INVITATION FOR THE EXPRESSION OF INTEREST TO DEVELOP GENDER POLICY AND GENDER SENSITIVE CURRICULUM FOR THE NIGERIA POLICE
UNIFEM, UNFPA in collaboration with the Nigeria Police hereby invites interested and eligible organizations for the expression of interest to develop;
- Gender policy for the Nigeria police
- Gender sensitive curriculum for the Nigeria Police.
The Government over the years has demonstrated commitment to achieving the targets of the MDGs, particularly goal number 3, which emphasizes the promotion of gender equality through the existence of institutional and legal mechanisms to enhance the attainment of gender parity, protection and promotion of services for women. National priorities as reflected in the 7 points agenda and the Vision 20:2020 of the current administration are an indication of the Federal Government of Nigeria’s intent to create an enabling environment for overall promotion and protection of women’s rights reduction in maternal mortality and increased financing for gender equality.
Gender based violence is a major obstacles to women’s participation in development mainstream. Gaps in legislative provisions for women’s protection and ineffective enforcement of GBV laws lack of institutional capacity of the security personnel (Police) to manage, monitor and act to protect women and girls from GBV is severely limiting in Nigeria in relation to institutions with responsibilities for protection must be knowledgeable, their capacity built to enable them carry out these functions of protection and response.
This has informed the activities of stakeholders across the globe to re-focus their support on institutional mechanisms necessary for effective mainstreaming of gender sensitive response into security personnel; operations and services
UNIFEM, UNFPA and in collaboration with the Nigerian is supporting the process of capacity development of the Nigerian Police Force through the development and operationalization of a gender policy and gender sensitive curriculum to inform basic and advanced Police training in Nigeria
Objectives
The main objective of the projects is to undertake analysis .of the existing Police curriculum and training manuals, and develop a policy/curriculum/training module for integrating gender issues in Police training colleges
Process
Some of the steps are as follows:
- Desk review of existing instruments
- Interviews
- Report writing
- Stakeholders meetings
- Dissemination
Tasks for the Consultant
- Co-ordinate the selection of relevant organizations involved in various activities.
- Mobilize selected Organizations to participate in the various segments of this process.
- Collaborate with UNIFEM, UNFPA and the Police to facilitate technical sections for the JWC Units
- Manage operational logistics and administration at all stages of project implementation.
Deliverables
- Development of curriculum for the Police on GBV
- Development of gender policy for the police
- Curriculum dissemination to relevant stakeholders
- Provision of detailed financial and narrative report of the entire process.
Time Frame: A maximum of 2 months from the date of commencement ( between now and 17th March 2010)
Fees: According to UN rates.
