ACQUISITION OF 3D TIME-LAPSE (4D) SEISMIC DATA
DESCRIPTION OF WORK/SERVICE
Shell Nigeria Exploration and Production Company (SNEPCo) invites interested and reputable Contractor, with relevant verifiable experience and capability to apply for Pre-qualification for consideration to Tender for a Call-off Contract for the Acquisition of 3D Time-lapse (40) Seismic Data over the Bongo fields.
SCOPE OF WORK
3D time-lapse (4D) repeat marine seismic survey conducted in deep wafer OML 118, offshore Nigeria.
Seismic survey will cover a total of ca. 1000sq. km. with a minimum commitment of 400 sq.km. possibly increasing by 600 sq.km.
The survey will be acquired in alignment with the pre-existing baseline and repeat survey, acquired in 2000 and 2007/2008 respectively.
The survey will include undershooting existing Productions facilities (FPSO and SPMB) within the survey area.
Emphasis is placed on repeatability of the surveys.
To qualify for consideration, prospective Contractors are required to submit TWO SETS of the under mentioned documentation on or before 22nd June, 2009. The first, for pre-qualification to the Shell Office in Lagos.The second, for tecnical evaluation, to be submitted via the NipeX Portal.
PRE-QUALIFICATION REQUIREMENTS
Interested tenderers ore raquired to submit pre-qualificafion documents containing the following:
Regulatory Compliance (Company’s Certificate of Incorporation, Current 3-yeor Tax Clearance Certificate, current DPR Certificate relevant to seismic acquisition).
Company profile (evidence of registered office, organogram, staff list, Staff roles and responsibilities, details of overall corporate structure, Nigerian local partnership agreement (s), MOUs.
Financial profile (Audited Reports for past three years (2005-2008, annual reports and auditors certificate),
Quality Control Procedures (detailed quality control and quality assurance procedures).
Technical experienee (description and specification of recent medium to large 3D time lapse (4D)seismic acquisition executed by tender)
HSSE (Evidence of HSSE Management systems, Safety records for past 3 years and Shell HSE Questionnaire).
Completed HSSE Capability Assessment Questionnaire. Details of Contractor’s Health, Safety, Security and Environment (HSSE) Policy and program together with Sustainable Development (SD). Provide HSSE Plan and details how Contractor intends to manage the Risks
Additional relevant information that enhance the potential of the company.
NIGERIAN CONTENT
Evidence of full compliance with the Federal Government directives on the Nigerian Content targets of 45% and 70% by year end 2006 and 2010 respectively,
Provide documented verifiable evidence of the address and location where procurement activities will be coordinated in Nigeria.
Capability development plan for Nigerian staff on the project and for the next 5 years. .
Furnish Details of Onshore Base (Nigeria) assets (facilities, etc.), Location and address for procurement activities in Nigeria Identify the Scope of Work that will be accomplished using Nigerian resources (human and material).

Details of type of Streamer available.
Nigerian Content
Quantifiable plan to increase Nigerian professional participation of the next three year of the contract duration. Provide detailed plan.
% (Percentage) of Nigerian surveyor, geophysicists, geotechnical engineers, support engineers and G1S / Drafting engineers proposed to be utilized for the Scope of Work. Provide list and qualifications of Nigerian surveyors,
geophysicists geotechnical engineers and GIS/ Drafting engineers,
Please describe in details all goods/materials that the Contractor proposes to procure in Nigeria
What percentage of work scope will be done by Nigerians.
Please describe in details how you intend to comply and/or surpass Federal Government guideline and directives on Nigerian Content Non-compliance with Nigerian Content Directives shall constitute a ‘Fatal Flawl.
