INVITATION FOR PRE-QUALIFICATION (PQ/MS/1064/08)
FOR ENVIRONMENT MONITORING SERVICE CONTRACT FOR THE PROPOSED LNG PLANT AT BRASS ISLAND, BAYELSA STATE NIGERIA
INTRODUCTION
Brass LNG Limited intends to award Environmental Monitoring Service Contract for its LNG plant project at Brass Island, Bayelsa State Nigeria.
Brass LNG therefore invites only interested suitable, reputable, qualified and experienced Environmental Monitoring Contractor and Consortiums having proven experience and resource in executing complex Environmental Monitoring Project of this nature and size within Nigeria with adequate resources in term of manpower equipment and financial to submit proposal for Pre-qualification of Contractors to tender for the following brief and indicating Scope of Work.
Scope of Work
Environmental Monitoring Services shall include providing staff, Materials, Equipment, and transportation necessary to perform all environmental monitoring in accordance with Nigeria and international standards. These environmental monitoring services include, but are not limited to the following.
- Noise samples taken around the project size and in the local communities
- Ambience are samples taken around the job size perimeter and some off size location
- Incinerator stock emissions monitoring
- Hydrology hydrobiology and fisheries surveys conducted in area surface waters.
- Storm water samples taken from site drainage system
- Surface water sample from ocean area in the vicinity of the project site, as well as from local rivers and streams.
- Ocean sediment supplies taken from areas immediately offshore from the project site as well as from offshore construction areas up to 15 km from the shore
- Ground water samples taken from the site ground water monitoring wells.
- Soil fertility, soil ecology and flora ecology sampling
- Fisheries surveys to determine if offshore construction activities have an impact on fisheries resources in the area
- Intertidal and benthic biological surveys
- Biological Monitoring in creeks and rivers, including plankton towns and
- Shoreline monitoring surveys including drainage surveys profile surveys bathymetric surveys, shoreline position.
- Surveys by remote sensing, and shoreline management surveys
Environment Monitoring also include preparation of report drawings, and databases describing in detail the sampling efforts and results of sampling
1.1 Qualifications
Contractor shall have the necessary permit licenses and accreditations as directed by the FMEnv and NIMASA to perform the work. Contractor shall provide appropriately qualified file environmental supervisors, field environmental engineers, laboratory supervisor and technical to perform the work. Contractor shall use field environmental and laboratory supervisors, engineers and technicians that are proficient in performing sampling and/or analyses in accordance with FMEnv 2nd international standards and have appropriate Nigerian licenses and qualifications.
1.2 Quality Assurance and Quality Central
Contract shall utilize the services of in appropriately accredited laboratory and test facilities in Nigeria to perform laboratory analysis on soil, water, and air, samples that cannot be analysis by field equipment.
The contractor shall be responsible for applying obtaining maintaining all require licensing, authorization, registrations and permit that may be required under the prevailing laws of Nigeria for the performance of these services. Contractor shall comply with all applicable Health. Safety and environmental laws and will be solely responsible for initiating maintaining and supervising all HSE precautions and programs in line with the project HSE Policy, project Construction Environmental Control Plan and EIA.
PER-QUALIFICATION REQUIREMENTS
To pre-qualify, it is mandatory that interested Contractors. Consortiums & Subsidiaries must provide the following required information and supporting documents, for itself, its Affiliates, Partners, Holding Company, etc. and in case of a Consortium for each of the members in the same manner and sequence as field below. Failure to provide any of the requested information will disqualify the applicant.
1. COMPANY PROFILE
Ownership, form, structure sole contractor/consortium/with parent company as subsidiary/partners, Affiliates, giving name and details. Organization structure, charts, with first of key management & technical personnel giving name position. Qualification experience, age, role. Nationality with CVs for Contractor and each participating member parent holding. Standard policies, Procedure, for project, cost and documentation control used in major Environmental Monitoring Services Contract.
