Invitation for Pre-Qualification: Hydrocyclone Sand Check Services
1. INTRODUCTION
Mobil Producing Nigeria Unlimited (MPN), Operator of the NNPC/MPN Joint Venture plans to carry out Hydrocyclone Sand Checks on flowing wells located in their Joint Venture (JV) acreage.
We therefore seek expression of interested and reputable companies for prequalification as a first step of the tendering for the provision of Hydrocyclone Sand Check Services.
2. OPERATING CONDITIONS
Hydrocyclone Sand Checks will be conducted on wells with reservoir pressure ranging from 1,500psi – 10,000psi, and surface system pressure ranging from 100psi – 5,000psi. Surface system temperature can be as high as 250°F. Equipment and material provided must be compatible with, and capable of operating in the Nigeria offshore environment, A few wells produce gas containing small quantities of H2 S and CO2. Equipment should, therefore, be capable of optimum performance in the presence of up to 100ppm H2S and 5% of CO2 Oil production rates and gas production rates can be as high as 20,000bbls/d and 100mscf/d respectively.
3. SCOPE OF WORK
Sand Checks operations shall involve flowing wells through the hydro-cyclone sand trap and periodically bypassing the sand trap to recover trapped sand or solids (scale etc). Volume of trapped sand shall be quantified using appropriate measuring devices. The choke manifold shall be adjusted in a stepwise manner for sand producing wells until sand free rates are established. Contractor shall also be required to utilize MPN-owned Ultrasonic Sand Detectors to monitor wells for sand production.
The services to be provided shall include but not limited to:
1. Provision of qualified personnel and portable surface testing equipment required to conduct Hydrocyclone sand checks on MPN wells. Surface testing equipment shall include but not be limited to the following: low pressure (LP) and high pressure (HP) hydro-cyclone sand traps with 3” inlet and outlet line size (minimum working pressure of LP and HP Hydrocyclone sand trap should 1300psi and 2500psi respectively), pipings, fittings and accessories(crossovers, chicksans, Weco connections, fitting etc), actuated surface safety valves with emergency shut down (ESD) panel, 5K and 10K choke manifolds, portable diesel-powered generator (weighting) less than one (1) ton), portable air compressor (weighing less than (1) one ton) and appropriate sizes of sieves (100, 200, 260 mesh sizes).
2. Quantification of sand or solids production will be based on trapping, cleaning and weighing sand or solids produced for a known volume of liquid based on the liquid rate and flow duration
3. Provide personnel to operate MPN-owned Ultrasonic Sand Detectors. Personnel will be required to interpret and analyse acquired data and also provide training for MPN personnel where required.
4. Provide accurate monitoring and recording of surface pressures and temperatures during well testing using MPN testing facilities.
5. Provide accurate Sediment and Water and API (if required) measurement during well testing.
Bidder shall be responsible for maintaining its own equipment and ensure accurate quantification of trapped sand or solids as well as accurate pressure and temperature measurements.
4. PREQUALIFICATION DOCUMENTATION
A. SPECIFIC BIDDER DOCUMENTATION
In order to be considered for pre-qualification, interested parties are required at minimum to submit letters of intent accompanied with the following documentation as detailed. Failure to provide comprehensive and detailed information for all items specified may preclude consideration for Vendor’s pre-qualification.
1. Company shall provide detailed evidence of scope of work capabilities listed above, Verifiable evidence detailing suitability of current and offshore operations facility to meet the requirements of MPN and detailed history of similar work performed for other clients (minimum5 years), including type of work performed, number of jobs and Contractor related non productive time is required in this evaluation, Provide contact information for each referenced client including company name, physical address, mailing address and phone numbers.
2. Develop and provide a comprehensive detailed list of the company’s recommended equipment scope of supply, including details of Sand Checks equipment, with specifications that meet or exceed those listed and an inventory to enable execution of operations listed and proof of ownership of equipment currently owned by company that will be utilized in the execution of the work. This list must clearly define what is in Contractors existing inventory (not including equipment solely dedicated to another client) and what equipment Contractor is proposing to maintain in inventory prior to contract award. It must also consider sufficient inventory capable of supporting a minimum of three (3) Well operations simultaneously,

If company or company’s affiliate does not own the equipment submitted for consideration, company shall provide documentation of existing binding contractual relationship between company and the equipment owner which grants company the right to offer the specific equipment for this or other similar projects offshore Nigeria.
4. Proof of available qualified personnel, resources, warehouses, maintenance facilities, spares, etc. to support all proposed operations including documentation of qualifications, licenses, and certifications held by company’s personnel, manufacturing, maintenance, repair, engineering and testing facilities.
5. Documentation showing qualifications, licenses, certificates and training of bidder s personnel demonstrating experience supporting similar operations.
B. GENERAL BIDDER DOCUMENTATION
In addition to the Specific Contractor Documentation specified above, the following general documentation must be provided and presented in the following order;
1. Full details of Company Profile, contact information including company name, physical address, mailing address, and phone number for your Parent Company, each Subsidiary, and Technical Partner(s) to be involved in relation to the supply of materials and services for this contract. A copy of your Technical partnership agreement(s) (which must be signed by each party partnership with an Indigenous Company, documented evidence must be provided.
2. Document evidence of any relationships with supplying contractors or Sub-Contractors.
3. Current relevant registration with Nigeria Department of Petroleum Resources (DPR).
4. Sections 1-5 as listed in the Specific Bidder Documentation.
5. Details of contractor’s project management practices, including organizational structure Indicating key professional staff and their resumes, with details of any formal technical support agreements with foreign contractors. This specifically must address how Contractor will support MPN’s operations with a list of relevant key professional personnel and resume.
6. Company profile including Nigerian Shareholding and Certificate of Incorporation.
7. Evidence of Financial Capability.
8. Contractor’s financial details and audited accounts for the last three (3) years
9. Tax Clearance Certificate for the past three (3) years (2006, 2007 & 2008).
10. Signed copies of Contractor’s Safety, Health and Environment (SHE) policies, signed Alcohol and Drug Policy, and Malaria Prevention Policy. Provide SHE organization chart and safety statistics for preceding three (3) years to demonstrate a history of safe, well-managed operations under similar Conditions and work requirements.
11. Details of Company’s Quality Assurance and Quality Control (QA/QC) Procedure and Structure.
12. Documentation of key performance indicators tracked and reported and examples of Contractor’s failure reporting system
13. Details of community relation’s policy and strategy to assure smooth operations.
14. Details of Nigerian Content Inclusion/Plan.
