1. This invitation for bids follows the General Procurement Notice for this Project that appeared in Development Business Issue No. HSDPII/AF/GPN/09 of March 24th 2009.
2. The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards cost of FCT Health Systems Development Project II, and intend to apply part of the proceeds of this credit payment under the contract for the procurement of Goods:
(i) Procurement of Laptops Computers & Accessories and Installation/Expansion of Internet Facility at the FCT Schools of Nursing & Midwifery

INVITATION FOR PRE-QUALIFICATION
SUPPLY OF SUBSEA WELLHEADS, ACCESSORIES AND SERVICES
FOR NAE DEEP WATER OPERATIONS
1. INTRODUCTION
Nigerian Agip Exploration Limited (NAE) intends to hire a contractor for six (6) 36 HEAD SYSTEMS and accessories supply, NAE foresees to drill and complete six (6) off-shore subsea wells, starting from quarter of 2011.
The Company therefore invites submissions for pre-qualification for bidders list from suitable and reputable companies having proven experience and suitable equipment for the supply of the following services.
2. SCOPE OF WORK
The Company of Work shall include Six (6) SUBSEA WELLHEADS AND ACCESSORIES SUPPLY AND SERVICES for NAE’s development, exploration and appraisal wells. This Service shall be performed in NAE’s NIGERIA deep offshore blocks.
The Work to be performed comprises the provision of subsea wellheads complete with running tools, large size tubular connectors and related engineering services.
Specifically Contractor shall:
1. Manufacture, test and deliver subsea wellhead systems rated 15.000 psi minimum working pressure, and large size tubular connectors’
2. Manufacture, factory test and deliver subsea wellhead system accessories (seal assembly, etc).
3. Supply Company on the initial delivery date, the required quantities of wellhead Systems and spares. The order quantities, delivery and timing of Contractor’s proposed items, including spare parts, shall be as per Contractor technical and commercial offers which are to be agreed to by Company.
4. Ensure that technical data sheets and manuals, including safe handing recommendations, are available for all products delivered
5. Deliver additional quantities of wellhead systems and spare parts to the best of its ability according to Company delivery schedules in the vent Company requires emergency delivery of such items.
6. On delivery of equipment to Company’s Base at Onne/Lagos, Contractor shall test and certify that the equipment is fit for its intended purpose. The service will be at Contractor cost
Contractor shall direct, supervise and control subsea wellhead system running/installation and associated operations for Contractor’s supplied subsea wellhead system and assume liabilities as provided in Contract, consequently Contractor shall:
7. Provide Service Engineer based in either ONNE/PORT HARCOURT/LAGOS who MUST be available on Company’s official request for call-out services on offshore drilling rig.
8. Provide periodic checks on the Inventory and maintain an updated record report
9. Provide required spare parts, consumables, running tools (inclusive of drill ahead tools), etc.
10. Provide related engineering services for installation and refurbishment of this wellhead.
Liaise with and assist Other Contractors providing components having a future interface requirement with Contractor supplied wellheads (e.g. tubing hanger, sub sea Christmas tree. Etc)
This shall include, but not limited to:
11. Supply of design information
12. Interface meetings
13. Provision of all manufacturing data and drawings necessary to ensure component compatibility
14. Provision of housing profile for performing stack up tests of other wellhead component
Failure to meet any of these points (1) to (14) shall lead to outright disqualification
3. NIGERIAN CONTENT
Intending applicants are required to give detailed plans and strategies of compliance with Federal Government Directives on Nigerian Content Development Policy of October 2006. Evidence of non-compliance with the Directives in bidders’ submissions will be regarded as
“FATAL FLAW”. In accordance with this, applicants should ensure that the following information is included in their submissions:
1. Describe where your project management team and procurement center will be located in Nigeria. Please also submit an organization chart to substantiate this information.
