INVITATION FOR PREQUALIFICATION
PROVISION OF DRIVERS AND VEHICLE FLEET SUPPORT SERVICES

1. INTRODUCTION
BG Exploration and Production Nigeria Limited (BGEPNL). on behalf of its partners, invites interested reputable companies to submit pre-qualification documents for consideration in tendering for the provision of experienced drivers and vehicle fleet support services. The estimated duration of the contract is two years with an option to renew for a further year.

2. WORK SCOPE
The scope of work shall include but is not limited to:
1. The provision of competent drivers who must possess valid Nigerian Driver License and Defensive Driving Certificates.
2. Provision of corporate drivers uniforms in accordance with specification that shall be supplied by BGEPNL
3. The provision of an on-site fleet supervisor and support staff reporting to our in-house fleet manager to
• Oversee the day to day operations of the fleet within our Lagos office and scheduling of pools cars.
• ensure vehicles are road worthy at all times
• liaise with car recovery and vehicle maintenance companies
• ensure vehicle particulars/documentation are up to date
• adequately document incident reports

The contract is expected to commence in the 2nd Quarter of 2010.

3. QUALIFICATIONS
Only companies with a proven track record and who are capable of delivering the above outlined scope of work to the highest standard will be considered for participation in a competitive tender exercise.

As such, respondents are requested to provide evidence of prior experience and ability to fully deliver the scope of work by providing detailed responses to BGEPNL prequalification questionnaire,

The questionnaire will request, among other information, the following:
• Company profile, organisational structure and a list of essential professional staff dedicated to the provision of the support services requested for by the company.
• Evidence of similar work experience with names of clients representatives that can be contacted to verify work history and contract value;
• Evidence of financial strength and stability, including audited accounts for the past three or four years:
• Evidence of a well designed training program and schedule of driver training.
• Evidence of Driver Compensation and Benefit Package,
• Evidence of a high standard of quality, health safety and environmental responsibility supported by documentation e.g. HSE management plan
• Evidence of payment of Nigerian statutory taxes including Tax Clearance Certificate and submission of a copy of Value Added Tax certificate
• Current. Service Specific Department of Petroleum Resources License or Evidence of payment for the current year.
• Evidence of CAC forms C02 and C07

4 NIGERIAN CONTENT REQUIREMENTS
in addition to evidencing the ability to deliver the work scope as set out above and providing the information requested in the BGEPNL Prequalification Questionnaires, interested parties are required to submit all relevant information establishment their ability to operate in Nigeria including Nigerian Content details as follows:

• A verifiable programme to address Nigerian Content Federal-Government of Nigeria’s directives on Nigerian Content target of 50% and 70% by year end 2008 and 2010 respectively and as contained in NNPC directives of 13th December 2005.
• Details of Nigerian Content Plan, including evidence of local staff involvement in previous work performed in Nigeria, etc
• Evidence of in-country maintenance facility.

Non-Compliance with the Nigerian Content requirement is a “fatal flaw”.

5. COLLECTION OF PRE-QUALIFICATION QUESTIONNAIRE
Interested companies are required to download the following document through the NipeX portal at www.nipexng.com.

6. SUBMISSION OF PRE-QUALIFICATION DATA PACKAGE
One (1) original and Two (2) copies of the prequalification response and all inclusions and supporting documentation (hardcopies) shall be marked and submitted to the address below

In addition Two (2) CD copies should also be provided.

Submissions shall be processed in the same manner as Sealed Bids for procedural purposes

In no way whatsoever snail receipt of the submission commit or obligate BGEPNL to include any company on any Bid List nor to award any contract to any company and /or associated companies.

The closing date for receipt of the submission is on or before 3; 00pm on 16th December 2009

This is not an Invitation to Tender (ITT).

Only short listed companies will be invited to tender after the Pre-Qualification process is completed.

Neither BGEPNL nor any organisation working with BGEPNL, will make any form of payment whatsoever, for submissions presented in response to this notice.

BGEPNL will deal only with authorised officers of owners / operators for the submission of documentation.

BGEPNL will not, enter into any correspondence regarding the success or otherwise of the Submission.

This advertisement of “Invitation to Pre-Qualify” shall not be construed as a commitment on the part of BGEPNL, nor shall it entitle companies to make any claims whatsoever and / or seek any indemnity from BGEPNL

Intending suppliers are requested to visit the NipeX portal at www.nipexng.com for this advert and other information.

Suppliers are expected to have attained the Published” status in the NJQS database to be eligible for this exercise
