INVITATION TO BID

  1. The Parliament of the Economic Community of West African States. otherwise called the ECOWAS Parliament, hereby Invites bids from reputable firms for a consultancy for the review of the structure of the General Secretariat of the ECOWAS Parliament. The Parliament, which is composed of 115 seats (with each of the fifteen Member States having a minimum of five seats), was established by Articles 6 and 13 of 1993 ECOWAS Revised Treaty, The Protocol on the Parliament was signed in Abuja on 06 August, 1994, and entered into force on 14 March, 2002.
  1. In the course of the on-going transitional period, and pending the election of the members by universal adult suffrage, hopefully in 2010, the Parliament performs a consultative role in matters concerning the Community, especially matters of human rights and fundamental freedoms. At the end of the transition period, the Parliament will transform from making recommendations to other organs of the Community to the status of a co-decision -making body with the Council of Ministers, and subsequently, a legislative role in specific areas.
  1. At its inception in 2002, the ECOWAS Parliament had a singular Department of Administration and Finance; however, following the restructuring of the ECOWAS Parliament undertaken in 2006, the Parliament now has a political wing and a two-department administrative wing.
  1. The political wing of the Parliament comprises three organs: the Plenary, the Bureau of parliament, and the Conference of Committees Bureaux. The Plenary which is the General Assembly of Parliament is the highest decision-making organ of the Institution. The Bureau of parliament, which is made up-of the Speaker and the four deputy Speakers, is the governing body and draws its powers from and functions from the Rules of procedures and other legal texts of the Institution. The third political organ is the Conference of Committees Bureaux and comprises the Speaker, the four Deputy Speakers and the First as well as the Second Rapporteurs of each of the 13 (thirteen) Standing Committees. It derives its powers and functions from the Rules of Procedure and the Terms of Reference of each Committee.
  1. The administrative wing of the ECOWAS Parliament is headed by the Secretary-General, who, as the institutional memory of the Parliament, is the professional chief adviser to the Honourable Speaker on all issues of administration and procedure. The two departments in the administrative wing are: the Department of Administration & Finance and the Department of Parliamentary Affairs.
  1. Based on the experience gained In the last three years of the operationalization of the present structure, the Bureau of Parliament, at its last sitting in October, 2009, directed the General Secretariat to undertake a consultancy to make recommendations on a more appropriate structure for the General Secretariat.
  1. Against this background, the consultant selected is expected to, with reference to relevant texts which will be made available, propose a new structure for the General Secretariat that should in addition to better equipping the administrative wing to meet the contemporary challenges of regional parliaments, would also, inter alia:
  • Make the Secretary-General more responsive to the demands of the legislative organs of Parliament;
  • Achieve a better synergy between the Political Organs on the one hand and the individual departments of the general Secretariat on the other;
  • Recommend an appropriate size for the various departments as well as make proposals on the job profile for each post in order to create conditions for better segregation of duties, aimed at achieving a more effective accomplishments of tasks by the staff members (the current staff disposition list of the General Secretariat is attached as Table;
  • Advise on the efficacy or otherwise of the existing two-department structure of the institution and make appropriate recommendations;
  • Examine any other issues relating or incidental to the foregoing terms of reference and formulate necessary proposals for the purpose of enhancing the responsiveness and effective service delivery by the General Secretariat of the ECOWAS Parliament
  1. This consultancy which should have a duration not exceeding 60 (sixty) working days, will attract appropriate fees to be paid in United States Dollars. Interested management firms are therefore invited to submit bids indicating Currency and validity period of quotation along with the following documents:

i)                   A copy of valid business registration certificate;

ii)                A copy of Tax Clearance Certificate (for the three years)

iii)              Documentary evidence  of at  least three  similar consultancies undertaken in the last three or four years;

iv)              A statement of the firm’s technical equipment and facilities;

v)                Financial statements, including balance sheet, statement of turn-over.

INTRODUCTION

The Management of Kainji Hydro Electric Plc as part of its effort to

Rehabilitate Unit 1G7 Hydro Turbine Machine wishes to invite qualified and reputable Consultant with good track record for expression of Interest to draw up the Bill of Engineering Measurement and Evaluation as well as supervise a Retrofit project of 1G7 from its beginning to the end.