2. Provide a description of how bidder would maximize the utilization of Nigerian resources (human and materials) and services in the execution of this contract. The job positions and skills area in the overall job position / key personnel matrix that would engage Nigerian nationals directly on this contract, the goods and materials of Nigerian origin to be procured & used in the execution of this contract and the indigenous services and local 3rd party business that would support contract. Maximizing Nigerian content is a key Project priority. Provide evidence (personnel list and positions with organization chart to substantiate) percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians
3. Provide verifiable local involvement, employment and subcontracting plan/programmed applicable in the services.
4. Certificate of incorporation plus Corporate Affairs Commission forms CO2 and CO7 showing shareholding distribution.
5. Describe specific programs in place to transfer technology and skills to Nigerian businesses.
6. Present past training achievement with specific programs duration and training plans for this service with details.
7. Describe clear understanding of Government Directives on Nigerian Content Development and intention to comply with all the requirements applicable to this project
8. Percentage of work scope to be conducted by Nigerian personnel/engineers with names and CV’s and submission of plans for increasing this work scope over the next three years
9. Proposed subcontracting agreements with names and addresses, attached with past experience of such patronage, if any.
Provide further innovative proposals that would enhance the development of Nigerian Content on the Project/Service, Also provide additional information if any will enhance the potential of the Company.
4. PRE-QUAUFICATJON
Only companies qualified from this pre-qualification exercise shall be Invited to competitively tender for the stated services. To be considered for prequalification, potential bidders are required to submit the documents listed below. Failure to submit any of the under listed documents may result in the disqualification of the applicant.
1. Full details of company profile with Certificate of Incorporation plus Corporate Affairs Commission’s forms C02 and C07 showing shareholding distribution.
2. Name, email address and telephone number of contact person for the project
3. Tax clearance certificates for the past three (3) years.
4. Current 2009 Department of Petroleum Resources (DPR) registration certificate relevant to this service or receipt as evidence of payment.
5. Evidence of NipeX registration.
6. Company’s financial details and audited accounts for the last three (3) years.
7. Organizational structure, available manpower with a list of technical staff with their resumes.
8. List of equipment to be utilized for the service.
9. Detailed evidence of the Company’s ability to perform the identified services, including facilities, software, hardware, visualization facility, equipment and personnel available to support the services.
10. Provide in details Company’s Health, Safety and Environment Policy and Programme
11. Provide Community relations proposal giving in detail how your Company has successfully handled community-related issues in the past and propose to do so for the said project.
12. Evidence of at least three (3) years experience in subsea wellhead systems
13. Clear evidence of ownership of subsea wellheads manufacturing facility or valid MOU with partner(s).
Two (2) copies of the pre-qualification documents and the One (1) copy of the Nigerian Content Plan in both hardcopy and CD-ROM shall be Submitted in separate sealed envelops, each marked “CONFIDENTIAL” and detailing the following:

Invitation for Pre-Qualification: Hydrocyclone Sand Check Services
1. INTRODUCTION
Mobil Producing Nigeria Unlimited (MPN), Operator of the NNPC/MPN Joint Venture plans to carry out Hydrocyclone Sand Checks on flowing wells located in their Joint Venture (JV) acreage.
We therefore seek expression of interested and reputable companies for prequalification as a first step of the tendering for the provision of Hydrocyclone Sand Check Services.
2. OPERATING CONDITIONS
Hydrocyclone Sand Checks will be conducted on wells with reservoir pressure ranging from 1,500psi – 10,000psi, and surface system pressure ranging from 100psi – 5,000psi. Surface system temperature can be as high as 250°F. Equipment and material provided must be compatible with, and capable of operating in the Nigeria offshore environment, A few wells produce gas containing small quantities of H2 S and CO2. Equipment should, therefore, be capable of optimum performance in the presence of up to 100ppm H2S and 5% of CO2 Oil production rates and gas production rates can be as high as 20,000bbls/d and 100mscf/d respectively.
3. SCOPE OF WORK
Sand Checks operations shall involve flowing wells through the hydro-cyclone sand trap and periodically bypassing the sand trap to recover trapped sand or solids (scale etc). Volume of trapped sand shall be quantified using appropriate measuring devices. The choke manifold shall be adjusted in a stepwise manner for sand producing wells until sand free rates are established. Contractor shall also be required to utilize MPN-owned Ultrasonic Sand Detectors to monitor wells for sand production.
The services to be provided shall include but not limited to:
1. Provision of qualified personnel and portable surface testing equipment required to conduct Hydrocyclone sand checks on MPN wells. Surface testing equipment shall include but not be limited to the following: low pressure (LP) and high pressure (HP) hydro-cyclone sand traps with 3” inlet and outlet line size (minimum working pressure of LP and HP Hydrocyclone sand trap should 1300psi and 2500psi respectively), pipings, fittings and accessories(crossovers, chicksans, Weco connections, fitting etc), actuated surface safety valves with emergency shut down (ESD) panel, 5K and 10K choke manifolds, portable diesel-powered generator (weighting) less than one (1) ton), portable air compressor (weighing less than (1) one ton) and appropriate sizes of sieves (100, 200, 260 mesh sizes).
