Esso Exploration and Product Nigeria Limited (“EEPL”), Operator of NNPC
OML 133 and Esso Exploration and Production Nigeria (Deepwater West) Limited (“EEPNL(DWL”), operator of OPL214, collectively referred to as “ESSO” plans to carry out Slick line and Braided Line Services on its offshore exploration, appraisal, development and production location(s). Anticipated contract term is two (2) years with an additional one (1) year option period. Contract commencement is expected in the fourth (4th) quarter of 2011.

The scope of work involves the contractor providing all personnel, services and equipment for slick line & braided line services supporting an offshore deep water sub sea completion program. Equipment includes skid mounted double drum hydraulic which unit equipped with 6000 m of 3/16th-inch braided line and 6000 m of 0.108 inch slickline, pressure control equipment including BOP, lubricator and various down-hole tools typical for this service. For pre-qualification consideration, application for this service must include the following technical information.

1.    Bidders shall provide evidence of scope of work capabilities listed above or evidence of an existing     contract with a sub-contractor capable of providing scope of work capabilities above. In the event of an     existing sub-contract, evidence must be provided of sub-contractor’s scope of work capabilities.
2.    Demonstration a history of safe, well-managed operations under similar conditions and work     requirements over the previous 5 years. Provide details of Safety, Health and Environment Policy and     Program.
3.    Comprehensive documentation relating to bidder’s control equipment.
4.    Comprehensive listing of bidder’s Slick Line & Braided Line rental tools location in Nigeria showing     quantities typically in stock.
5.    Documentation showing qualifications, licenses, certificates and training of bidder’s personnel     demonstrating experience supporting deepwater

General Bidder Documentation
In addition to the Specific Contractor Documentation specific above, the following general documentation must be provided:

1.    Current relevant registration with Nigeria Department of petroleum resources (DPR).
2.    Documented evidence of any relationships with supplying contractors or subcontractors.
3.    Details of Contractor’s project management practices, including organizational structure indicating key     professional staff and their resumes, with details of any formal technical support agreements with foreign     contractors.
4.    Company profile including Nigerian Shareholding and Certificate of Incorporation.
5.    Contractor’s financial details and audited accounts for the last three (3) years.
6.    Evidence of Financial Capability.
7.    Evidence of Current Tax Clearance Certificate.
8.    Details of safety, Health and Environment Policy and Program.
9.    Safety Records for preceding three (3) years.
10.    Details of local content inclusion/plan.
11.    Details of quality control and quality assurance procedure.
12.    Documentation of key performance indicators tracked and reported and examples of Contractor’s failure     reporting system.
13.    Details of community relation’s policy and strategy to assure smooth operations.

Nigeria Content
The Federal Government of Nigeria directives on Nigerian Content development (“Directives”) mandates all contractors create value in country with a target of 70% by end of 2010 in terms of total monetary expenditures through the deliberate utilization of Nigerian human and material resources without sacrificing safety, health and environmental standards.

ESSO intends to and will expect the contractor to company with the Federal Government/NNPC Directives October 13, 2006. As a result, Bidders will be evaluated on their documented willingness, track record, and plans to fully comply with the Directives and Company requirements. Failure to comply with Government directives or demonstrate commitment to Nigerian Content development may result in Bidder’s disqualification.
An objective of this pre-qualification process is to allow companies to demonstrate their willingness and ability to perform this work in Nigeria in a dependable manner. Each contractor will also be required to demonstrate that they will maintain a stable management organization in Nigeria. Please note that work performed outside Nigerian is not considered as value created in country.

In view of the above, responders should state the following:
Provide a description of your company’s committed infrastructure in Nigeria.
provide a detailed description of all work your company will accomplish using Nigerian Resources (labor, aterials & services). Maximizing Nigerian Content is a key priority.
Describe where your Contractor Management Team will be located in Nigeria and submit information to sustantiate this
Detail past experience/present commitment to Staff Training and Development of Nigerian personnel. (Evidence of Contractor’s record of development of local capabilities (hire, train) in the excution of similar contractors in Nigeria) Details to include:
1. Sponsorship of Nigerians to acquire professional license of certification.
2.  Further development of local employees as professionals.

Describe where your Procurement Centre will be located in Nigeria. Please also submit an organization chart to substantiate this information.

ESSO will not make any form of payment for submissions presented in response to this notice.
