Invitation for Pre-qualification:

Provision of Downhole Rental Tools & Services

1. INTRODUCTION

Mobil Producing Nigeria Unlimited (MPN) operator of NNPC/MPN Joint Ventures plans to engage Downhole Rental Tool Services on its offshore locations within the NNPC/MPN Joint Venture (JV) acreage for an anticipated contract term of three (3) years. Contract is expected to commence in the third (3rd) quarter of 2011.

2. SCOPE OF WORK

The scope of work includes, but is not limited to the provision of drilling and completion rental tools and drillpipe. Tools include mechanical and hydraulic drilling jars, jar intensifies surface bumper jar, shock subs, junk mills, tapered mills, junk baskets, impression blocks, safety joints, washpipe, section mills, whipstock assemblies, casing patches, wellhead recovery systems, hole-openers, casing scrapers, drill pipe, drill collars, lift subs, safety valves, bristle brushes, pressure activated under-reamers and appropriate spares. For pre-qualification consideration, Contractor application for this service must include the following technical information and the general information:

3. SPECIFIC BIDDER DOCUMENTATION

For pre qualification consideration, application for this service must include the following technical information:

A. Bidder shall provide evidence of scope of work capabilities listed above or evidence of an existing contract with a sub-contractor capable of providing scope of work capabilities above. In the event of an existing sub-contract, evidence must be provided of sub-contractor’s scope of work capabilities.

B. Demonstrate a history of safe, well-managed operations under similar conditions and work requirements over the previous 5 years. Provide details of Safety, Health and Environment Policy and Program.

C. Comprehensive listing of Contractor’s Downhole Rental tools located in Nigeria showing quantities typically in stock. Proof of available resources, warehouse, maintenance facilities, spares, etc. to support the operation for a period of at least one year.

D. Verifiable insurance policy on all Downhole-related tools and services

E. Documentation showing qualifications, licenses, certificates and training of Contractor’s Services personnel demonstrating experience with and capability of work in an offshore environment.

F. Documentation of licenses and certifications held by Contractor’s inspection, maintenance, repair and testing facilities and associated personnel.

G. Documentation showing tool inspection and calibration frequency and compliance with API RP7G and DS-1 Service Level 3-5 inspectation standards for equipment tool joints and body dimensions

4. GENERAL BIDDER DOCUMENTATION

In addition to the Specific Contractor Documentation specified above, the following general documentation must be provided:

A. Current relevant certificate/receipt for application with the Department of Petroleum Resources (DPR). Expired certificates/receipts not acceptable

B. Documented evidence of any relationships with supplying contractors or subcontractors

C. Company profile including Nigerian Shareholding and Certificate of Incorporation

D. Contractor’s financial details and audited accounts for the last three (3) years

E. Evidence of Financial Capability

F. Evidence of Tax Clearance Certificate for the past three (3) years

G. Details of Contractor’s project management practices, including organizational structure indicating key professional staff and their resumes, with details of any format technical support agreements with foreign contractors

H. Details of Safety, Health and Environment Policy and Program

I. Safety Records for preceding three (3) years

J. Details of local content inclusion/plan

K. Details of quality control and quality assurance procedure

L. Documentation of key performance indicators tracked and reported and examples of Contractor’s failure reporting system

M. Details of community relation’s policy and strategy to assure smooth operations

5. NIGERIAN CONTENT

The Federal Government of Nigeria (FGN) directives on Nigerian Content Development (“Directives”) mandates all contractors create value in country with a target of 70% by end of 2010 in terms of total monetary expenditures through the deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental standards.

MPN intends to and will expect the contractor to comply with the FGN/NNPC Directives of October 13, 2006. As a result, Bidders will be evaluated on their documented willingness, track record, and plans to fully comply with the Directives and Company requirements. Failure to comply with Government directives or demonstrate commitment to Nigerian Content development may result in Bidder’s disqualification.

An objective of this pre-qualification process is to allow companies to demonstrate their willingness and ability to perform this work in Nigeria in a dependable manner. Each contractor will also be required to demonstrate that they will maintain in a stable management organization in Nigeria.

Please note that work performed outside Nigeria is not considered as value created in-country.

In view of the above, responders should state the following:

1. Description of your company’s committed infrastructure in Nigeria, offices, workshops, etc.

2. Detailed description of all work your company will accomplish using Nigerian Resources (labor, materials & services).

3. Location of established families in Nigeria for carrying out inspection, maintenance, repair and testing of equipment

4. Description of company’s Ownership Structure Attach copies of CAC forms

(CO2 & CO7)

5. Description of your Contract Management Team location in Nigeria and submit information to substantiate this

6. Verifiable details of company’s targeted training programme and understudy plans (training needs may include but not be limited to: inspection, refurbishment, and testing methods of used downhole rental equipment; enhanced program inventory and report writhing skills; well control methods; blow out prevention response; offshore survival; HUET training; safe material handling, fire fighting/fire prevention; drilling and crane operations) to maximize utilization of Nigerian personnel. Details to include:

· Sponsorship of Nigerians to acquire professional license or certification

· Further development plans of local employees as professionals

7. Description of your Procurement Centre location in Nigeria. Please also submit an organization chart to substantiate this information

Notwithstanding the submission of the requested information, MPN is neither committed nor obligated to issue any call for tender or to include any company on any bid lists or award any form of contract. MPN will not make any form of payment for submissions presented in response to this notice.
