1. The Invitation for Bids follows the General Procurement Notice for this Project that appeared in development Business Market 1^st April, 2009.

2. The federal Government of Nigeria has received a credit from the international Development Association toward the cost of Ondo State Health System Development Project II, and it intends to apply part of the proceeds of this credit to payments under the contract for the procurement of civil works in Health facilities in Ifedore Local Government Area.

3. The Ondo State Health System Development Project II now invites sealed bids from eligible and qualified bidders for the procurement of the underlisted civil work in Ifedore Local Government Area.

4. Bidding will be conducted through the National competitive Bidding (NCB) Procedures and is open to all bidders from eligible source countries as defined in the guidelines: Procurement under IBRD Loans and IDA Credit: Evaluation will be lot by lot basis.

5. Interested eligible bidders may obtain further information from Ondo State Health System Development Project II inspect the bidding Document at the address give below from 8:00am to 4:00pm during normal office hours.

6. Qualification requirements include the following minimum condition

(a) Possession of experience as prime Contractors for at least five (5) years a prior to the application submission on deadline and with activity in at least nine (9) months in each year.

(b) Annual turnover in construction projects of at least N100,000.000 (one hundred Million) Naira only in at least two years in the last five years in works that have successfully and substantially completed and that are similar to the proposed works under this contract.

(c) Own a substantially proportion of construction equipment required to successful execute the contract.

(d) Provide Annual audited account for the last 5 years.

(e) For the last five (5) years to demonstrate

The current soundness of the application financial position and its prospective long term profitability and,

Hive Liquidity and/or evidence of access to or availability of confirmed positive credit facilities of on or before 30^th November 2009 equivalent of the value in (b) above

7. A complete set of bidding documents in English language may be purchase by interested bidders on submission of a written Application to the address below and upon payment of non-refundable fee of Ten Thousand Naira (N10,000.00) per lot the method of payment will be in certified bank draft. The method of delivery will be by hand upon full payment.

8. Completed biding document must be returned to the address give below on or before 30^th November 2009 of bid sale.

9. All bids shall be accompanied by a bid security valid for Ninety (90) days in the minimum account 3% of bidder’s did price for each Lot in Naira issued in Bank Draft or Bank guarantee using the bid security Form included in Section IX of Bidding Document or an equivalent amount in a freely convertible currency.

10. Completed Bidding document accompanied with Bid Security in form of Bank Guarantee /Bank Draft must be returned to the address given below on or before 1^st December, 2009 at which time they will be publicly opened in the presence of the bidder who wish to attend Late bids will be rejected.

11. There will be a Pre-Bid conference on 24^th November 2009 at the Conference Room, 2^nd Floor, Ministry of Health, State Secretariat, Alagbaka, Akure.
