INVITATION FOR THE EXPRESSION OF INTEREST AS DEVELOPER/INVESTOR
FOR THE BUILD, OPERATE AND TRANSFER (BOT) SCHEME FOR SIT DEN IS
HOSTELS IN UNIVERSITIES AND OTHER TERTIARY INSTITUTIONS
UNDER THE PUBLIC PRIVATE PARTNERSHIP INITIATIVE
1. The Federal Government of Nigeria as part of its economic and infrastructural development reform agenda, and the need for the provision of affordable and decent hostel accommodation for the increasing number of students in the nation’s Universities and Tertiary Institutions, has resuscitated the Committee on University Hostel Scheme Build Operate and transfer (BOT)
2. The Technical Committee which membership is drawn from relevant professions from the Federal Ministry of Works, Housing and Urban Development, Federal Ministry of Education, and National Universities Commission has the following Terms of Reference:
(a) Identify Private Developers, and evolve a cost effective, efficient and viable mechanism that will ensure facilitation of collaboration between Government, Private Sector and Universities in the provision of hostel accommodation;
(b) Establish guidelines for execution and facility management of the hostels;
(c) Identify and survey the sites for hostel accommodation,
(d) Planning of the sites;
(e) Prepare and design the hostels: and
(f) Suggest any other measures that will contribute to the success of the scheme
3. Therefore, the committee intends to enter into business relationship with Qualified Private Companies/Consortium, both with local and international to undertake the Build, Operate and Transfer (BOT) Scheme for the provision of Students Hostels in the Federal Universities and other Tertiary Institutions
4. The building and furnishing of the hostels is to be done in accordance with specifications of Federal Ministry of Works. Housing and Urban Development and International Standards, in such a manner as to provide secure, decent and affordable students hostel accommodation. The selected Developer/Investor shall maintain and operate the hostels to an acceptable standards over an agreed period.
5. The ministry therefore intends to procure the services of experienced Developers/Investors with full complement of relevant skills to assist through the regulated phases of the Public Private Partnership (PPP) life cycle. Specifically, the Developers/Investors will undertake Feasibility Studies and make strategic management recommendation and advice to the Ministry.
6. Firms interested in applying as Developers/Investors are hereby invited to submit Expression of Interest (EOI) for any or all of the Federal Universities and other Tertiary institution.
7. The applicants are expected to demonstrate financial and technical competence to undertake the project. The EOI submission should include but not limited to, the following:
(i) Full name of Developer/Investor and contact person(s), postal contact and e-mail addresses, telephone/facsimile/mobile numbers;
(ii) Company Profile;
(iii) Evidence of civic and statutory compliances including three years abridged audited Reports, Tax Clearance Certificates and Certificates of Incorporation;
(iv) A Bank draft of N250,000.00 non-refundable processing fee in the name of “Committee on Universities Students Hostel (Build, Operate and Transfer) Scheme’” for each application.
8. Upon receipt of EOI from interested Developer/Investors, the Ministry shall evaluate and pre-qualify applicants. The pre-qualified applicants shall be issued with Terms of Reference (TOR).
9 interested and qualified Developers/Investors desiring to partner with the Federal Government in this scheme, should submit EOIs for any or all of the Federal Tertiary institutions, describing in services, and level of experience.
10. Completed EOIs should be signed, sealed and delivered in separate envelopes clearly marked “CONFIDENTIAL” and boldly written EXPRESSION OF INTEREST FOR HOSTEL ACCOMMODATION ON BOT FOR (name of University) and submitted to: -
