INVITATION FOR PRE-QUALIFICATION TO TENDER FOR THE FOLLOWING PROJECTS

The Federal capital development Authority (FCDA) through the Department of Engineering services intends to procure the under listed projects within the year 2010 project

In line with the 2007 Public Procurement Act, the Authority is inviting interested, competent and reputable Engineering Construction Companies to submit pre-qualification documents for any of the under listed projects:

1. PROVISION OF INFRASTRUCTURE TO NEW LAYOUT AT TANK 4.1 HILL VICINITY, AREA E ASOKORO
2. PROVISION OF INFRASTRUCTURE TO PLOT EXTENSION IN MAITAMA DISTRICT
3. PROVISION OF INFRASTRUCTURE TO APO ESTATE LAYOUT
   1. Only companies with more than N2billion (Two Billion annual turnover need not apply for project 3)
   2. PROVISION OF INFRASTRUCTURE TO HAMZA ABDULLAHI CLOSE ASOKORO
   3. PROVISION OF ASPHALTIC ACCESS ROAD TO NIGERIA TURKISH NILE UNIVERSITY
   4. EXTENSIONS OF WATER SUPPLY TO ABUJA TECHNOLOGY VILLAGE INCLUDING PRIVATE DEVELOPERS HOUSING ESTATE
   5. REHABILITATION OF OLD KEFFI ROAD

2. SCOPE OF WORK

A Project 1 T04

The Scope of work include the following

i)                    Site clearance and earthworks

ii)                  Road works

iii)                Culverts and Bridges

iv)                Storm Water Network

v)                  Foal Sewer Network

vi)                Electric Power Supply

vii)              Street lightings

viii)            Telecommunication ducts

B  PROJECTS

The Scope of work includes:

i)                    Site clearance and earthworks

ii)                  Road works

iii)                Culverts and Bridges

iv)                Storm water drainage

v)                  Electric Power Supply and Street lighting (apply to No 5 alone)

vi)                Concrete drains

C PROJECTS

The Scope of work includes the following

i)                    Site clearance and earthworks

ii)                  Supply and laying of various types and diameter of ductile iron papers (between 400mm-90mm dia)

iii)                Various types and sizes of appurtenances

iv)                Concrete Works

D P ROJECTS

The scope of work includes the following

1. Scaring of the tailed pavement
2. Earth works
3. Complete asphalt overlay of the entire road
4. Reconstruction of the failed asphaltic pavement structure
5. Rebuilding of the eroded shoulders
6. Construction of various sizes of pipe and box culverts
7. Improvement on the vertical profile of the road
8. Construction of concrete side drain along the road

1. 3. PRE-QUALIFICATION REQUIREMENTS

Interested Companies are invited to submit the following pre-qualification documents

3.1  CONTENT OF TECHNICAL PROPOSAL:

(1) Evidence of incorporation of the Company with Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the company and up to date Annual return with the CAC (mention forms C.02 & C07 to be included)

(2) The Company must show evidence of fulfilling its Tax obligation as follows:

(i)                 Tax Clearance Certificates for the last three (3) years supplied with TIN

(ii)               Pension and Social Security’s Contributions

(3) A sworn affidavit it certifying as follow:

(i)                 The Company is not receivership, insolvency or bankruptcy

(ii)               The Company does not have any directors who has been convicted by any court in Nigeria and any other country for criminal offence in relation to fraud or financial impropriety

(iii)             The no Officer of FCDA or BPP is a former or present director or shareholder of the Company

(iv)             That there has been no promise of a gift in any form to any of the FCDA or BPP staff.

(4) Audited Accounts of the Bidder for the last three (3) years duly endorsed by a firm or chattered Accountants

(5) Letter authorizing FCDA and representative to cross-check the submitted company’s account

(6) Evidence of work experience as the main contractor executing or having executed a minimum of five(5) projects of similar complexity compared to the proposed work, one of which have been within the last 5 years. Copies of Award Letters, Last Interim Certificate of Validation for ongoing projects. Completion Certificates and final maintenance Certificates where applications are to be enclosed

(7) Verifiable list of major construction equipment and facilities including registration members, chassis members, locations where they can inspected and remark do whether these are owned, leased or hired

The Minimum number of equipment facilities required is as listed

a)     Two (2) Nos Bulldozers

b)     Three (3) Nos Scrappers

c)     Two (2) Nos Graders

d)     Two (2) Nos Excavators

e)     Four (4) Nos Pay Loaders

f)      Two (2) Nos  Water Tankers

g)     One (1) No Diesel Tankers

h)     Two (3) Nos Asphalt Plant

i)       Three (3) Nos Various Compactors

j)       Five(5) Nos 20 30 tons tippers

k)     Five (5) Nos Dumpers

(8) A functional and well equipped material testing laboratory

(9) List of key technical personnel stating their roles, designation, qualification and years of experience with the guarantee that a minimum of ten(10) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of educational and professional certification are to be attached.

(10) History of company’s policy on Community Social Responsibility

NOTES:

Items 1-5 are Eligibility Requirements and their Originals must be produced by the company for sighting during the-opening session.

All claims must be substantiated with verifiable facts.

The photocopies of professional certificate are to be initialed, endorsed by the owners and professional seal must be embossed on the professional certificates.

4 0 SUBMISSIONS OF DOCUMENTS:

The pre-qualification documents should be submitted in duplicate, all in sealed envelopes clearly marked ORIGINAL “AND “DUPLICATE” COPY, with the following inscription: PRE-QUALIFICATION TO TENDER FOR THE ……INDICATE PROJECT OF CHOICE. LOT AND SERIAL NUMBER). The pre-

Qualification documents should be submitted directly to FCDA Procurement Department, Room 005 (Ground Floor) New FCDA Headquarters opposite NTA Abuja, Area 11, Garki Abuja on or before 12 noon, Tuesday 16^th March. 2010. All documents will be publicly opened on the same day at the FCDA Conference Room after the close of bids in the presence of all prospective bidders or their Representatives.

Further Notes:

1. This is not an invitation to tender. Only pre-qualified firms will be invited to tender for the project. Other may know their performance by a formal request to the Accounting Officer of FCDA
2. Interested companies are responsible for the registration, timely and safe submission of their pre-qualification documents, means of delivery notwithstanding.
3. The Authority shall carry out Due Diligence on the companies to verify claims included in their submission
4. Interested members of the Public especially Civil Rights organizational could attend at their own cost and will be required to introduce themselves to the Chairman opening of the sessions
5. Companied should not express interest in more than 2 projects
