Invitation TO PRE-QUALIFICATION: TENDER NUMBER: HC/BB/2009001 provision of advertisement consultancy services

The IBB international Golf & Country Club, Abuja (IBB/ Club) hereby invites reputable Companies registered in Nigeria to apply for consideration into the pre-qualification selection and bid list, for the Provision of consultancy services and management of IBB Billboards within the club complex.

Scope of Work

The scope of work includes but not limited to the following:

· Assist IBB Club to determine appropriate strategy for allowing corporate entities and individuals to place advertisements in strategic locations on the golf course and within the club premises.

· Assist IBB Club to determine appropriate rates chargeable for each advertisement.

· Manage the process of developing the content of advertisement .constructing and erecting suitable billboards in line with the advertiser’s corporate culture.

· Manage the collection and receipts of funds due thereof on behalf of IBB Club

· Act as advisers on behalf of IBB Club in facilities branding and advertisement as and when required.

PRE-QUALIFICATION

To qualify for consideration, interested companies with proven experience and certificate in Advertisement practice in Nigeria are to submit letter of intent accompanied with the following documents to pre-qualify in the tender exercise. Interested companies are to submit their detailed documents strictly following the format below:

A General Company Profile

· Name and address of Company including telephone, email, fax etc.

· Full details of Company profile, accompanied with details of ownership.

· Evidence of Company Registration with Corporate Affairs Commission (CAC)

· Tax Clearance Certificate for the last three (3) years (2006, 2007 and 2008)

· VAT Registration Certificate

· Name and address of company Representative who shall be responsible for all correspondence

· Technical Capability.

B. Technical Capability

· Evidence of ISO 9000 Certificate for Quality Assurance

· Evidence of registration with the Advertisement Agency and Practitioners of Nigeria

· List and CVs of key technical staff and organizational structure showing personnel with good knowledge base in Advertisement and certifications.

· Relevant and verifiable work experience in the provision of Product Branding and Advertisement for the past three (3) years. Interested Companies are required to attach evidence of signed off completion certificates from Client to support claims.

C. Financial Capability

· Company’s audited financial reports and funding information over the last three (3) years; audited financial reports, stamped and signed by a registered chartered accounting firm.

· Evidence of credit capability or additional funding from reputable commercial bank(s).

Nigerian Content Development

· Nigerian Content Policy.

· Provide evidence of local sourcing of services where possible.

· Provide evidence workforce showing a. least 70% Nigerians at Management and Technical level.

· Provide evidence of key personnel CV’s reflecting at least 70% local content

· Organizational Structure.

· Training and manpower development plan for Nigerian personnel.

E. Fatal Flaw

Interested companies must attach a certified bank draft in the value of Fifty Thousand Naira (N50, 000) to their entry. This sum is non-refundable irrespective of the result of the pre-qualification exercise. IBB Club is a responsible and socially friendly entity. All tenders shall be accorded equal opportunity but the decision of the management of IBB Club is final at very stage of the tendering process. Incomplete or non-submission of certain requirement is a fatal flaw.

Pre-Qualification Package

Interested companies should submit their pre-qualification documents in three (3) hard copies plus one electronic copy on CD-ROM in a sealed envelope, clearly marked on the LEFT HAND CORNER “NOTICE OF INTENT – PROVISION OF ADVERTISEMENT CONSULTANCY SERVICES (TENDER NUMBER: HC/BB/2009001)”

Submissions should reach the address given below on or before 12 Noon, Friday 27^th November, 2009.
