INVITATION FOR PRE-QUALIFICATION PROPOSALS

1.0       In compliance with the Public Procurement Act 2007, the Public Service Institute of Nigeria (PSIN), pursuant to its mandate of manpower development, is desirous of engaging  the Services of competent  Companies/Firms for General Maintenance of the  premises of the Institute, provision of reliable Security Services, provision of catering services and Management of Residential Facilities (Maintenance /Running of 203 Rooms’ Guest Chalets).

2.0       In light of the foregoing, the institute hereby invites interested and competent companies/Firms to apply for the provision of the following:

(i)         General Maintenance of the Premises (Phases I & II) of the Institute

(ii)        Provision of security services within the premises (Phases I & II) of the Institute

(iii)       Provision of Catering Services for the Institute participants

(iv)       Management of Residential facilities (Maintenance/Running or 203 Rooms’ Guest Chalets).

3.0       SCOPE OF WORKS

The scopes of works for the projects include but not limited to:

(i)         General clearing of bushes and daily watering of flowers within the premises, etc

(ii)        Provision of 24/7 security vigilance within the premises of the Institute, etc

(iii)       Provision of catering services which includes indoor and outdoor Services

(iv)      General Administration of the Chalets, etc.

The details of the scope of works are contained in the respective prequalification documents.

4.0 PRE-QUALIFICATION REQUIREMENTS

Prospective  bidders are expected to possess the following minimum criteria:

(i)         Evidence of Registration with Corporate Affairs Commission (CAC)

(ii)        Satisfactory evidence of tax payment or tax clearance certificate for the last  three consecutive years & VAT Registration Certificate including TIN No.

(iii)       Evidence of experience as a prime contractor/caterer in at least 3 jobs of similar nature within the last 3 years (with provision of letters of award and completion certificates).

(iv)       Evidence of personnel capabilities, including list of key personnel and years of experience;

(v)        Evidence of financial capabilities with a letter from any reputable Bank

(vi)       Evidence of possessing adequate Equipment Capabilities for the jobs, details of which are contained in the prequalification documents

(vii)      Any other information to prove the company’s corporate and technical experience and capabilities.

5.0       COLLECTION OF PRE-QUALIFICATION DOCUMENTS

All interested bidders are hereby requested to collect relevant pre-qualification Document for the projects, through a written application from procurement Unit, Room 21, Administrative Block A, Ground Floor, Public Service Institute of Nigeria.

(PSIN), Km 12, Abuja-Kubwa Expressway, Dutsen-Alhaji Junction, Abuja, as from Tuesday, February  09, 2010.

6.0       SUBMISSION OF PROPOSALS

(a)       Completed pre-qualification documents should be returned by hand on or before 12.00noon , Tuesday, February 23^rd, 2010, in two (2) hard copies and enclosed in a sealed envelope marked  PRE-QUALIFICATION PROPOSAL FOR “MAINTENANCE OF PREMISES” /or/ “PROVISION OF SECURITY SERVICES” /or/ “PROVISION OF CATERING SERVICES  /or/ “MANAGEMENT OF RESIDENTIAL FACILITIES”.

All proposals should be addressed and submitted by hand to:

7.0       OPENING OF BIDS

The opening of the pre-qualification proposals shall commence by 1.00pm the same day i.e Tuesday, February 23^rd, 2010 at the Institute’s Conference Room, Km 12, Abuja Kubwa Express Way, Dutsen Alhaji Junction, Abuja.
