INVITATION FOR PRE-QUALIFICATION TO TENDER FOR THE FOLLOWING PROJECT
The Federal Capital Development Authority (FCDA); through the Department of Engineering Service intends to procure the under listed project within the year 2010 budget
In line with the 2007 Public Procurement Act, the Authority is inviting interested, competent and reputable Engineering Construction Companies to submit pre-qualification documents for any of the under listed projects:
- Provision of engineering infrastructure to Maitama extension district
- Development of district 1 of Abuja north phase iv west fcc
- Construction of southern parkway from Christian centre (s8.9) TO RING ROAD 1 (RRI)
- Provision of primary road to mass housing (arterial road s.30)
2.1 SCOPE OF WORK
A. PROJECTS I &2
The scope of work includes:
i) Site clearance and earthworks
ii) Road works (Sub-base & Stone base course, kerbstone Asphaltic binder and wearing course
iii) Storm water drainage system
iv) Foul Sewer Network
v) Culverts and Bridges
vi) Concrete lined drains
vii) Retaining Walls
viii) Street lighting
ix) Electric Power Supply with various sub stations
x) Water supply lines involving primary and secondary lines
xi) Telecommunication ducts
xii) Street Lighting
B SCOPE OF WORK
The Scope of work includes:
i) Site clearance and earthworks
ii) Road works (Sub-base & Stone base course, kerbstone Asphaltic binder and wearing course
iii) Storm water drainage system
iv) Culverts and Bridges
v) Street lighting
vi) Service ducts
vii) Electric Power Supply (Applies to 3 alone)
viii) Primary water Lines (Applies to 4 alone)
- 3. PRE-QUALIFICATION REQUIREMENTS
Interested Companies are invited to submit the following pre-qualification documents
3.1 CONTENT OF TECHNICAL PROPOSAL:
(1) Evidence of incorporation of the Company with Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the company and up to date Annual return with the CAC (mention forms C.02 & C07 to be included)
(2) The Company must show evidence of fulfilling its Tax obligation as follows:
(i) Tax Clearance Certificates for the last three (3) years supplied with TIN
(ii) Pension and Social Security’s Contributions
(3) A sworn affidavit it certifying as follow:
(i) The Company is not receivership, insolvency or bankruptcy
(ii) The Company does not have any directors who has been convicted by any court in Nigeria and any other country for criminal offence in relation to fraud or financial impropriety
(iii) The no Officer of FCDA or BPP is a former or present director or shareholder of the Company
(iv) That there has been no promise of a gift in any form to any of the FCDA or BPP staff.
(4) Audited Accounts of the Bidder for the last three (3) years duly endorsed by a firm or chattered Accountants
(5) Letter authorizing FCDA and representative to cross-check the submitted company’s account
(6) Evidence of work experience as the main contractor executing or having executed a minimum of five(5) projects of similar complexity compared to the proposed work, one of which have been within the last 5 years. Copies of Award Letters, Last Interim Certificate of Validation for ongoing projects. Completion Certificates and final maintenance Certificates where applications are to be enclosed
(7) Verifiable list of major construction equipment and facilities including registration members, chassis members, locations where they can inspected and remark do whether these are owned, leased or hired
The Minimum number of equipment facilities required is as listed
a) Ten (10) Nos Bulldozers
b) Five (5) Nos Scrappers
c) Ten (10) Nos Graders
d) Ten (10) Nos Excavators
e) Fifteen (15) Nos Pay Loaders
f) One (1) Nos pay Loaders
g) One (1) No Concrete Batching Plant
h) Three (3) Nos Asphalt Plant
i) Ten (10) Nos Water Tankers
j) Three(3) Nos Diesel Tankers
k) Ten (10) Nos Mobile Concrete Mixers
l) Fifteen (15) Nos Various Compactors
m) Five (5) Nos Concrete Pumping machines
n) Ten (10) Nos various type of Cranes
- o) Thirty (30) Nos 20 30 ton tippers
p) Ten (10) Nos Dumper
q) One (1) Insitu concrete laying equipment (Commander)
r) Five (5) Nos Cable Drum jacks
s) Three (3) Nos Crane Mounted Bucket Lifts
t) Two (2) Nos Cable Crimping machines
u) Electrical testing equipment such as 80KV Hypotronic, Megger, Earth- Resistant Testers etc
v) One (1) No functional Quarry
(8) A functional and well equipped material testing laboratory
(9) List of key technical personnel stating their roles, designation, qualification and years of experience with the guarantee that a minimum of ten(10) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of educational and professional certification are to be attached.
(10) History of company’s policy on Community Social Responsibility
NOTES:
Items 1-5 are Eligibility Requirements and their Originals must be produced by the company for sighting during the-opening session.
All claims must be substantiated with verifiable facts.
The photocopies of professional certificate are to be initialed, endorsed by the owners and professional seal must be embossed on the professional certificates.
4 0 SUBMISSIONS OF DOCUMENTS:
The pre-qualification documents should be submitted in duplicate, all in sealed envelopes clearly marked ORIGINAL “AND “DUPLICATE” COPY, with the following inscription: PRE-QUALIFICATION TO TENDER FOR THE ……INDICATE PROJECT OF CHOICE. LOT AND SERIAL NUMBER). The pre-
Qualification documents should be submitted directly to FCDA Procurement Department, Room 005 (Ground Floor) New FCDA Headquarters opposite NTA Abuja, Area 11, Garki Abuja on or before 12 noon, Tuesday 16th March. 2010. All documents will be publicly opened on the same day at the FCDA Conference Room after the close of bids in the presence of all prospective bidders or their Representatives.
Further Notes:
- Only companies with a minimum of N5 billion (Five Billion Naira) annual turnover need apply
- This is not an invitation to tender. Only pre-qualified firms will be invited to tender for the project. Other may know their performance by a formal request to the Accounting Officer of FCDA
- Interested companies are responsible for the registration, timely and safe submission of their pre-qualification documents, means of delivery not withstanding
- The Authority shall carry out Due Diligence on the companies to verify claims included in their submission
- Interested members of the Public especially Civil Rights organizational could attend at their own cost and will be required to introduce themselves to the Chairman opening of the sessions
- Companied should not express interest in more than 2 projects
