1. This Invitation for Bid follows the General Procurement Notice for the Project that appears in the Development Business, issue no. 637 of 3rd July, 2009.
2. The Federal Republic of Nigeria has received a Credit from the International Development Association (World Bank) in various currencies to finance the cost of the Third National Fadama Development Project (NFDP-III). It is intended that part of the proceeds of this Credit will be applied to eligible payments under the contract for the Procurement of Motor Vehicles and Motorcycles.
3. The Ondo State Fadama III Coordination Office (OSFCO) now invites sealed bids from eligible bidders for the supply of Motor Vehicles and Motorcycles.

5. Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank Guidelines: Procurement Under IBRD Loans and IDA Credits, October. 2006. The bidding document will be collected by the representative of the bidder or sent by courier services on request.
6. Complete set of Bidding Document may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non refundable fee of Ten Thousand Naira Only (N10.000.00) or Its equivalent In a freely convertible currency.
7. Bids must be delivered to the above office on or before 12 Noon on 29th December, 2009 and must be accompanied by a security of not less than 3% of Bid Price
8. Bids will be opened in the presence of bidders representative who choose to attend on 29th December, 2009 by 12 Noon, at the address in paragraph 4 above.

REQUEST FOR EXPRESSION OF INTEREST
e-Agriculture
The Universal Service Provision Fund (USPF) has provided funds in the 2009 Appropriation for Consultancy to facilitate Connectivity for Development (C4D) Programmes which it intends to deliver by harnessing the enormous capabilities of Information and Communications Technologies (ICTs) that would assist the country meet the Millennium Development Goal (MDG) targets. This is in line with global acknowledgment of ICT as a means for fighting poverty, especially in developing economies like Nigeria.
CONSULTANCY OBJECTIVES AND SCOPE OF WORK
Two of the Seven Point Agenda- point 2: Food Security has emphasis on the development of modern technology that will result in massive domestic and commercial outputs and technological transfer to farmers. Point 3: Wealth Creation is focused on the diversification of the economy especially to agriculture. It is on the above platform that the USPF requests for Expression of Interest (EOI) to address the:
· Project Concept Note (PCN)
· Project Information Document (PID)
· Project Implementation Framework (PIF)
These documents shall explicitly state the following
i. The Project Objectives
ii. Project Outputs
iii. Description of Work to be done
iv. Output indicators to use for monitoring
v. Beneficiaries & Expected Impact
The Consultant shall be expected to liaise with the beneficiaries/stakeholders and incorporate suggestions on the Project Information Document (PID).
TENDER DELIVERY INSTRUCTIONS AND DEADLINE FOR SUBMISSION
Qualified companies wishing to respond to this Request for Expression of Interest must submit to the USP Secretariat two hardcopies of their proposals containing:
i. Basic Corporate formation including expertise to deliver on the projects.
ii. Estimated duration for the consultancy as well as the project i.e. timelines for the work to be out in meeting any agreed Project outputs
iii. Draft of the Project Outputs
iv. Measurable indicators and Mechanism for verifying the indicators
v. The Consultancy fee as well as an estimate on the cost for delivering on the project objectives
MINIMUM CONSULTANT PROFILE
The Consultant shall be required to demonstrate the following competencies:
a. An understanding of the ICT industry as well as the agriculture industry in Nigeria or Worldwide
b. e-Agric deployment models and methodology
c. Experience with e-Agriculture services including sustainability issues, with proof of previous projects experience
d. Capacity for human resource development in the areas of use and maintenance of agricultural equipment that, are ICT-enabled etc
e. Understanding of the current state of infrastructure within our agricultural institutions as well as a fair understanding of the distribution of the various professionals within each state
f. Relevant technical and national deployment potential while referencing similar projects done
g. Any other relevant information that would support your company’s proposal.

INVITATION FOR PRE-QUALIFICATION
1.0 INTRODUCTION
In line with the Federal Government’s Policy on Food Security, the Federal Ministry of agriculture and Water Resources is embarking on a National Soil Survey Project covering agriculture lands nationwide. The Proposed National Soil Survey will improve and update the current information on the Nation’s soils. The Project when executed will provide an essential tool for improved Agricultural Land Management and increased Agricultural Output.
2.0. SERVICES REQUIRED
The Ministry therefore invites Tenders for Pre-Qualification from suitable companies for the following:
Lot 1. Procurement of Four Wheel Drive (Double Cabin Pick-U p) Project Vehicles
Lot 2. Acquisition of up to 20,000 (twenty thousand) Soil Samples
Lot 3. Analysis of at least 10 Parameters for up to 20.000 (twenty thousand) Soil Samples
Lot 4. Upgrading and Equipping of Designated NARIS/FCA Laboratories
Lot 5. Consultancy and Project Management for the National Soft Survey Project