2. Quantification of sand or solids production will be based on trapping, cleaning and weighing sand or solids produced for a known volume of liquid based on the liquid rate and flow duration
3. Provide personnel to operate MPN-owned Ultrasonic Sand Detectors. Personnel will be required to interpret and analyse acquired data and also provide training for MPN personnel where required.
4. Provide accurate monitoring and recording of surface pressures and temperatures during well testing using MPN testing facilities.
5. Provide accurate Sediment and Water and API (if required) measurement during well testing.
Bidder shall be responsible for maintaining its own equipment and ensure accurate quantification of trapped sand or solids as well as accurate pressure and temperature measurements.
4. PREQUALIFICATION DOCUMENTATION
A. SPECIFIC BIDDER DOCUMENTATION
In order to be considered for pre-qualification, interested parties are required at minimum to submit letters of intent accompanied with the following documentation as detailed. Failure to provide comprehensive and detailed information for all items specified may preclude consideration for Vendor’s pre-qualification.
1. Company shall provide detailed evidence of scope of work capabilities listed above, Verifiable evidence detailing suitability of current and offshore operations facility to meet the requirements of MPN and detailed history of similar work performed for other clients (minimum5 years), including type of work performed, number of jobs and Contractor related non productive time is required in this evaluation, Provide contact information for each referenced client including company name, physical address, mailing address and phone numbers.
2. Develop and provide a comprehensive detailed list of the company’s recommended equipment scope of supply, including details of Sand Checks equipment, with specifications that meet or exceed those listed and an inventory to enable execution of operations listed and proof of ownership of equipment currently owned by company that will be utilized in the execution of the work. This list must clearly define what is in Contractors existing inventory (not including equipment solely dedicated to another client) and what equipment Contractor is proposing to maintain in inventory prior to contract award. It must also consider sufficient inventory capable of supporting a minimum of three (3) Well operations simultaneously,

If company or company’s affiliate does not own the equipment submitted for consideration, company shall provide documentation of existing binding contractual relationship between company and the equipment owner which grants company the right to offer the specific equipment for this or other similar projects offshore Nigeria.
4. Proof of available qualified personnel, resources, warehouses, maintenance facilities, spares, etc. to support all proposed operations including documentation of qualifications, licenses, and certifications held by company’s personnel, manufacturing, maintenance, repair, engineering and testing facilities.
5. Documentation showing qualifications, licenses, certificates and training of bidder s personnel demonstrating experience supporting similar operations.
B. GENERAL BIDDER DOCUMENTATION
In addition to the Specific Contractor Documentation specified above, the following general documentation must be provided and presented in the following order;
1. Full details of Company Profile, contact information including company name, physical address, mailing address, and phone number for your Parent Company, each Subsidiary, and Technical Partner(s) to be involved in relation to the supply of materials and services for this contract. A copy of your Technical partnership agreement(s) (which must be signed by each party partnership with an Indigenous Company, documented evidence must be provided.
2. Document evidence of any relationships with supplying contractors or Sub-Contractors.
3. Current relevant registration with Nigeria Department of Petroleum Resources (DPR).
4. Sections 1-5 as listed in the Specific Bidder Documentation.
5. Details of contractor’s project management practices, including organizational structure Indicating key professional staff and their resumes, with details of any formal technical support agreements with foreign contractors. This specifically must address how Contractor will support MPN’s operations with a list of relevant key professional personnel and resume.
6. Company profile including Nigerian Shareholding and Certificate of Incorporation.
7. Evidence of Financial Capability.
8. Contractor’s financial details and audited accounts for the last three (3) years
9. Tax Clearance Certificate for the past three (3) years (2006, 2007 & 2008).
10. Signed copies of Contractor’s Safety, Health and Environment (SHE) policies, signed Alcohol and Drug Policy, and Malaria Prevention Policy. Provide SHE organization chart and safety statistics for preceding three (3) years to demonstrate a history of safe, well-managed operations under similar Conditions and work requirements.