SCOPE

a.      To establish the Bill if Engineering Measurement and Evaluation (BEME) based

on the scope of work drawn up by Alstom Original Equipment Manufacturer (OEM)

b.         To supervise the Execution of the Project from its beginning till the end

3.         GOALS/OBJECTWES/JUSTIFICATION

The Project when eventually completed will add 80MW to the National Grid phase 1 of the Project.

4.         REQUIREMENTS

Interested International/National Consultancy Firms that wish to participate in this competition should submit their forms profile which must include but not limited to the following documents.

(v)        Details of staff strength including their CV and profile of key staff

(vi)       Details of previous similar job undertaken including Scope

(vii)      Clear indication of Head Office Address

(viii)     Evidence of up-to-date Annual Returns

(ix)       Sworn Affidavit that the firm and its Directors are not bankrupt

(xi)       Evidence of Financial Capability and Banking Support (Bank reference and Recent Statement of Accounts)

(xii)      Evidence of possession of both technical and Managerial competence to perform the Contract,

(xiii)     Evidence of possession of Equipment and other physical facilities including post Contract Consultations/Services as appropriate.

MANAGEMENT AND SUPERVISION OF THE CONSTRUCTION OF 215MW

LPFO/GAS-FIRED POWER PLANT IN KADUNA STATE

The Federal Government of Nigeria through the Federal Ministry of Power has awarded Turnkey Contracts for the construction of 21 5MW (ISO) LPFO/Gas fired power plant in Kaduna State, Nigeria. This is part of government’s strategy to improve power supply across the country. Accordingly, the Federal Ministry of Power in October 2009 placed “invitation to tender” adverts in national publications to engage competent firms to provide consultancy services for effective management and supervision of the construction of this power project.

Revisions to the Request for Proposals (RFPs) originally issued for the tendering process have necessitated this new publication. Reputable consulting firms with proven track record are hereby invited to tender for the consultancy services. Bidders who had earlier submitted their proposals based on the earlier RFP may wish to retrieve their proposals and re-tender. The project and consultancy services are to be funded out of Federal Government’s allocation for the power sector

Project Information

The project consists of Engineering, Procurement, Construction (EPC), and Commissioning of turnkey dual-fired (LPFO/natural gas) pre-packaged and factory pretested 8 x 26.13MW power plant and interconnection to existing double circuit 132kV switchyard in Kaduna State, Nigeria, Project completion period is 21 months.

Scope of Work

The consulting firm is expected to manage and supervise the construction of the power plants to ensure timely execution and in accordance with the specifications of the EPC contract. The services include:

i) development of a project management manual for the project to be managed and supervised;

ii) project coordination, management and supervision;

iii) technical control of design and engineering;

iv) oversee receipt and delivery of equipment to site;

v) works execution monitoring at site; and

vi) oversee commissioning and testing upon works completed. Duration of assignment is 24 months.

Conditions for Tendering

Interested Consulting Firms are expected to submit a technical and financial proposal based on the revised RFP to be issued. Only the proposals of firms that meet the following pre-qualification conditions will be evaluated:

· Company profile with copy of Certificate of Incorporation, Article of Association, Memorandum of Understanding & Company’s Registration with professional bodies particularly COREN or equivalent;

· Evidence of managing and supervising a major engineering project of over $100 million within the past five (5) years;

· Curriculum Vitae of individual consultants/staff who will be assigned to the required service (s), including relevant qualification and individual experience in handling similar assignments; and

· Submission of three (3) years tax clearance.

Quality and Cost Based Selection method will be used in accordance with the procedures set out in the Public Procurement Act 2007: Public Procurement Regulations for Consulting Services. PROJECT IN FORMATION

The wind farm will be located at Lamba-rimi, Katsina State, Nigeria The site is considered as a remote area with flat terrain. Core parameters for the project include WTG technology type 37 GEVMP (275kW), 37 turbines, rotor diameter (32m), hub height (55m) and capacity is 10.175MW. Project completion period is 21 months.

INTRODUCTION

The Maritime Academy of Nigeria, Oron, hereby wishes to notify members of the general public that the bidding exercise for Year 2009 Supplementary Capital Projects originally scheduled to close on November 27th 2009 has been extended to 29th January, 2010. By this extension, the intending bidders are expected to collect and return their pre-qualification documents on or before 12.00 noon on 29th January, 2010.

The Academy also intends to execute the projects listed under LOT 2.20 which are to be funded from ETF intervention funds earmarked for the institution.

The extended closing period for this bidding remains 29th January, 2010 as stated in the introduction above.
