PUBLIC NOTICE

PRE-QUALIFICATION OF CONTRACTORS FOR SUPPLY OF TRANSMISSION EQUIPMENT AND REHABILITATION OF TRANSMISSION LINES & SWITCHGEAR.

INTRODUCTION:

The Federal Government of Nigeria, through the Transmission Company of Nigeria (TCN),intends to develop a pool of tested and competent contractors for rehabilitation of transmission lines and supply of equipments, tools and materials for maintenance of the transmission grid, to improve electricity supply in the

Pursuant to this, manufacturers and/or their representatives are hereby invited to apply for pre-qualification for the following:

1. Supply of power transformers, (330/132kV and 132/33KV), mobile substations and installation materials.
2. Supply of 75MX 330kV reactors and associated control systems, switchgears, instrument transformers and transformer oil filtration machines.
3. Supply of protection relays, control equipment and instrument transformers and transformer oil filtration machines
4. Supply of 330KVand 132KV transmission lines materials, tools, composite insulators and services (rehabilitation of 132kV transmission lines).
5. Supply of electrical materials/substation equipment and tools.
6. Rehabilitation of switch gears (e.g., circuit breakers etc.).
7. Supply of heavy duty equipment and machines (e.g., maintenance work vehicles, forklifts self-loading utility vehicles etc)
8. Power system dynamic stability studies and review
9. Helicopter maintenance/facilities

PRE-QUALIFICATION PRE-REQUISTE

Interested companies are to provide the following:

1. Copy of Certificate of Incorporation in Nigeria (Forms C02 and C07 must be attached) or overseas
2. Company profile must include:

• Populated organizational structure and key professional staff with relevant experience dedicated to high voltage power lines, substations and equipment
• Availability of requisite and appropriate skills strong key staff and persons to be engaged in the project
• Record of quality assurance/quality management system to be implemented

1. Evidence of having successfully carried out at least two (2) similar works within the past five years and/or details of on-going projects. Evidence of Taking-Over/Certificate of Performance from clients must be attached
2. When a company is in Joint Venture (JV) Partnership or consortium agreement, the role of each partners must be clearly defined in the JV agreement additionally, the Memorandum of Understanding (MoU), must specify the lead partner. A copy of the firm legal relationship must be attached.
3. Evidence of quality of equipment and services, including product brochure(s)
4. Audited Account of the company along with the corresponding 3 years Tax Clearance Certificate which shall be verified and the original sighted on demand

IMPORTANT INFORMATION

1. Only manufacturers or their duly accredited agents will be considered. Contracts facilitated by duly accredited agents must be formalized in the names of the manufacturers
2. Preference will be given to manufacturers whose equipment meet Europeans Union specifications and TCN’s quality standards
3. Manufacturers whose equipment in TCN System are known to have high failure rates will not be considered
4. Any manufacturer of major power equipment not in business for at least 5 years will not be considered
5. Evidence of supplying similar equipments to environments with similar climatic condition as Nigeria will be an advantage .
6. Only pre-qualified companies will be invited to submit Commercial Proposals
7. Pre-qualification is free

SUBMISSION DOCUMENTS

Interested applicants should submit their documents as requested above, delivered by hand or registered mail to reach the following address not later than 12.00 noon on 22^nd March, 2010

One hard copy and soft copy of proposal are to be submitted for each item of applicant’s choice

The name and mailing address of the applicants Company shall be clearly marked on the envelope (s). All the information requested for pre-qualification shall be provided in English Language by all applicants

Failure to provide information/supporting documents tha is essential for the evaluation of the applicants qualifications, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant
