INVITATION FOR EXPRESSION OF INTEREST FOR THE REDEVELOPMENT OF PRISON OFFICERS MESS AT NO 5 BANK ROAD IKOYI-LAGOS UNDER THE BOT SYSTEM

Introduction:

  1. The Nigerian Prisons Service (NPS), a parastatal under the Ministry of Interior intends to enter into business relationship with any qualified concessionaire to Build, Operate and Transfer (BOT) of the Prisons Officers Mess at NO 5, Bank Road Ikoyi, Lagos.
  1. The Design and construction are to be done in accordance with the already set specifications of the Nigerian Prisons Service Architectural standard designs and National building codes as approved. Also the preferred concessionaire shall maintain and operate the facilities to a high standard on a financial sound basis over an agreed concession period.
  1. In this regard therefore, the Nigerian Prisons Service hereby invites any qualified, competent and reputable private developing company to submit expression of interest for the above mentioned project.
  1. The prospective concessionaire is expected to demonstrate financial, legal and technical competence to undertake the project.
  1. The expression of interest submission should include but not limited to the following:
  1. i.            Full Details of Company Profile
  2. ii.            Name, e-mail address and telephone number of contact person for the project,
  3. iii.            Evidence to show company’s registration in Nigerian (Certificate of Incorporation with CAC)
  4. iv.            Potential concessionaires are to provide copies of tax clearance certificate for the immediate past three (3) years (2007,2008 & 2009)
  5. v.            Copies of VAT Registration/Evidence of Past Remittance for Projects completed
  6. vi.            Company financial details and certified audited accounts for the last three (3) years (2007,2008 & 2009)
  7. vii.            Organizational Structure, available manpower with a list of technical staff with their resumes, CVs of Principal Officers and their experiences
  8. Detailed evidence of the company’s ability to perform the identified services, including; Facilities Software, Hardware, Visualization facility equipment and personnel available to support the services where necessary.
  9. ix.            Evidence of relevant experience in similar service and list of BOT’ project(s) executed in the last five (5) years with verifiable evidence
  10. x.            Satisfactory performance documents or letter of commendation for previous works if any (from at least one or two clients)
  11. xi.            Availability of support services for engineering workshop,
  12. xii.            Any additional information that will enhance the potential of the concessionaire.
  13. A Sworn affidavit certifying that none of the Prison Procurement staff is a present Director or staff of the company.
  14. Original Treasury Receipt of non-refundable tender processing fee of N100,000,00.
  1. Upon receipt of EOI from interested firms, the Service shall evaluate and pre-qualify applicants, Thereafter, prequalified applicants shall be issued with Terms of Reference (TOR) for the Technical and Financial Proposals,

  1. 7. Please Note:-

Interested Applicants must indicate their company’s name on the sealed envelop clearly marked ‘concession of Prison officers mess (BOT)’

On the account that documents are submitted in any other location other than the address given hereunder makes the submission invalid,

Notwithstanding the submission by the applicant, Nigerian Prisons Service is neither committed nor oblidge to make your company the winner.

Prisons will deal only with authorized officers of the companies and NOT individuals or agents. Nigerian Prisons may decide to cancel the DBOT project at any stage if the need arise.

  1. Prospective concessionaires are to pay non refundable processing fee of N100,000.00 only into Nigerian Prisons Service Account No 0090010010640 with the Access Bank and obtain a Bank Teller, Thereafter obtain treasury receipt at the Prisons Cash Office PHQ, Abuja.
  2. Completed EQIs in six (6) copies should be signed, sealed and delivered in separate envelopes clearly marked “CONFIDENTIAL” and boldly written EXPRESSION OF INTEREST FOR REDEVELOPMENT OF PRISON OFFICERS MESS IKOYI-LAGOS (BOT) which should be addressed to:

Head of Procurement,

Nigerian Prisons Service,

Prisons Headquarters,

Block F, New Extension,

Area 1 old Secretariat,

P.M.B.16 Garki Abuja.

10.  Submission and collection of expression of interest shall dose on or before 12.00 noon, Tuesday. February 16, 2010.

This advertisement of ‘Invitation for Expression of Interest shall not be construed as a commitment on the part of the Ministry, of Interior/Nigerian Prisons Service, nor shall it entitle applicant to make any c1 aim(s) whatsoever and/or seek any indemnity from interior Ministry/Prisons and/or any of their partners by virtue of such applicants having responded to this advertisement Neither will the Ministry nor Nigerian Prisons Service incure any liability in an event that the project is cancelled.
