NATIONAL URBAN WATER SECTOR REFORM PROJECT
REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR
ENGINEERING SUPERVISION OF ORUPU DAM REMEDIAL WORMS
This request for Expression of Interest (EOI) follow the General Procurement Notice (GPN) for the above project that appeared in the Market of June 2, 2004 and the United Nations development Business issue no. 633 of June 30,2004.
The Federal Government of Nigeria (FGN) has received a credit from the International Development Association (IDA) for the implementation of 2nd National Urban Water Sector Reform Project. The project is being implemented in two (2) States and the Federal Ministry of Agriculture and Water Resources. Part of the proceeds of the credit will be applied to payment for Engineering Supervision of Obudu Dam remedial works.
Objectives
The objective of this assignment is to carry out engineering supervision of remedial work on Obudu dam which were recognized as threat ro the safety and integrity of the dam. Such remedial works include refurbishment of hydro-mechanical parts, refurbishment anc replacement of dam electrical installation, civil engineering infrastructure refurbishing and other ancillary works:
Scope of the assignment
The Consulting Firm shall:-
(i) be responsible for supervising the execution of the Works and administering the Contract;
(ii) decide contractual matters between the Employer and the Contractor in the representing the Employer except otherwise stated;
(iii) approve, if they comply with specifications and drawings, the design, specifications an
drawings of any proposed temporary or permanent works submitted by the Contract
where required;
(iv) approve Contractor’s program showing the general methods, arrangements, order, an
timing for all the activities in the Works and updated programme at intervals without
altering the Contractor’s obligation;
(v) ensure that completion date of the programme is achieved or in event of extension o
programme, decide whether and by how much to extend the Intended Completion Date;
(vi) arrange project management meetings to review sire activities and shall provide record 10 those attending the meeting and to the Employer and decide responsibilities to the parties for actions to be taken either at the management meeting or after the management, meeting and stated in writing to all concerns;
(vii) check the Contractor’s work and notify the Contractor of any Defects that arc found
before the end of the Defects Liability and ensure that these defects are corrected before
the end of the defect liability period;
(viii) the value of work executed, check the Contractor’s monthly statement and
certify’ the amount to be paid to the Contractor;
(ix) issue certificate of completion if considered that the works have been completed and
also issue a Defects Liability Certificate and certify any final payment that is due to thi
Contractor if it is corrected and completed; and
(x) ensure that the Contractor provides “as built” Drawings and/or operating and
maintenance manuals as required by the contract.
A consultant will be hired for the above mentioned assignment in accordance with the established Terms Of Reference (TOR).
The scope of work envisages an engineering firm with sound technical experience in hydro power dam engineering and strong emphasis on the following engineering fields: hydro-mechanical, electrical and civil engineering.
SUBMISSION OF EXPRESSION OF INTERESTS (EOIs)
The Federal Ministry of Agriculture and Water Resources now invites eligible Corporate firms and/or Joint Ventures (JV) to indicate interest in providing the above mentioned
Interested Firms must provide information indicating that they are qualified to perform the services. This should include description of similar assignments, availability of appropriate skills, and availability of suitable human and other logistic resources.
One original and three copies of the expression of Interest must be delivered to the address below not later than 12.00 noon on 29th July, 2009 in a sealed envelope clearly marked “Expression of Interest for Engineering Supervision of Remedial Works on Obudu Dam”
The assignment will be awarded to the successful firm on Quality and Cost Based Selection QCBS), in accordance with the procedures set out in the World Bank’s Guidelines: Selection
and Employment of consultants by World Bank Borrowers, published in January 1997 revised September 1997,January 1999, May, 2002 & May 2004).
