INVITATION TO TENDER FOR THE EXECUTION OF CAPITAL PROJECTS FOR THE NIGERIAN ARMY

A.      PREAMBLE

In partial fulfillment of the requirements of Public Procurement Act 2007 in the procurements of goods and services by the Federal Government Ministries and Departments and Agencies, the Nigerian Army wish to undertake the execution contractors/vendors are invited to submit both technical and financial bids in line with the defined scope and technical specifications for the projects.

B.      PROJECT

Improvement of water supplies in NA Barracks: Drilling of Water Boreholes and Basic Supply Water Reticulation in various Nigeria Army Baracks spread nationwide.

C.      QUALIFICATION REQUIREMENT:

Tender should meet the following requirements:

1. Indicate clearly the location on the technical and financial submissions
2. Be registered with the Ministry of Defence, Defence Headquarters or the Nigerian Army
3. Possess the following:
   1. Company 3 years audited accounts report
   2. Certificate of Incorporation with CAC
   3. Tax Clearance Certificate for the last three years
   4. VAT Certificate/Evidence of Remittances
   5. Verifiable evidence of execution of similar projects, the contract sums, including copies of letters of award and completion certificate and other works experience
   6. Evidence of financial capacity from the Bank
   7. Pay a non-refundable tender fee of N50,000.00
   8. Provide list of construction equipment including an indication of whether owned or leased for own equipment evidence of ownership shall be required.

D.      VERIFICATION OF CLAIMS IN QUALIFICATION DOCUMENTS:

The Nigerian Army reserves the right to verify the authenticity of claims made in the tender documents submitted. All documents are to be subjected to vetting by the relevant intelligence Agencies.

E.      SUBMISSION AND OPENING OF TENDER DOCUMENTS:

Submission of bids should be in 2 separate envelopes, sealed and clearly marked as TECHNICAL and FINANCIAL stating the project bid for. The location is also to be clearly stated on the envelopes which are to be deposited in the tenders Box located in the Assistant Director Army Tenders Boards office at the Department of Logistics Army Headquarters, Ministry of Defence, Area 7, Garki Abuja.

Collection of tender requirements commences on Fri 5, February 2010 and submission of completed tender document closes by 1000 on or before 19^th February 2010. Successful pre-tenders will be notified immediately of the date and time of opening of tenders.

F.      PUBLIC OPENING OF BIDS

Contractors and their representatives are invited to witness the technical opening of bids same day at Army HQ. please note that only shortlisted contractors from the Technical Bid Evaluation shall be invited to the Financial Bid opening to be scheduled thereafter.

Nothing in this advertisement shall be construed to be a commitment on the part of the Nigerian Army to undertake the project, reply Army Company net found suitable or entitle any bidder to make any claim(s) whatsoever in respect of any expense(s) incurred in preparing a qualification. Late submission will not be considered. The decision of the Nigerian Army Procurement Planning Committee is final
