INVITATION FOR BIDDING FOR CONSULTANCY SERVICES FOR REHABILITATION OF AND EXPANSION OF SAPELE POWER STATION

INTRODUCTION

The National Integrated Power Project is a fast-track implementation entity for the improvement of electric power generation, transmission and distribution in the country. New power stations in the country under the auspices of the NIPP are currently under construction.

TRANSMISSION LINES AND ASSOCIATED SUB-STATIONS

To facilitate the evacuation of power generated from the power stations to the national grid, the federal Government builds selected transmission lines with the associated switch-yards, sub-stations and grid connections in addition to the supply of transformers -330/132, 132/133KV, etc.

Bids are requested from Consulting Firms for Consultancy Services for the Rehabilitation/Extension of the existing Sapele Power Station 330KV Switch Yard to be located in the power station. Qualified consulting firms will be required to purchase bid documents for non-refundable fee of Five Hundred Thousand Naira (N50,000.00) only. In case there is any synergy to be derived from an on-going project, the applicants can use same to improve their competitiveness. Consortia of firms can bid jointly.

The criteria to be used for the qualification include, but are not limited to:

1. Specific experience in the execution of consultancy services for transmission lines/substations not below 330KV/132KV

2. Evidence of having carried out similar jobs in developing countries (indicate only projects completed).

3. Audited financial statements for the immediate past three years

4. Evidence of incorporation or Business Name Registration

5. Any other relevant information that would assist in the evaluation of your proposal.

EPC contract involves for the rehabilitation of 4 Nos. bays (2 Nos. unused bays + 2 No bays currently used by the Gas turbine station) of existing switchyard and addition of 2 Nos new bays (this will be used to relocate the power evacuation facilities from the existing gas turbines).

Also the 4 Nos. new gas turbines under construction by NIPP will be wheeled through the rehabilitated bays.

INSTRUCTIONS

A. Your bids should be submitted in an original and three copies, on or before 12.00noon of Friday, May 8^th 2009. No part of the envelop should reveal the identity of the consultant. Technical and Financial Bids should be packaged differently. Also soft copies in CD should be submitted.

B. You should clearly mark, on the top corner of the envelop; (B-2) Consultancy Services for Rehabilititation and Expansion of Sapele Power Station Switchyard National Integrated Power Projects, April 2009.
