PUBLIC NOTICE
PRE-QUALIFICATION OF CONTRACTORS FOR YEAR 2010 HV TRANSMISSION LINES & ASSOCIATED TRANSMISSION STATIONS
The Federal Government of Nigeria, through the Transmission Company of Nigeria (TCN), intends to develop a pool of tested and competent contractors in the construction of 330KV and 132KV new Transmission. Lines and substations to improve electricity supply in the country. These contractors and consultants are to be involved in the following areas.
A) DESIGN AND ENGINEERING
B) PROCUREMENT AND CONSTRUCTION
PRE-QUALIFICATION
To pre-qualify, Contracting and Consulting companies are required to provide the following;
1) A copy of Certificate of Incorporation in Nigeria (Forms C02 & CO7 must be attached) or Overseas
2) Company profile including:
- Populated organizational and key professional staff with relevant experience on high voltage power lines and substations.
- Availability of requisite and appropriate skills among key staff and persons to be engaged in the project
- Record of Quality Assurance/Quality Management System to be implemented
- List of company Directors, their individual addresses and phone numbers, curricular Vitae should also be attached.
3) Evidence of having successfully completed three (3) similar projects within the past five years and/or details of ongoing projects.
Evidence of Final Taking Over Certificate/Certificate of Performance from clients including names must be attached
4) When a company is in Joint Venture (JV) Partnership or Consortium agreement, the role of each partner must be clearly defined in the JV agreement. Additionally, the Memorandum of Understanding (MoU) must specify the lead partner.
Evidence of such a relationship must be signed by the Chief Executives/ Partners. A copy of the JV agreement must be attached.
5) For the purpose of the same project, a firm can only be partner in ONE JV or consortium. Submissions for the same job/lot by JV or consortia having the same firm(s) as partner(s) shall be rejected.
6) Any other relevant information which may profile of the applicant.
7) The applicant MUST submit an audited account of the company along with the 3 year Tax Clearance Certificate which shall be verified and the original sighted on demand.
IMPORTANT INFORMATION
1) Only pre-qualified contractors will be invited to tender for the projects
2) Contractors engaged in either PHCH, PMU or NIPP projects whose performance is unsatisfactory will not be pre-qualified.
3) Contractors with litigation history/petitions with either, PHCN PMU or NIPP will not be pre-qualified
4. TCN reserves the right to categorize applicants for 330KV or 132KV projects based on their submissions
5) Pre-qualification is free.
SUBMISSION OF DOCUMENTS
One hard copy plus a soft copy are to be submitted.
The name and mailing address of the applicant company shall be clearly marked on the envelope(s).
All the information requested for pre-qualification shall be provided in English Language by all applicants.
Failure to provide information supporting document that is essential for the evaluation of the applicant qualification, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant.
Completed pre-qualification documents by applicants should be submitted in Sealed Envelope and clearly marked “APPLICATION FOR PRE-QUALIFICATION OF TRANSMISSION PROJECTS” delivered by hand or registered mail to reach the:
Asst. Gen. Manager (Procurement) TCN. Room 228, 2nd Floor, PHCN CHQ, Plot 441 Zambezi Crescent, Maitama, Abuja, on or before Monday 22nd March, 2010 by 5.00pm. Opening of applications will at 10.00hrs, Tuesday, 23rd March 2010 in the conference room, 2nd floor, PHCN Headquarters, Plot 441, Zambezi Crescent, Maitama, Abuja.
