3.0     REQUIREMENTS

  1. i.            Certificate of registration of company in Nigeria with Corporate Affairs Commission (CAC) together with memorandum and articles of association and form C07 showing lists of directors and number of shares each has subscribed to.
  2. ii.            Photocopies of tax clearance certificate for the last three (3) years.
  3. iii.            Photocopies of VAT registration certificate and evidence of VAT remittances.
  4. iv.            Documented evidence of financial capability (e.g. bank statement)
  5. v.            Company’s audited account for the last three (3) years
  6. vi.            Affidavit of disclosure that none of the directors of the company has been convicted in any country for any criminal offence relating to fraud or financial impropriety.
  7. Manufacturers must show evidence with SON or ISO certification,
  8. Sample of Test report from Manufacturer
  9. ix.            Test certificate issued by well known International Standard test laboratory for manufacturers of Distribution transformer.
  10. x.            Comprehensive company profile showing head office location/ address, website, telephone numbers and email particulars of principal officers or contact persons.
  11. xi.            Verifiable evidence of similar jobs successfully executed
  12. Shipping documents to be enclosed in the bid.
  13. Warehouse to be inspected before issuance of works order
  14. Any other document not mentioned above that could place the company in a comparative advantage are welcome.

4.0 ELIGIBILITY OF PRODUCTS

  1. i.            Transformers to be supplied must conform to European standard and specification.
  2. ii.            Transformer must have been in PHCN network for minimum of 3 years.
  3. iii.            Transformer must be sited at bidders Warehouse together with shipping documents.

5.0 SUBMISSION

FARM POWER PLANT IN KATSINA STATE

The Federal Government of Nigeria through the Federal Ministry of Power has awarded Turnkey Contracts for the construction of IOMW Wind Farm power plant in Katsina State, Nigeria. This is part of governments strategy to improve power supply across the country, Accordingly, the Federal Ministry of Power in October 2009 placed “invitation to tender” adverts in international and national publications to engage competent firms to provide consultancy services for effective management and supervision of the construction of this power project

Revisions to the Request for Proposals (RFPs) originally issued for the tendering process have necessitated this new publication. Reputable consulting firms with proven track record are hereby invited to tender for the consultancy services. Bidders who had earlier submitted their proposals based on the earlier RFP may wish to retrieve their proposals and re-tender. The project and consultancy services are to be funded out of Federal Government’s

PROJECT IN FORMATION

The wind farm will be located at Lamba-rimi, Katsina State, Nigeria The site is considered as a remote area with flat terrain. Core parameters for the project include WTG technology type 37 GEVMP (275kW), 37 turbines, rotor diameter (32m), hub height (55m) and capacity is 10.175MW. Project completion period is 21 months.

SCOPE OF WORK

The consulting firm is expected to manage and supervise the construction of the power plants to ensure timely execution and in accordance with the specifications of the EPC contract. The services include:

i) development of a project management manual for the project to be managed and supervised;

ii) project coordination, management and supervision;

iii) technical control of design and engineering;

iv) oversee receipt and delivery of equipment to site;

v) works execution monitoring at site; and

vi) Oversee commissioning and testing upon works completed. Duration of assignment is 24 months.

Conditions for Tendering

Interested Consulting Firms are expected to submit a technical and financial proposal based on the revised RFP to be issued. Only the proposals of firms that meet the .following prequalification conditions will be evaluated:

· Company profile with copy of Certificate of Incorporation. Article of Association, memorandum of Understanding & Company’s Registration with professional bodies particularly COREN or equivalent;

· Evidence of managing and supervising a major engineering project of over $25 million within the past five (5) years;

· Curriculum Vitae of individual consultants/staff who will be assigned to the required service(s), including relevant qualification and individual experience in handling similar assignments; and Submission of three (3) years tax clearance.

3.0 ELIGIBILITY OF PRODUCT

·         Only transformers from European markets are eligible to be supplied under this procurement

·         Transformers must have been in PHCN network for not less than 5 years

·         Transformers not supported with shipping documents will not be eligible for procurement

·         Transformer not sited at the bidder’s warehouse will not be ordered.

 

4, 0 SPECIFICATION

The transformers to be supplied should be suitable for used in PHCN network as stated in 3.0 above

 

5.0 REQUIREMENT OF TENDERERS

·         A copy of certificate of Incorporation of the company in Nigeria Company Profile including among others populated organizational structure and key professional staff, relevant manufacturing capacity where necessary copy of Company and equipment Brochure should be submitted

·         Evidence of having successfully done similar supplies and location in the last five years.
