ENGAGEMENT OF CONSULTANT FOR BASELINE SURVEY REQUEST FOR EXPRESSION OF INTEREST (EOI)

Contract No; TRS CSDP/BS/COS/001

The Taraba State Government of Nigeria has received a credit from the International Development Association (IDA) towards the implementation of the Community and Social Development Project (CSDP) and intends to apply part of the proceeds of this credit to payments under the consultancy services for baseline survey in all the communities in the sixteen (16) participating Local Government Areas (LGAs) across the three (3) Senatorial Districts of the State. This is Northern Ardo-kola. Jalingo, Karim-Lamido, Lau, Yorro and Zing LGAs; Central Bali, Gashaka, Gassol, Kurmi and Sarduna LGAs Southem; Donga, Ibi, Takum. Ussa and Wukari LGAs.

2. OBJECTIVE OF THE ASSIGNMENT

The contract for the baseline survey is to be awarded to ascertain the socio-economic status of the participating communities, and will be used for a comparative impact assessment of project performance at the end of the Project.

3. SCOPE OF THE ASSIGNMENT

The consultant is expected to visit all the 16 participating LGAs in Taraba State and supply the following general information:

· Name of LGA and communities as well as existing Community Development Associations/Community Based Organizations, (CDAs/CBOs)

· Distance of community to the LG Headquarters and state capital

· Population of community disaggregated into gender/adult children/ethnicity/religion.

· Occupation (cropping pattern, crops, yields, domestic animals such as sheep, goats, catties and others)

· Available infrastructure (schools, health centres, water supply, etc)

· Average household size (family) disaggregated into gender/adult/children

· Sources’ of household income/economic activities

· Others

4. DRUATION

The survey is expected to be concluded within eight weeks

5. TACSDP hereby invites eligible firms to submit Expression of interest for the assignment. Interested firms must provide detailed company profile showing experience and competence relevant to the assignment.

6. Please note that the cost of Expression of interest (EOI) and negotiation of the contract are not reimbursable as a direct cost of the services.

7. A firm will be selected under Consultant Qualification Selection (CQS) Method and procedures, in accordance with the policies of IDA detailed in the Guidelines Selection and Employment of Consultants by the World Bank Borrowers which can be found at the following website: www.worldbank.org/procure

8. The Expression of interest, one (1) original and two (2) copies, in a properly sealed envelope must be delivered to the address below on or before 7^th December 2009 by 12 Noon. And should be clearly marked “EXPRESSION OF INTEREST FOR BASELINE CONSULTANT”
