOT) of the underlisted Federal Roads and Bridges in the Federation under a Public Private Partnership (PPP) Scheme:-

i.                   Upgrading and Modernization of Enugu Port Harcourt Road;

ii.                 Completion of Ibadan Ilorin Dual Carriageway;

iii.              Modernization of Onitsha Enugu Road;

iv.              (a) Lagos Iseyin Kishi Kaiama

(b) Kaiama-Bahana  Bobe Kaoje Gwanbe Fokku Sokoto Road(New  alignment);

v.                 River Niger Bridge at Nupeko;

vi.              River Katsina Ala Bridge at Buruku.

 

2.       The Design, Construction, Rehabilitation and Expansion of the ­roads and Bridges are to be done in accordance with Specifications of Federal Ministry of Works, Housing and Urban Development (the Ministry) and international Standards in such a manner as to provide smooth movement of goods and services along the routes. Also the preferred Concessionaire shall maintain and operate the facilities to high standards on a financially sound basis over an agreed concession period.

 

3.       In this regard therefore, the Ministry intends to procure the services of experienced Consultants with full complement of relevant skills as Transaction Advisors to assist through the regulated phases of the PPP life cycle.   More specifically, the Transaction Advisors will undertake Feasibility/Viability Studies and make strategic management recommendations to the Ministry. Interested Firms are hereby invited to submit Expression of Interest (EOI) for any or all of the roads listed above.

 

4.       The prospective Consultants or Advisors are expected to demonstrate financial, legal and technical competence to undertake the studies. The EOI submission should include but not limited to the following:

i.                   Full name of Consultant, Firm, Advisors or Consortium and contact person(s), postal contact and e-mail addresses, telephone/facsimile/mobile numbers;

ii.                 Firm Profile;

iii.              Evidence of extensive knowledge and experience in the role of Advisor on similar high profile, local and international projects; experience in PPP in Highway/Transportation will be an added advantage;

iv.              Details of experience in the preparation of feasibility studies in the highway sector/Transportation;

v.                 Evidence of civic and statutory compliances including three years abridged audited accounts, tax certificates, incorporated certificates and financial reports. (Consortium may include documents of each corporate entity).

 

5.       Upon receipt of EOI from interested Firms, the Ministry shall evaluate and pre-qualify applicants. Thereafter, pre-qualified applicants shall be issued with Terms of Reference (TOR) for the Technical and Financial Proposals.

 

6.       Interested and qualified Firms desiring to offer their services to Government in this capacity should submit EOIs for any or all of the projects listed above, describing in details their proposed services, and level of experience of the Firm.

 

7.       Completed EOIs in four (4) copies should be signed, sealed and delivered in separate envelopes clearly marked “CONFIDENTIAL” and boldly written EXPRESSION OF INTEREST FOR CONSULTANT FOR (name of road) and submitted to:-

REQUEST FOR EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business no. 655 of May 31, 2005

The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:

Detailed Design and construction supervision of Roadway, Bridge and Building Infrastructure for the proposed Oshodi to Ikorodu (via Mile 12) Bus Rapid Transit (BRT) System

The main objectives of this study are as follows:

Undertake preliminary studies necessary for the development of detailed design

Provide detailed design of all association infrastructure

Review social and environmental impacts

· To design all building, mechanical, electrical, structural and civil facilities needed to provide a functional BRT system that would support operations of high capability passenger buses

· Geometric design of roads and intersections

Pavement structure design, according to geotechnical and basement studies and Bus Rapid Transit and general traffic loads giving particular attention to protection against degradation of the BRT running way

Design of pedestrian access to stations (using grade separation as identified In preceding studies)

Foundation and structural design of. Pedestrian overpasses, drainage facilities, barriers, and all the complementary civil works.

To supervise the construction and installation of all facilities and civil works for the BRT scheme arising from the design activities undertaken

To ensure that high quality construction (eye-for-details) is achieved and ensure that all associated works are carried out in full compliance with the engineering design, technical specification and other contract documents

To demonstrate the efficacy of contract supervision by Independent external agencies experienced in this field of work.

The detailed design is expected to be completed in 5 calendar months while the construction supervision is expected to be completed in 24 calendar months

LAMATA now invites eligible consulting firms to express interest in providing the above services. Interested consultants must provide information indicating their qualifications for performing the services such as; Registration of firm with relevant commission/Authority, Technical and managerial capabilities of the firm in the field of assignment (Firm’s Experience), Availability of key permanent staff needed for the assignment, Firm’s regional experience (Experience in Africa sub region). For each project performed the consultant shall provide the name and address of the client date(s) of execution, name(s) of lead and associate firms and financing sources. Consultant may associate to enhance their qualifications

After evaluation of the Expressions of Interest, specific short lists will be prepared and only those short-listed firms will be invited to submit proposals based on the specific terms of reference for the assignment.
