Invitation for pre-qualification to tender for the following projects
The Federal Capital Development: Authority (FCDA) through the Department of Satellite Town Infrastructure intends to procure the under listed projects within the year 2010 budget.
In line with the 2007 Public Procurement Act, the Authority is inviting interested, competent and reputable Engineering Construction Companies to submit pre-qualification documents for any of the under listed projects:.
- EXTENSION OF KARSH1 APO ROAD (F106)
- PROVISION OF ROADS, WATER AND ELECTRICITY SUPPLIES TO RESETTLEMENT SITE OF GALUWYI/SHERE
- PROVISION OF ROADS, WATER AND ELECTRICITY TO RESETTLEMENT SITE OF WASA
2. SCOPE OF WORK
The scope of work includes:
(i) Site clearance and earthworks
(ii) Road pavement consisting of laterites sub-base, crushed stone base process) and laying of asphaltic concrete finishing.
(iii) Storm water drainage
(iv) Construction of concrete lined drains
(v) Reinforced Culverts box culverts
(vi) Pre-cast concrete pipe culverts
(vii) Stone pitching
(viii) Electric Power Supply
(ix) Water Supply (Applies to 2 and 3 alone)
3. PRE-QUALIFICATION REQUIREMENTS
Interested Companies are invited to submit the following pre-qualification documents
3 1 CONTENT OF TECHNICAL PROPOSAL
- Evidence of incorporation of the Company with Corporate Affairs Commission (CAC) including Articles and Memorandum of Association of the company and up to date annual return with the CAC (mention forms C02 & 08 to be included
(2) The Company must show evidence of fulfilling of its Tax obligation as follows:
i) Tax clearance Certificate for the last three years supplied with TIN
ii) Pension and Social Security Contributions
(3) A sworn Affidavit certifying as follows:
i) The company is not in receivership, insolvency or bankruptcy
ii) The Company does not have any director who has been convicted by any court in Nigeria and any other country for criminal offence in relation to fraud or financial impropriety.
iii) That no Officer of FCDA or BPP is a former or present director or shareholders of the company
iv) That there has been no promise of a gift in any form to any of the FCDA or BPP Staff
- Audited Accounts of the Bidder for the last three (3) years duly endorsed by a firm of Chartered Accountants
- Letter authorization FCDA and her representative to cross check the submitted company’s Bank Account
- Evidence of work experience as the main contractor executing or having executed a minimum of five (15) projects of similar complexity compared to the proposed work one of which must have been within the last 5 years. Copies of Award Letters, Last Interim Certificates of valuation for on-going projects, Completion Certificates and Final Maintenance Certificates where applicable are to be enclosed
- Verifiable list of major construction equipment and facilities including registration numbers, chassis numbers, locations (where they can be inspected) and remark on whether they are owned leased or hired. The minimum numbers of equipments includes required are as listed below:
a) Ten (10 ) Nos Bulldozers
b) Five (5) Nos Scrappers
c) Ten (10) Nos Graders
d) Ten (10) Nos Excavators
e) Fifteen (15) Nos Pay Loaders
f) One (1) No Asphalt Plant
g) One (1) No Concrete Batching Plant
h) (Three (3) Nos Asphalt Pavers
i) Ten (10) Nos Water Tankers
j) Three (3) Nos Diesel Tankers
k) Ten (10) Nos Mobile Concrete Mixers
l) Fifteen (15) Nos various type of Compactors
m) Five (5) Nos Concrete Pumping Machines
n) Ten (10) Nos Various types of cranes
- o) Thirty (30) Nos 20 30 Ton Tippers
p) Ten (10) Nos Dumpers
q) One (1) Insitu concrete laying Equipment (Commander)
r) Five (5) Nos Cable Drum Jacks
s) Three (3) Nos Crane Mounted Bucket Lifts
t) Tow( 2) Nos Cable Crimping Machines
u) Electrical testing equipment such as 80KV Hypotronic, Megger, Earth resistants Tester etc
v) One (1) No Functional Quarry
- A functional and well equipped material testing laboratory
- List of key technical personnel stating their roles, designation, qualifications and years of experience with the guarantee that a minimum often (10) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of educational and professional certificates are to be attached.
10. History of company’s policy on Community Social responsibility
NOTES:
Items 1 5 are Eligibility Requirements and their Originals must be produced by company for sighting during the opening session.
All claims must be substantiated with verifiable facts.
The photocopies of professional certificates are to initialed, endorsed by the owners and professional seal must be embossed on the professional certificate.
4.0 SUBMISSION OF DOCUMENTS
The pre-qualification documents should be submitted in duplicate, all in sealed envelopes clearly marked “ORIGINAL AND DUPLICATION COPY: with the following inscription
“PRE-QUALIFICATION TO TENDER FOR THE …………………
The pre-qualification documents should be submitted directly to FCDA Procurement Department . Room 005 (Ground Floor) New FCDA Headquarters opposite NTA Abuja Area 11, Graki Abuja on or before 12 Noon, Wednesday 17th March 2010. All documents will be publicly opened on the same day at the FCDA Conference Room after the close of bids of all prospective bidders or their representative
Further Notes:
1. Only companies with a minimum of N5 billion (Five Billion Naira) annual turnover need apply.
2. This is not an invitation to tender. Only pre-qualified firms will be invited to tender for the project. Others may know their performance by a formal request to the Accounting Officer of FCDA.
3. Interested companies are responsible for the registration, timely and safe submission of their pre-qualification documents means of delivery notwithstanding.
4. The Authority shall carry out Due Diligence on the companies to verify claims included in their submissions.
5. Interested members of the Public especially Civil Rights organizations could attend at their own cost and will be required to introduce themselves to the chairman of the opening session.
