REQUEST FOR PROPOSAL FOR THE DEVELOPMENT OF AN INVENTORY OF EXISTING COMMUNITY BASED HEALTH INSURANCE SCHEMES AND OTHER SOCIAL SOLIDARITY GROUPINGS & ASSOCIATIONS IN THE COUNTRY

The National Health Insurance Scheme (NHIS) is an agency of the Federal Government of Nigeria established to promote and regulate the health insurance industry in the country.

With the overall aim of ensuring easy access to quality healthcare services for all Nigerians, the agency is driven by a Presidential mandate to ensure universal health insurance coverage and access to healthcare services for all Nigerians by 2015.

In pursuit of this mandate, significant progress has been made to cover public sector employees and the biggest challenge remains reaching out to the informal sector and the rural communities.

With a Blueprint/Framework for implementing Community Based Health Insurance (CBHI) in the country in place, the NHIS is desirous of extending the benefits of social health insurance to the informal sector (comprising over 70% of the total population). Towards achieving this objective, the NHIS in collaboration with PATHS 2 (DflD funded) Programme is in the process of piloting and subsequently upscalling CBHI schemes for and categories of the population employed in the rural and informal sector. The subsequent scale up of CBHI schemes will be promoted through an incremental process, to cover the entire country.

Preparatory to the initial pilot phase, the NHIS will be developing an Inventory of existing CBHI schemes and other social solidarity groups and associations in the 36 states and the FCT (i.e. national in scope).

Proposals are hereby invited from competent consultancy firms to:

(i)                Study, document analyze and report on all identified community based health prepayment/micro-health insurance schemes in the country. The scope of this study/inventory will cover the socio-economic context of the schemes, their evolution, management and organizational and structure, membership and coverage, benefit packages, access to services, provider payment mechanisms, financial management and control, supervision and monitoring, the marketing strategies, challenges faced by the schemes, etc.

(ii)             Carry out a comprehensive inventory of major social and economic groups that exist in the country, whose primary objective is to cater in various forms for the economic and social welfare of their members. Such social and economic groups would include farmers’ societies, groups professional groups such as artisans, women societies, taxi drivers’ associations, etc. The inventory will document the names of such organizations, the aims and objectives, the size/geographical spread of the membership, current obligations/benefits (including health related) of members, etc.

Requirements

  1. i.            Proposals from interested Consultancy firms should be submitted with the following documents.
  2. ii.            Evidence of registration or incorporation with Corporate Affairs Commission (CAC)
  3. iii.            Current Tax Clearance Certificate.
  4. iv.            VAT certificate
  5. v.            Profile of the company including details of its Directors/Management, total staff strength, competences, expertise and experience.
  6. vi.            Verifiable evidence of relevant experience in baseline survey and other relevant projects
  7. Evidence of financial viability and bank reference from a reputable bank
  8. Evidence of the company’s audited accounts for the last three (3) years

Two hard copies of the proposal should be submitted at the NHIS Corporate Headquarters, in a sealed envelope marked: Inventory of CBHI/Social Solidarity Groups and addressed to:

3. Prequalification Requirements

The prequalification requirements

(a) Evidence of Contractor’s registration with Corporate Affairs Commission including current tax clearance certificate (for the last 3 years)

(b) Company profile, organizational structure and a list of professional staff including their resume.

(c) Articles and Memorandum of Association

(d) Evidence of financial capability and contractor’s audited accounts for the past 3 years, and financial standing with bankers

(e) Detailed contractor quality control and quality assurance procedures

(f) Description and list of equipment owned by the supplier/contractor (where applicable

(g) Resumes of past examples of similar projects/supplies carried out.

(h) Any additional information that will enhance the potential of the contractor.

4. Submission of Prequalification Documents

The prequalification documents must be in a sealed envelopes and clearly marked ‘Prequalification of Tenders for the In-House Capital Projects at the Nigerian Defence Academy (NDA) Kaduna’. They are to be addressed to the Commandant NDA and submitted to NDA Tenders Board Secretariat.

5. Closing and opening of Pre-qualification Submission

Submission of pre-qualification documents shall be on or before 20th April 2009 while all pre-qualification documents will be opened on 21st April 2009 at 1200 hours at the NDA Tenders Board Secretariat .

This is not an invitation to tenders. Only pre-qualified contractors would be eligible to collect bidding documents on payment of non refundable fees.
