REQUEST FOR EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business no. 655 of May 31, 2005.

The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following:

Preparation of Implementation Completion Report on Lagos Urban Transport Project Phase One

The objective of this assignment is to prepare an ICR that comprehensively examiners all interventions made under the IDA funded project components, including Bus Rapid Transit (BRT) scheme as funded by the credit. The following is required is required: (i) assessment of socio-economic and transport impact of LUTP interventions compared with baseline assumptions determined after project effectiveness: (ii) assessment of institutional capacity and performance of LAM ATA, MoT and other LUTP beneficiary implementing ministries, departments and agencies (MDAs): and (iii) assessment of Bank performance regarding LUTP implementation.

Scope of Assignment

(i)                Project Monitoring & Evaluation (M&E)

(ii)             The Consultant shall employ Key Performance Indicator (KPI) systems to diagnose and assess the impact of LUTP interventions;

(a)        Key outcome/ impact indicators by which achievement of the PDO is measured

(b)       Key output indicators by which successful implementation of LUTP is measured. The outcome and output indicators will be assessed as contained in the impact of the Bus Rapid Transit (BRT) Scheme.

The Consultant shall conduct a Rapid Evaluation review of LUTP’s program component objectives and prepare Log Frame analysis that describes the causal links between LUTP activities and desired outcomes. Consultant will utilize available data (including KPIs) to assess the efficiency and effectiveness of LUTP interventions.

(ii)    Economic Analysis for DRN

The Consultant shall conduct an economic cost/benefit analysis of selected roads within the 632 km DRN. There is need to justify substantial amount of IDA funds in maintaining, upgrading and rehabilitating the DRN under LUTP’s Road Network efficiency program. The Consultant will conduct field investigations necessary to prepare cost /benefit analysis and shall consider the following:

  1. Vehicle Operating Costs (VOC), Passenger Time & Income Saving
  2. Planning Time Horizon and Residual Values-
  3. Economic Evaluation
  4. Explanation of Variation
  5. Output:
  • Summary of traffic data
  • Summary of VOC savings (observed and estimated)
  • Summary of time savings (observed and estimated)
  • Summary of income savings (observed and estimated)
  • ERR/Net Present Value (NPV) for the selected roads
  • Explanation of variation between observed and estimated ERRs.

(iii)           Borrower’s Assessment of General Performance

The Consultant will be required to review all management reports which include among others, annual review reports, annual financial, procurement and technical audit reports carried out by the external auditor, monitoring and evaluation (M& E) report of key stakeholder missions and various studies conducted during the course of LUTP implementation.

LAMATA now invites eligible qualified Consultant with satisfactory, experience in implementing projects of similar nature and size to express interest in providing the above services interested consultants must provide information indicating their qualifications over the past five years, experience in similar conditions and availability of competent staffs for the assignment etc) For each project performed, the consultant shall provide the name and address of the client, date(s) of execution, name(s) of lead and associate firms and financing sources. Firms may associate to enhance skills and qualifications.

After evaluation of the Expressions of Interest, specific short lists will be prepared and only short-listed firms will be invited to submit proposals based on the specific terms of reference for the assignment The Consultant will be selected in accordance with the World Bank guidelines: and Employment of Consultants by the World Bank Borrows.
