OPERATOR OF THE NNPC/MPN JOINT VENTURE
INVITATION FOR PRE-QUALIFICATION: PROVISION OF SPECIALIST TECHNICAL SERVICE AT MOBIL PRODUCING NIGERIA UNLIMITED
Introduction
Mobil Producing Nigeria Unlimited (MPN), Operator of NNPC/MPN Joint Venture invites submission for Specialist Technical Services pre-qualification from experienced and reputable Nigerian registered companies, either acting alone or as the head of a joint venture, having world class experience to provide qualified and competent Specialist Technical personnel to provide technical assistance in carrying out routine, non-routine maintenance/repairs and engineering in MPN facilities as shall be specified by MPN. Only companies operating in MPN Field Operation Areas will be considered for this service.
Work Scope
The scope of work shall include but not to the following:
· Contractor is required to provide disciplined, qualified, competent specialist technical (professional) personnel to assist in MPN operations at QIT, Eket, Port-Harcourt, BRT Offshore and other Related Locations as required by Company.
· The required specialist discipline include but not limited to Mechanical, Electrical, Civil, Instruments, Corrosion, Safety Health & Environment (SHE), Computer, Diving, Coded Welding, Process & Operations, Air Conditioning & Refrigeration (HAVC), Fitters/Riggers, Scaffolding, Welding/Non Destructive Test (NDT), Engineering, General duty, Coating, Quality Assurance/Quality Control, etc
· The educational qualification of the personnel will vary depending on the position to be filled. The base qualification shall be a High School Certificate with a minimum of ten (10) years relevant experience in a reputable oil and gas industry operator and/or possession of B.Sc, HND/HNC, and Final C&G, full Technological Certificate and/or higher qualification with a minimum of five (5) to ten (10) years experience in Upstream Oil & Gas Production.
· In addition to the above requirements, instructors shall possess a minimum of five (5) years classroom teaching experience
· Contractor personnel shall be required to possess appropriate craft-specific certification where required apart from those that would be listed in the profile summary.
· Contractor personnel shall be proficient in both written and spoken English
· MPN has the right to vary the number of personnel required, number of days worked, review the curriculum vitae, reject any contractor personnel not meeting MPN specifications and expectations.
· Contractor shall be responsible for the accommodation, feeding, transportation, security, medical/security emergencies and other logistics necessary to maintain a first class workforce.
Services shall include but not limited to:
a) Submittal of candidates to MPN with credentials that match MPN defined experience and expertise requirements (i.e recruitment and screening)
b) Coordination of personnel visas if required and work permits for the designated assignment locations
c) Administration of personnel relocation
d) Administration of personnel safety measures including ‘meet and greet” services, initial inoculations and ongoing medications for prevention of diseases as well as emergency evacuation in the event of incident/accident
e) Administration of agency’s Alcohol & Drug use policy and Malaria Control Program.
f) Basic Training of Personnel in areas of company’s standards of business conduct, safety management and security awareness issues
g) Administration of foreign country labour law, tax and other country specific personnel employment requirements as shall be required.
Pre-Qualification
In order to be considered for pre-qualification for the scope of work in section 2.0 above, interested companies which must be either a Nigerian Company or have joint venture with a Nigerian Company should submit letters of intent which must be accompanied by the following documents:
a) Company Contact Information/Details
i) Contact Name, Contact Telephone and Fax Numbers, Contact Email address and Company Website Address.
ii) Similar information for each joint venture partner if applicable.
b) A brief summary of the company’s understanding of the requirement needed to provide the service
c) Company Safety Management Program and company safety performance during the last five (5) years.
d) Company Quality Program
e) Company Profile including
i) Details of Nigerian shareholding, ownership, directors and relationships with companies within and outside Nigeria.
ii) Certified Audited accounts for the past three (3) years and/or a parent company guarantee for the joint venture partnership
iii) Name and address of principal banker(s)
iv) Organization Structure indicating key professional/management staff and their resume/certificates
v) Details and evidence of any formal technical support with a Nigerian and/or foreign contractors
f) Copy of current Federal Republic of Nigeria, Department of Petroleum Resources (DPR) Certificate of registration relevant to this service and company certificate of incorporation in Nigeria.
g) Description and evidence of similar services currently providing or in the past (executed agreements and completion certificates including major subcontractors used and client references
i) Evidence of available pool of qualified professionals’ database of resume, sample of relevant resume, etc.
h) A one page document on the company ownership structure and employee profile. The NNPC/MPN joint venture is fully committed to the promotion of Nigerian Content in all areas of its operations. To achieve this, its contractors are expected to ensure an optimum level of participation by Nigerians in all facets of the scope of work detailed in 2.0 above. Therefore preference shall be given to contractors with a high level of Nigerians in the pool of qualified personnel. Additionally, it should be noted that all interested foreign contractors must partner with Nigerian contractors and contracts are to be executed with the Nigerian registered firms as the contract holders.
I) Letters from the Nigerian Ministry of Internal Affairs confirming availability of immigration quota positions.
j) Current Tax clearance Certificate for the past three (3) years
k) Labour Relation Plan detailing tender’s policies/procedures in dealing with Labour Relation matters with evidence of implementations.
Nigerian Content:
The Federal Government of Nigeria directives on Nigerian Content development (“Directives”) mandates that all contractors create value in country with a target of 70% Nigerian Content by end 2010 in terms of total monetary expenditures through the deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental standards.
ExxonMobil intends to and will expect the contractor to comply with the Federal Government/NNPC Directives on Nigerian Content. As a result, Bidders will be evaluated on their perceived willingness, documented track record and demonstrated plans to fully comply with the Directives and Company requirements. Failure to comply with the Government directives or demonstrate commitment to Nigerian Content development may result in Bidder’s disqualification
An objective of this pre-qualification process is to allow companies to demonstrate their willingness and ability to perform this work in Nigeria in a dependable manner. Each contractor will also be required to demonstrate that they will maintain stable management organization in Nigeria. Please note that work performed outside Nigeria is not considered as value created in-country.
In view of the above, responders should state the following:
1. Provide a description of your company’s committed infrastructure in Nigeria.
2. Provide a detailed description of all work your company will accomplish using Nigerian Research (labour, materials & services).
3. Provide details of your company’s targeted training and understudy programs for this contract to maximize the utilization of Nigerian personnel and to demonstrate commitment to staff training and development of Nigerian professional/technicians.
4. Describe where your contract implementation Team will be located in Nigeria and submit information to substantiate this.
5. Describe where your procurement centre will be located in Nigeria and submit information to substantiate this.
6. Furnish details of the company ownership and share holding structure. Support this with photocopies CAC forms C02 and C07
7. If company is in partnership or joint venture, documented evidence of such a relationship should be submitted.
8. Any other information that would aid good assessment of the company.