PRE-QUALIFICATION NOTICE AND INVITATION TO TENDER
1.
Introduction
The National centre for energy and Environment (NCEE) has just been established by the federal Government of Nigeria through the energy commission of Nigeria. The centre located at the UNIVERSITY OF BENIN, BENIN CITY, Nigeria has commenced activities to realize its mandate, which involves organizing and conducting research and development in Bioenergy and Environment. The Centre hereby invites interested and reputable vendors and contractors with vast experience to tender for the following under listed jobs provided for in the 2009 appropriation budget
LOT1 SUPPLY OF VEHICLES
LOY2 SUPPLIES OF FURNITURE AND OFFICE EQUIPMENT
LOT3 SUPPLY OF COMPUTERS AND ACCESSORIES
2. REQUIREMENTS FOR TENDER
Interested vendors and contractors are required to submit the following pre-qualification documents along with their tenders:
· Evidence of registration with the Corporate Affairs Commission
· Evidence of registration as a contractor with the National Centre for Energy and Environment
· Current Tax clearance certificate for the last three years.
· Evidence of VAT registration/payment
· Evidence of financial capability
· Evidence of execution and completion of similar jobs in the last three years
3. COLLECTION AND SUBMISSION OF TENDER DOCUMENT
Interested vendors and contractors are to pay a non-refundable TENDER fee of N30,000,00 (thirty thousand naira only) in bank draft payable to the National Centre for Energy and Environment before collecting the tender documents from the office of the Director, PTDF Building, Ugbowo Campus, University of Benin, Benin city.
Three copies (original plus two duplicates) of the completed pre-qualification documents should be submitted in sealed envelop marked CONFIDENTIAL “PRE-QUALIFICATION” with the LOT number at the top left hand corner while the TENDER document should also be submitted in another envelop marked “TENDER” The two submissions i.e. PRE-QUALIFICATION document and TENDER should be enclosed in a sealed large envelop marked CONFIDENTIAL “PRE-QUALIFICATION AND TENDER” with the LOT number at the left hand comer.
The documents are to be addressed to the Director National Centre for Energy and Environment (NCEE), PTDF Building Ugbowo Campus, University of Benin, PMB1154, Benin City,’ Nigeria, on or before 9th November, 2009
NB: This advertisement of “PRE-QUALIFICATION NOTICE AND INVITATION TO TENDER” shall not be construed to be a commitment on the part of the Centre to award any form of contract to any respondent nor shall it entitle any Company submitting documents to claim any indemnity from the Centre.

INVITATION FOR PRE-QUALIFICATION TO TENDER
The Federal College of Education, Pankshin is desirous to execute her Approved Education Trust Fund, 2008 intervention projects.
In view of the above, the College wishes to invite application for Pre-Qualification to Tender from Competence Contractors for the following projects:
LOT 1 Supply and installation of Lecture seats to 5 Large Lecture Halls
LOT 2 Supply and installation of Lecture seats to College Lecture Theatre.
LOT 3 Furnishing of Lecturer’s offices.
LOT 4 Procurement of Compaq computers complete with accessories
Pre-Qualification Requirements:
(i) Evidence of Registration with the Corporate Affairs Commission,
(ii) Registration with Federal Ministry of Works in relevant category,
(iii) Evidence of Registration with the Federal College of Education, Pankshin.
(iv) Company Audited Accounts for three (3) years.
(v) Evidence of Tax Clearance Certificate for three (3) years
(vi) Evidence of Financial Capability and Banking Support
(vii) Experience/Technical Qualification and experience of key personnel,
(viii) Similar projects executed and evidence of knowledge of industry.
(ix) Equipment and Technology Capability
(x) Animal Turn Over.
(xi) VAT Registration and Evidence of Past VAT remittances.
The completed Pre-Qualification documents must be sealed in an envelope and clearly marked PRE-QUALIFICATION TO TENDER FOR and returned to: The Registrar, Federal College of Education, P.M.B, 27, Pankshin on or before 12 noon, on 9th November 2009.
All submissions will be opened on the same day in the College Boardroom by 12 noon in the presence of applicants or their representatives.
Note: Only Pre-Qualified Bidders will be invited to participate in the competitive Tendering who will be required to pay a non-refundable Tender Fee of:
