STATE GOVERNANCE ON CAPACITY BUILDING PROJECT
REQUEST FOR EXPRESSIONS OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR THE AUDITING OF BAUCHI STATE 2008 ANNUAL ACCOUNT
PUBLIC SECTOR REFORM AND CAPACITY BUILDING CONSULTING SERVICES
The federal government of Nigeria has received financing from the World Bank towards the costs of implementing governance and capacity building project. And intent to apply part of the proceeds for consultant service in Bauchi State. The overall objective of the project is to ensure good governance by way of promoting accountability and transparency in the utilization of public funds
The project is made up of two broad components namely: (A) Core Reforms whose subcomponents include
(i) Public finance legation,
(ii) Reform of Budget Preparation.
(iii) Accounting Expenditure Control and Financial Reporting
(iv) External audit
(v) Budget and treasury management information system
(vi) human resource management and training enhancement
(vii) public procurement reform and
(B) State Specific Programme which covers the mobilization of the tax payer identification system. Consultants are required to support the overall coordination and implementation of the various components of the project
The Bauchi state governance and capacity building project invites eligible consulting firm to indicate their Merest in providing the service. Interested firm must provide comprehensive resume or curriculum vitae detailing qualification, experience and evidence of any similar assignment carried out in the past with relevant reference.
The specific services required are as follows:
Auditing of Bauchi state 2008 annual account
The contract will be lump-sum and the auditing firm will be required to complete the assignment with in the 1 man month

Responsibility
· Audit the Bauchi State 2008 annual Account
· Annual Audited financial report for 2008
Minimum of Qualification
(i) A reputable consultancy firm with expertise in accounting, Auditing and fiscal policies and programmes for public reforms
(ii) The firm must have a minimum of 10 years in public sector auditing,
(iii) Knowledge of international best practices and experience in model auditing methods using ICT.
(iv) Knowledge of local environment; and
(v) CVs of staffs including experience in similar assignment including availability and ability to deliver according to current trends and techniques.
Interested eligible firms are now invited to indicate their interest in providing the services. Interested firm must provide comprehensive company resume and curriculum vitae detailing educational and professional qualification experience Evidence and references of experience in similar projects is vital.
(a) Selection of Consultant;
A consultant will be selected using Consultant’s Qualification method and accordance with the procedures set out in the world banks guide lines; selection and employment of consultants by World Banks Borrowers 2004.
(b) Institutional Arrangement
The client will facilitate the work of the consultant
Interested consulting may obtain further information at the address below during office hours 0900 to 1600hrs Monday to Thursdays except public holidays.
Expression of interest (one original, two copies) in a sealed envelope clearly marked “Expression of interest, State Governance and Capacity Building project-Auditing Firm” must be delivered to the address below on or before 17th June, 2009 only short-listed firm will be invited on notified for further correspondence.
