EXPRESSION OF INTEREST FACILITY MANAGEMENT SERVICE

KADUNA STATE GOVERNMENT

INVITATION FOR EXPRESSION OF INTEREST (FACILITY MANAGEMENT SERVICES) EOI no.01/KDS/MVS/2009

INTRODUCTION

Kaduna State Government of Nigeria through the Ministry of Youth and Sports, Invites expression of interest (EOI) from established and reputed professional, local and international firms /organizations who are engaged and having expe­rience in Facilities Management to express their interest to provide total service management for recently completed Sporting Facilities at the Murtala Mohammed Square, Kaduna. The State Government is considering award of total service contract within the scope of Facilities Management Services under one umbrella consisting of services as under;-

FACILITIES

The Sports Facilities include:

· Multi-Use Indoor Sports Hall with seating Capacity of 1,4B1 /

· Olympic Sized Swimming pool and Diving Pool with seating capacity of 1,156,

· Synthetic and Laterite Hockey Pitch with Spectator Stand / Changing facil­ity with seating capacity of 2,124,

Outdoor and Traditional Sports Courts consisting of:-

ü 4No.Hard Tennis Courts

ü 2No.Basket Ball Courts

ü 2No.Handball Courts

ü 2No.Volleyball Courts

ü 4No.Clay Tennis Courts

ü An Abula Court

ü Kokuwa Arena

ü 2No Fives Courts

· 3No.Pavillions.

· A Mini Gymnasium and Squash court

· Standard Horse racing track with high quality protective railings.

Support services to include Management of Z No. Block of Two Bedroom flats, (used as medical centre and office). Sanitary works, Maintenance of Park Lighting Systems, Security management Services and monitoring of move­ments of vehicle. Power operation & maintenance. Horticulture and landscaping of square. Road, and drain maintenance & repair. Water Distribution, operation & maintenance.

ELIGIBILITY

· Minimum 5years experience in the field of complete service providing /facilities Management,

· The firm shall be registered / incorporated in Nigeria or Overseas,

· The firm / organization should have proven capabilities of providing such ser­vices in at least 3 reputed Organizations facilities,

· Annual turnover during the last 3years,

THE FOLLOWING DOCUMENTS AND INFORMATION SHALL BE SUBMITTED TOGETHER WITH THE EXPRESSION OF INTEREST:-

· Full particulars of the organization/Company /Firm on their financial strength, constitution/ownership, organizational structure, manpower (skilled and unskilled), infrastructure, offices and main activities.

· Unabridged annual reports or audited financial accounts for the last five years along with current Income Tax Clearance Certificate and Solvency Certificate from the bankers (Bankers Address Inclusive);

· Details of major assignments undertaken of a similar nature, during the last five years;

· Certificate of the “Satisfactory Management” of facilities and reference list of past and current client;

ISSUES TO BE ADDRESSED IN THE EXPRESSION OF INTEREST

All submissions will be assessed solely on the information provided in response to the stated criteria:

Planned Operations Overview

· Operations should provide details about their expectations and ideas of how they will run the facility,

Experience in the last five years in the operation of similar facilities

· Demonstrate evidence of recent experience in the operation of similar sports facility. Provide specific examples of the location and nature of such facilities and include details of turnover of the operation.

Experience of proposed staff

· Provide details of the training and educational background of the key per­sonnel within the company responsible for management of the facilities. Demonstrate that the staffs have a successful track record in providing and employing appropriate staff in similar operations,

Financial Stability Involved

· Provide details of current business operations. Current Involvement in Industry

· Provide details and duration of membership with registered Facility Management associations within or without.

Industrial Relations Record

· Provide details of successful experience in business of Facility Management.

6. PRESENTATION

· All incoming expressions of interest will be examined thoroughly. Eligible firm/organization would be required to personally discuss and make a pre­sentation on their credentials and the proposal before a committee of Officers constituted by the Ministry.

· The exact date, time and venue for the discussion and presentation would be communicated separately. The firms short listed on the basis of the discus­sions and presentations would be required to submit technical and financial projections plans for the facility,

· The ministry would not reimburse any of the expenses incurred by the Agency towards preparation of the EOI document, traveling cost, boarding and lodging incurred by it for attending any pre-bid discussion or bid meet­ing or visiting the Ministry for making the Presentation.

· The Ministry shall in no case be responsible for any such costs whatsoever, Regardless of the outcome of the EOI process.

GENERAL CRITERIA FOR EVALUATION OF THE FIRM AMONG OTHERS;

· The Applicants would be evaluated / assessed broadly on the following cri­teria:

· Credentials of the organization, its structure and constitution;

· Core business and experience;

· Technical and managerial capability of the firm,

· Performance record of the last three years,

· Methodology and work programme/action plan for the proposed

· Experience in the field of assignment and qualification of key team members to be deployed.

SUBMISSION OF EXPRESSION OF INTEREST

An original copy and two (2) other copies of Expression of Interest in sealed envelopes clearly marked “EOINO.OI/KDS/MYS/ 2009″- FACILITY MAN­AGEMENT SERVICE for Murtala Mohammed Square at the top right hand corner shall be delivered to the address below on or before 23rd August, 2009 to:
