INVITATION FOR TECHNICAL AND FINANCIAL PROPOSALS FOR THE CONSTRUCTION OF AN INFILTRATION GALLERY AT NAFADA TOWN, NAFADA LGA, GOMBE STATE IN 2009 APPROPRIATION UNDER UPPER BENUE RIVER BASIN

DEVELOPMENT AUTHORITY P.M.B 2086, YOLA ADAMAWA STATE

1. The Upper Benue River Basin Development Authority (U.B.R.B.D.A) is Desirous of constructing an infiltration gallery at Nafada Town, Nafada LGA, Gombe State in the FY2009. Appropriation and therefore invites submissions for Technical and Financial proposals from qualified and reputable contractors with proven competence in the fields of Engineering for the Engineering work:

1. ENGINEERING WORKS:

Construction of infiltration gallery

SCOPE OF WORK

The scope of work for the projects include;

1. Infiltration gallery civil works
2. Package treatment plan
3. Electromechanical works: and
4. Plant operator’s house.

REQUIREMENTS

The minimum technical and responsive requirements are as follows

1. Evidence of Incorporation with Corporate Affairs Commission (CAC) of Nigeria including Articles and Memorandum of Association and up-to date Returns with the CAC
2. Evidence of Income Tax Clearance Certificate and payment of taxes for the last three years 2006, 2007 and 2008.
3. Evidence of VAT Registration. FIRS PIN Number, and receipts of payment.
4. Possession of experience as a Prime Contractor on at least Three (3) projects of similar nature and complexity within the last 5 years (to comply with this requirement, works quoted should be at least 70% physically completed).
5. Verifiable evidence of at least 3 Nos. completed similar projects in the last than N200million with relevant award letters and completion certificate
6. Verifiable evidence of Personnel capabilities, including list of key Professional, Project Managers and CV’s of key staff to be engaged in the project.
7. Verifiable list of available Equipments and facilities necessary to undertake the project.
8. Profile of the Company and Auditors Report for last 3 years
9. Satisfactory evidence of financial capability from a reputable Banking.
10. Possession of satisfactory Quality Assurances/Quality Control Manuals.

Bidders are to provide a Bid Security as follows: N5 million (Five Million Naira) to their bids. Non compliance will lead to disqualification.

5.       COLLECTION OF TENDER DOCUMENTS

6.       SUBMISSION OF BIDS.

Completed Technical and Financial bids (Two sets of hard copy and One Electronic copy in compact disk and Microsoft office) shall be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” and both sealed in a third envelope marked “Project Name” at the top right hand corner and addressed to

Technical bids will be opened same day at 1.00p.m. at the Conference Room of Upper Benue River Basin Dev. Authority, Yola.

Only firms whose technical bids fulfill the minimum requirements would have their financial bids considered.
