Supply of Equipments at PPRA

PRESIDENCY

PETROLEUM PRODUCTS PRICING REGULATORY AGENCY

INVITATION TO TENDER FOR THE INTERNAL PARTITION, FURNISHING AND KITCHEN EQUIPMENT OF THE PETROLEUM PRICING REGULATORY AGENCY (PPRA) HEADQUARTERS COMPLEX CENTRAL BUSINESS DISTRICT, ABUJA

  1. 1. INTRODUCTION

Reputable firms with records of proven capability and successful execution of substantial and complex internal partitioning, furnishing and provision of  kitchen equipment are hereby invited to submit tenders for the furnishing of the new PPPRA Headquarters complex, Central Business District, Abuja.

2.1

DESCRIPTION/SCOPE OF WORK

The extent of works includes:

Lot1

The supply and installation of the office partitioning works:

  • High Quality 18mm  thick imported Melamine-Faced-Chipboard (MFC) double faced partition, glue laminated at 180 degrees to approved specifications, with 2mm thick PVC lipping of approved colour and texture (see detailed drawings) .
  • Single and double leaf solid core flush doors (MCB) complete with frames architraves and iron monger (see detailed drawings).

LOT 2

The supply and installation of high quality office furniture:

  • Conference room chairs
  • Oval conference tables
  • Office desk with
  • Executive desk with round edge
  • U-shaped executive desk
  • Dining room table
  • Reception desk
  • Beds and bed side tables
  • Bookshelf/cupboards (Types A,B,C and D)
  • Executive swivel chairs
  • Board room chairs
  • 1- seater/2-seater settee
  • 5-seater L shaped settee
  • 2- seater and 3- seater sofa
  • Slide and centre tables with glass top
  • Visitors chairs
  • 2 In 1 connecting chairs for guest (waiting)

LOT 3

The supply and installation of the following kitchen equipments all in stainless steel (see detailed drawings and bill of quantities).

  • Cold storage equipments
  • Food preparation equipments
  • Kitchen equipments
  • Servery equipments

2.2

In the light of the above, firms that have not executed single project costing at least Five Hundred Million Naira (N500,000,000.00) need not apply as they may not have adequate managerial capability, expertise and logistics to surmount enormous problems inherent in a project on a scale as massive as the new PPPRA Headquarters complex.

3.0

PREPARATION OF PROPOSALS

Success in the exercise shall be based on the aggregate scores recorded in the Technical and Financial proposals

3.1

TECHNICAL PROPOSAL

Firms are advised to ensure that their tenders demonstrate requisite logistics, adequate resources in terms of skilled man power and plan to achieve the target set out in the scope of works.

3.2

Other requirements to be addressed in the Technical Proposal include the following:

  1. i.            Evidence of registration with Corporate Affairs Commission, a copy of   Memorandum and Articles of Association (Original documents to be cited).
  2. ii.            Tax clearance certificate for the last three (3) years.
  3. iii.            Evidence of registration with the PPPRA.
  4. iv.            Photocopy of Value Added Tax Certificate and evidence of VAT remittance.
  5. v.            List of professional Technical staff with qualifications and experience.
  6. vi.            Evidence of technology as well as equipments owned by the firm that will be available for the project including list, description and specification.
  7. Company’s audited account for the past three (3) years and letter of reference from a reputable bank confirming capacity to execute the project
  8. Comprehensive company profile, including ownership structure of the firm.
  9. ix.             A set of drawings as well as schedules of furniture giving the specifications and quantities of the various items for pricing.

3.3

Firms are advised to ensure that their tenders take into consideration, the need to achieve the highest level of workmanship, craftsmanship and indicate details and that they visit the site prior to completing their bid in order to familiarize themselves with the site and agree on logistics for completing the project in addition to the pricing of the schedule of work. A responsive bid must be inclusive of the following:

  1. i.            Completion period for the supply and installation of the items/works from the time the contract is awarded.
  2. ii.            Validity period of the proposals from the date of submission must be clearly indicated.
  3. iii.            An electronic copy and five (5) sets of hard copies of back-up submissions containing detailed descriptions/specifications as well as graphic illustrations/pictures of all furniture to be provided by them for various categories of items listed in the schedules if they are eventually successful as decisions will be predicated on cost vis-a-vis quality of  the materials produced
  4. iv.            Cost of transportation to and installation on site as well as all other taxes and duties
  5. v.            Proposals should take cognizance of hierarchy of users of the spaces which is dearly discernible from the annotations on the drawings.

3.4

Strict adherence to specifications by the bidders is required. Wherever they are in doubt, bidding firms are advised to seek confirmation from the consultants.

4.0     SUBMISSION OF TENDERS

Five (5) copies of the Technical Proposal duly shall be placed in a sealed envelope clearly marked TECHNICAL PROPOSAL”, Similarly 5 copies of the Financial proposal shall be signed, sealed and placed in a separate envelope clearly marked ‘Financial Proposal’ and with a warning DO NOT OPEN WITH THE TECHNICAL PROPOSAL”.

4.1

The envelopes containing the Technical and Financial Proposal shall be placed into an outer sealed envelope marked PROPOSAL FOR THE INTERNAL PARTITIONING, FURNISHING AND PROVISION OF KITCHEN EQUIPMENT FOR THE NEW PPPRA HEADQUARTERS’ at the top right comer and delivered not later than 25th March 2010 ‘to the

Petroleum Products Pricing Regulatory Agency,

Plot 1012 Cadastral Zone A00, behind Central Mosque,

Central Business District Abuja FCT.

5.0      OPENING OF TENDERS

Tenders will be opened at 1.30 p.m. on Wednesday, 7th April, 2010 in the conference Hall of the new PPPRA Headquarters behind the Central Mosque, Central Business District, Abuja. Bidders are required to be physically present.

6.0      DISCLAIMER

This “Invitation for pre-qualification to enter into supply contract” shall not be construed as a commitment on the part of the Petroleum Products Pricing Regulatory Agency (PPPRA) nor shall it entitle your company to make claim whatsoever and or seek any indemnity from the PPPRA by virtue of such companies having responded to this invitation. All expenses incurred in preparing for the exercise and all expenses otherwise associated with the exercise shall be borne solely by your company.