Partners Affiliates, etc. If not a sole contractor then provide structure, chart, list of key management & technical personnel giving names, position, experience, qualification, age, responsibility with CVs, required for the management of the consortium/JV/ partnership, etc. Contract person names, position & contact details signed Agreement MOU between the members specifying management structure and work responsibility any literature brochures, etc.
2. CERTIFICATES AND REGISTRATION
- Current copies of Certificate of Incorporation
- CAC Registration in Nigeria
- Department of Petroleum Resource (DPR) permit
- Pay as you Earn (PAYE)
- Value Added Tax (VAT)
- Business permit and
- Income Tax Clearance (ITC) Certificate
- For last three (3) years ISO Certification Memorandum of Articles and Association
3. ACCOUNTS AND INSURANCE RECORDS
Audited Accounts and balance sheets of last three (3) years. Financial ratios to assess liquidity. Profitability, e.g. current asset turnover debit equity-turnover etc. fixed asset certified list & values, Bankers in Nigeria and Oversee. Bank reference letters giving limits, and insurance policies list giving type, coverage, value, terms, premium.
4. RESOURCE
List with evidence of Contractors owned resource covering Manpower (Permanent + contract staff) list giving name position-qualifications, age experience, scope of work and nationality.
Equipment –List giving type make, specification, year, function, location with ownership proof.
Infrastructure offices, logistic s, warehousing, list with evidence giving location, size in sq ft, facilities & capabilities major sub-vendor List with names, address, contact person, field of activity, executed contracts with value and duration.
5. PAST WORK EXPERIENCE
List with evidence of Contractors and Consortium past Environmental Monitoring contracts work experience during the last ten (10) years in Nigerian and Overseas giving brief scope of work client names, work site, contract award value, actual completion date & duration, project Managers name and contract details for:
- All Environmental Monitoring Services
- Project completed (attach completion certificate)
- All similar Project completed
- Maximum value Environmental Monitoring Services contract completed
6. Current Workload
List with evidence of Contractors/Consortium ongoing and future project (2008-2011) in Nigeria and Overseas giving brief scope of work client name, work site, contract award value, contract duration, percentage completion supported by milestone completion certificates, Project manager’s name & contract details.
Graphical presentation showing availability of equipment, financial and manpower for executing this work between 2009-2012.
7. PROCUREMENT
Procurement Policy & procedures Plan & organization structure used in a major Environmental Monitoring Services Contract.
8. Health Safety and Environment
The submission shall include the following information
- HSE policy and key element of other HSEMS
- Contractor shall develop a Preliminary Contract HSE plan to verify that all hazards associated with the work or services have been identified and that adequate control and recovery measures have been determined. The preliminary HSE plan shall include.
- Legal and regulatory requirements
- HSE performance target for the services
- Identification of anticipated major hazards inherent in the contract
- Assessment of the risk associated with those hazards
- A description of the contracts, safeguards and mitigating Measures that will be implementation to manage the HSE risks.
- The operating procedures and HSE standard planned to be used during the contract.
- A summary of the HSE performances over the last (3) years (e.g. facilities, LTH TRIR, reported incidents, number of worked hours etc.)
- HSE documentation concerning personnel and equipment (Equipment certificates, personnel training certificates etc.)
9. QA/QC
Policies standards, & program used for subcontractors, materials & in a major Environment Monitoring Services Contract.
10. Planning Cost & Doc, Control
Standards Policies, procedure for project, cost and documentation control used in major Environment Monitoring Services Contract.
11. COMMUNITY RELATIONS
Policies and Organization structure used in largest Environmental Monitoring Service Contract for handling community related, issues, past experience with communities in the Niger Delta Region. List of community development projects completed and in progress including brief scope of work client, location value and duration.
12. NIGERIA CONTENT
Consistent with the Nigerian Government directive on Nigerian Content Brass LNG Ltd is committed to provide maximum opportunities for Nigerian capacity utilization and development of in-country expertise.
