INTRODUCTION AND OUTLINE SCOPE OF WORK
Shell Petroleum Development Company (SPDC) acting as the operator of the NNPC/SHELL/ELF/AGIP joint venture on behalf of its Joint Venture Partners, hereby invite suitable and reputable contractors to submit pre-quqlification documents to provide services for the printing of Shell dairies, Calendars and annual greetings cards.

SCOPE
The scope will generally involve the following:
Production/Printing of A4 sire diaries with Shell Pecten and company information etc
Produciton/Printing of pocket size diaries with Shell Peden and company information etc
Production/Printing of SPDC corporate calendars with Shell Pecten and JV partners logo
Production/Printing of SPDC corporate annual greeting cards
Delivery of the printed items to various Shell locations in Nigeria
NIGERIAN CONTENT REQUIREMENTS
Shell Petroleum Development Company on behalf of the Joint Venture partners is committed to fully comply with the Federal Government directives on Nigerian Content to provide opportunities for Nigerian contractors and the development of loca! expertise. Pursuant to the above. Only INDIGENOUS companies are qualified to bid for this tender.
The Federal Government of Nigeria Policy and Directives on Nigerian Content Development {“Directives”] mandates that all contracts in the Petroleum Industry create value in country with target of 70% by 2010 in terms of total monetary expenditures in country. Company intends to and will expect bidders to comply with the Federal Government- Nigerian Content Development Directives of October 13, 2006 {or its latest revision) available at www.nnpcgroup.com and www.nigcontent.com because they constitute a FATAL FLAW in all Contract evaluation. As a result bidders will be evaluated on their perceived willingness documented track record, and demonstrated plans to fully comply with the Directives ond Company requirements. Failure to fully comply with the Government Directives or demonstrate commitment to Nigeian Content Development shall result in disqualification from bidding on this contract.
Companies responding to this advert are required to include in their bids, detailed Nigerian content plan on how to meet these requirements. The plan should include the following information;
Company Nigerian Content Development policy/strategy demonstrating legislative & regulatory awareness relative to Nigerian content; and a description of how prospective bidder intends to maximize the utilization of Nigerian / Niger Delta human and material resources and services that would be involved in executing the work.
Value of the work that will be executed in Nigeria as a percentage of the overall project scope in monetary terms with detailed breakdown of the components that make up the total percentage.
List of materials that will be sourced locally, Nigerian/Niger Delta professionals with relevant experience, skilled and unskilled personnel to be engaged in this contract.
Details of work to be done by Company with own resources and those to be subcontracted. Give the scope of such subcontracts, name and location of the proposed subcontractors.
Evidence of ownership of company. Demonstrate that entity is an indigenous company in Nigeria. Submit certified true copies of CAC forms 10, 02 & 07 including company memorandum & article and/or evidence entity’s incorporation, shareholding and ownership structure in Nigeria.
Training plans for Nigerians and committment to transfer technology, employment generation and competence development. Evidence of past training in last two years is required.
Development initiatives for host community personnel including description of any specific programmes in place for transfer of technology and skills.
Verifiable evidence/address of a existing and established operational base of your company where the printing work will be done which must be located in Nigeria or plan to establish presence i.e availability of office facilities, local support facilities.
Details of norminated Nigerian Content focal point with appropriate experience, qualifications clear responsibilities and targets, seniority level in organization, qualification and membership of Nigerian trade/professional body. Evidence of an understanding of the local business environment, success in nuturing Nigerian Content on previous projects & existing relationships with Nigerian Contractors and Suppliers, subcontracting relationships and or partnership agreements, structured list of Nigerian supplies and services procured from Nigerian companies e.g accounting, legal etc; exisiting initiatives to develop Nigerian companies.
All respondents to this advertisement are enjoined to avail themselves of the Federal Government Directives on Nigerian content and ensure full compliance and harmonise with the local community for capacity building and youth development, as non-compliance shall be deemed as “FATAL FLAW”. In line with Federal Government Directives on Nigerian Content Development, preference shall be given to Nigerian companies or foreign companies based in Nigeria having Nigerian affiliates who demonstrate willingness to execute the work/services to the satisfaction of the Nigerian content requirements and guidelines
PRE-QUALIFICATION
Interested, reputable service companies shall be required to submit pre-qualification document containing the following:
1. Evidence of Department of Petroleum Resources (DPR) permit valid for 2009
2 . Provide evidence ct Tax payment Copy of Tax Clearance) .
3. Company Ceriificateof incorporation.
4. Company Memorandum and articles of Association.
5. Evidence of legally binding agreement if company is a joint Venture or Consortium.
6. Evidence of legally binding agreement if Company has foreign technical partners,
7 . Provide detailed company organogram showing full staff structure.
8. Provide copiesof Curriculum Vitae of key management staff,
9. Provide copies of Curriculum vitae of key technical staff.
10. Provide audited accounts audited by a Chartered Accountant for past three years (2005,2006,2007). . .
11. Provide letter of reference from bankers/financiers or willingness of bankers/financiers to fund contract.
12. Provide “list of contracts executed over past five years in printing of diaries, calendars and
greeting cards, or other evidence of past printing jobs executed.
13. Provide letter ot reference from previous clients. 1
14. Provide list of available colour press and binding /stitching facilities company owned or proof of firm contractual arrangement with a company that own these facilities.
Note:
Three copies of the Applications and Pre-qualification Documentation Packages must to submitted at the Vendor Services Centre, in the address below latest on or before 17th June, 2009.
Note:
Applications and Pre-qualification Document Packages not received latest 17th June, 2009 will be disregard.
Tender packages will be sent to any Contractor/Company that fulfil the above requirements and also passed the subsequent SPDC Pre-qualification Evaluation Exercise.

GENERAL
1. Failure of bidders to follow any of the instruction above or to provide any of the listed documents may automatically result in disqualification.
2. Notwithstandig the submission of the pre-qualification documents, SPDC is neither committed or obligated to include any company and associates on any list of potential bidders of award any form of contract to any company and or associated companies and agents.
3. SPDC will not make any form of payment for submissions presented in response to this notice. All cost incurred as result of this qualification invitation and any subsequent requests for information shall be for the the responding companies account.
4. Incorrectly addressed or labelled Pre-qualificotion submissions and those received after the specified dates and time should be disregarded.
5. Applicant are advised to obtain a receipt from the Tender Board Secretary for the submitted Pre-qualification Package, Please quote the reference and the title as shown above in all correspondence.
6. In all correspondence, please quote the tender reference and title shown above.
7. Only short listed companies shall be invited to progrgss with the contractor selection exercise.
8. This advetisment of ‘Invitarion for Pre-qualification Evaluation’ shall not be construed to be a commitment on the part of NNPC/SPDC to award any form of contract to any company and/or associated companies sub-contractors or agents; nor shall it entitle any company submitting documents to claim any indemnity from NNPC/SPDC and/or ony of its partners.
9. NNPC/SPDC reserves the right to take final decision on any of the documents received in the pre-qualification
package.
10. NNPC/ SPDCwill deal only with authorized officers of the companies submitting documents and NOT through individuals or agents.
11. The cost of tendering will be borne solely by the Tenderer and NNPC/SDPC does not bear this cost wholly or in part.
12. SPDC will not enter into correspondence with ony company or individual on why a company was short-listed or not.
