REQUEST FOR EXPRESSION OF INTEREST (EOI)
TRAINING CONSULTANTS TO PROVIDE PROFESSIONAL PROCUREMENT TRAINING & CAPACITY BUILDING PROGRAMMES FOR PUBLIC PROCUREMENT OFFICES IN FEDERAL GOVERNMENT MINISTRIES, DEPARTMENTS AND AGENCIES
Background
As part of its continued efforts to carry out its functions as prescribed in the procurement Act w007 part II, section 5k the Brueau of Public Procurement in collaboration with the world Bank Economic Reform and Governance project indents to engage a Training Consultancy firm to provide professional procurement training and development programmes for procurement officers in Federal Ministries, Departments, Parastatals and Agencies during the year 2010.
Terms of Reference
Objectives:
(a) To provide professional procurement training programmes for public procurement officers in the Federal MDAs
(b) To prepare selected procurement officers for professional procurement examinations leading to relevant certification and Accreditation by recognized and reputable procurement professional Institutes meeting international standards.
(c) Facilitate the registration and examination of selected and qualified procurement officers with reputable procurement institutions approved by the Bureau of Public Procurement.
Scope:
(a) Prepare procurement training plan and programmes to close identified skills and competence gaps
(b) Provide relevant procurement training to prepare selected officers for relevant professional accreditation and certification
(c) Register and prepare selected officers to write required examinations leading to professional accreditation and certification by approved institutions.
This training programme will include provision of all relevant materials, classroom work, assignments, case studies, revision classes and other materials in line with the curriculum and scheme issued by the selected procurement institutions.
The programme will take particular cognizance of the following Critical success Factors:-
- Provision of professional procurement knowledge, skills and Techniques that meet international standards
- Registration of procurement officers as students of the selected procurement institutions
- Prepare officers to write professional examination leading to the relevant accreditation and certification by selected institutions
- Organize revision lessons for officers registered for examinations
Requirements and Selection Criteria
- To be considered, a training consultancy firm must have the following experience and competence:
- Relevant experience of 8 years or more in providing professional procurement Training and capacity building programmes
- Demonstrate a good understanding of the public procurement Act 2007
- Demonstrate understanding of procurement Training Needs assessment
- Demonstrate ability to prepare and deliver a professional procurement training plan/scheme
- Submit verifiable list of previous procurement training programmes carried out in the past 5 years and for which clients
- Submit evidence of partnership/relationship with any international professional procurement training providers or Institute
- Submit a detailed CV, including e-mail address, plus evidence of verifiable professional certification and accreditation of procurement and other professionals, with minimum of First degree or its equivalent to be utilized to deliver this training and development programme
- Submit a copy of Tax Clearance Certificate verifiable from Federal Inland Revenue Service (FIRS)
- Submit evidence of compliance with Pensions Act.
Responsibility of the Client
It is expected that the Bureau of Public Procurement (The Client) will as much as possible provide assistance and support to the Consultants, including supply of all useful and available information/documentations that will facilitate the task and all other information/documentations as may be requested by the Consultants to ensure speedy and successful completion of the task. The BPP will also provide all necessary backups that will ensure unhindered access to the relevant Ministries and Agencies. Any other reasonable support such as authorization letters to institutions concerned with the procurement process will also be provided.
Reporting
The Consultants will report directly to the Progamme Manager i.e Director General of the Bureau of public procurement (BPP). The consultants will also ensure regular consultations with World Bank ERGP team during the period of the exercise and shall update them with the progress being made.
Submission
Three copies of Expression of Interest must be packaged in sealed envelopes clearly marked “EXPRESSION OF INTEREST AS A CONSULANT TO UNDERTAKE PROCUREMENT TRAINING AND CAPACITY BUILDING” and addressed to Programme Manager, BPP-ERGP Team, Bureau of public procurement (BPP), and left in the appropriate Tender Box at 11, Suleiman Barau Street, State House, Abuja, within working hours on or before 12.00 noon on Friday, 26th March, 2010. All EoI will be opened immediately after the deadline in the Bureau’s conference room the presence of bidders in attendance.
Please note that:
a) Only shortlisted consultants will be invited for further consideration
b) Late Submissions shall be rejected
c) This advertisement shall not be construed as a commitment on the part of BPP to appoint any consultant, nor shall it entitle any consultant submitting documents to claim any indemnity from BPP
d) BPP reserves the right to take final decision on any of the documents received in your proposals.