Therefore, Brass LNG expect Contractor and Consortiums to fully comply with the Nigerian government directive on Nigerian Content including in-country domiciliation of all personnel, supporting activities as well as locating both the PMT and procurement Centres in-country and carrying out in-country scope, Contractor shall provide a plan and strategy showing commitment to meeting the Nigerian Content targets and how the Contractor intends to perform the work consistent with the Nigerian Government directives.
Contractor and Consortium that are structured simply as agencies and representatives will be excluded.
The Federal Government of Nigerian Policy and directives on Nigerian Content Development (“Directive”) mandates that all contract in the petroleum industry create value in-country with target of 70% by 2010 in terms of total monetary expenditures, in-country, COMPANY indent to and will expect contractors to comply with Federal Government Nigerian Content Development Directives of October 13, 2006 (or its latest revision) available at www.nnpcgroup.com and www.nigecontent.com because they constitute a FATAL FLAW in all Contract evaluations. As a result Contractors will be evaluated on the perceived willingness, documented track record, and demonstrated plan to fully comply with the Directives and Company requirements.
Failure to fully comply with the Government Directives or demonstrate commitment to Nigeria Content Development shall result to disqualification from pre-qualifying this contract. An objective of this pre-qualification process is to allow contractors to demonstrate their willingness and ability to perform this work in Nigeria using resources (goods, materials, product & services) of Nigerian origin in a dependable manner, Each contract will also be required to demonstrate that they will maintain a stable management organization & infrastructure in Nigeria, maximum the utilization of Nigeria resources and building competences capacity locally
Responses must include the following
- Describe where your Project Management Team and Procurement Centre will be located in Nigeria. Please also submit an organization chart in substantiate this information provide the location (name address & description) in Nigeria of the Laboratory and testing facilities to be utilized on this project.
- Provide description of how bidder would maximize the utilization of Nigerian resources (human and material) and service in the execution of this contract and the indigenous services & local 3rd party business that would support the contract. Maximizing Nigeria Content is a key project priority.
- Demonstrate that entity is an indigenous company or on indigenous company in genuine alliance with a foreign-owned or multinational company registered in Nigeria. Submit certified true copies of CAC forms, 10, 02 & 07 including company Memorandum & Article of Association and/or evidence of entity incorporation, Shareholder & ownership structure in Nigeria. Evidence of the partnership /JV Agreement with a Nigerian or indigenous Company with duly signed binding Agreement by the CEO of both parties.
- Provide detailed description of the location of in-country commuted facilities & infrastructure (assets, equipment, technical office, and administrative, space storage, workshop repair & maintenance, laboratory & testing, etc.) in Nigeria to support this contract or submit a credible and verifiable plan toward setting up.
- Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
- Provide a project specific, training, skills development and technology transfer plan to Nigeria personnel or indigenous business including evidence of past performance on training and development for Nigerians national & indigenous business plan for sponsorship of Nigeria to acquire competent and/or certification. Further development of local employees as professionals.
13. Any Addition Information
That will enhance Contractor’s Consortium’s prospect for pre-qualifications
In case of Consortiums, the above requirements are to be furnished for each and every member demonstration joint and several liabilities to perform.
Failure to provide any of the requested information and document will disqualify the applicant. Please note that Contractors/Consortium will be evaluated for the completeness and quality of the information presented with supporting document, demonstrating their technical financial and management capabilities in executing the entity and not part of the scope of work.
Pre-qualification proposal should be submitted in three (3)sets of hard copy plus two (2) set of CD-Rom, Each set must be property indexed, separated and arranged into 13 sections in the serial order as indicated above & submitted in a sealed envelope printed to show the following

Only short listed Contractors and Consortiums having similar post experience adequate equipment and financial, manpower, technical, capabilities and resources will be invited to participate in further activities leading to tender stage.
Full tendering procedure will be provided only to the pre-qualified companies. In addition to the view of the proposals, team visits to facilities, and safely, Technical & Financial Audits may be conducted.
Brass LNG will only deal with authorized officers (with Power of Attorney) of the pre-qualifying & tendering companies and nor through individuals or agents.
Brass LNG will not enter into correspondence with any Contractor company or individual on why it was short-listed or not short-listed.
