1. This Invitation for Bid follows the General Procurement Notice (GPN) for the Commercial Agriculture Development Project which appeared in “Development Business issue no. WB 3108-756/09 and “This Day” Newspaper of 22″‘ July 2009.
2. The Kano State Government through the Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of Commercial Agriculture Development Project (CADP), and it intends to apply part of the proceeds of this credit to eligible payments under the contract for procurement of Office Equipments.
3. The Kano State Commercial Agriculture Development Project Office (KNCADP) now invites sealed bids from eligible and qualified bidders for the supply of Office Equipment:

INVITATION FOR PRE QUALIFICATION AS CONSULTANTS
1.0 INTRODUCTTION
1.1 The Ondo State Government proposes to relocate the PUBLIC SERVICE TRAINING INSTITUTE to a new site on a 5.0 hectare land along Akure-Ilesha Road.
1.2 The project consist of: Lecture Theatres Auditorium Restaurant and Kitchen Library Administrative/Trainers/Instructors Offices Syndicate rooms Language Lab External works with Landscaped adequate parking space
2.0. JOB DESCRIPTION Consultants i.e. (Architects, Quantity Surveyors, Structural Engineers, Electrical Engineers and Mechanical engineers) are required to carry out professional services including the following:
· Field data acquisition and verification of existing topographical information of an appropriate land area of 5.0. Hectares; · Site analysis, land use plan, site development plan and preliminary designs for infrastructures; · Build up on an existing information and prepare a concept and land use plan for input and approval; · Prepare a sustainable master plan for the Institute.
3.0 Pre Qualification Requirements 3.1. Interested consulting firms should provide (evidence of) the following: i. Registration with Corporate Affairs Commission. ii. Certified True Copy of (CTC) Memorandum and the Articles of Association of the Company with Form CAC 17. iii. Registration with relevant professional bodies in Nigeria. iv. Evidence of Registration of business premises in Ondo State v. Ondo State Development Levy and Tax Clearance Certificate for the last three years (duly stamped) vi. Corporate profile to include C.Vs. of firm’s technical staff indicating qualifications and years of cognate experience; description and experience in similar assignments. vii. Registered address, functional contact address and GSM phone numbers(s). viii. Letters of Reference from three (3) previous clients on similar Projects satisfactory completed. ix. Operational Strategy x. Original documents should be available for sighting on demand during the pre-qualification documents.
4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS: 4.1. INVITATION FOR PRE-QUALIFICATION LINER HANGER EQUIPMENT AND RUNNING SERVICES FOR NAOC LAND DRILLING AND COMPLETION OPERATIONS
INTRODUCTION Nigeria Agip Oil Company Limited (NAOC) intends to award contract for the provision of Liner hanger equipment and running services for Drilling & Completion Operations starting last Quart 2009 for Two (2) years firm period plus one (1) optional extension.
The Company therefore invites submission for pre-qualification for bidders list from suitable and reputable companies having experience and suitable equipment to undertake the scope of work defined below:
2. SCOPE OF WORK The Scope of work shall include provisions of Liner Hanger Equipment and personnel for the running Liner hanger services and must be capable of providing the following equipment, including but not limited to:
a. Liner hangers b. Extensions c. External casing packers d. Diverter tools e. Cementing and float equipment f. Services tool and personnel for cementing up to 13-3/8” g. Services tools and personnel for Liner hanger system from 5” through 9-5/8”
Failure to meet any of these points (a) to (g) shall lead to outright disqualification.
3. NIGERIAN CONTENT Pursuant to Federal Government’s Directives of October 2006 (available at www.nnpcgroup.com and www.nigcontent.com), on the Development of Nigerian Content, NAOC Limited hereby provides opportunities to Nigerian resource utilization and capacity development in compliance, bidders are required to state in their submission compliance with directives, strategies to achieve 7% Nigerian Content by 2010 in this service. Nigerian Content is measured by the quantum composite value that is added or created in the Nigerian economy through the utilization of Nigerian human resources, materials and services for the execution of the Contract. All applicants are required to show commitment to the Nigerian Content Development Policy. Applicants must therefore: 1. Describe where your project management team and procurement centre will be located in Nigeria. Please also submit an organization chart to substantiate this information. 2. Provide description of how bidder would maximize the utilization of Nigerian resources (human and materials) and services in the execution of this contract. The job positions and skill are in the overall job position/key personnel matrix that would engage Nigerian origin to be procured & used in the execution of this contract and the indigenous services & local 3rd party business that would support the contract. Describe specific programs in place to transfer technology and skills to Nigerian in the company and other related business 6. Present past training achievement with specific programs and duration and training plan for this service with details 7. Describe clear understanding of the Government Directives on Local Content Development and intention to comply with all the requirements applicable to this contract. 8. Provide further innovative to proposal that would enhance Nigerian Content in the service. 9. Foreign bidders are required to enter into a binding agreement (BA) with its indigenous partner. INTRODUCTION: Mobile producing Nigeria unlimited (MPN), operator of NNPC/MPN joint venture requires the services of competent and qualified indigenous companies to provide the services of provision and installations of various configurations of well Head control Panels (WHCP) at its offshore platforms.
SCOPE OF WORK: The scope of the call-off service shall involve engineering, procurement, construction; installation and commissioning of vary configurations of Well Head control Panels (WHCP) complete with production well control Modules and accessories. The panel shall comply with MPN specifications. It will also include provision of installation materials and commissioning spares as well as integration of the new WHCP into the existing system. Additional requirements include factory testing, loop checks and dynamic function tests in accordance with Company and applicable standards and procedures. It is anticipated that the bidders should be competent and available to provide these services, beginning in the first quarter of 2010. Interested and reputable bidders with suitable relevant experience are invited to apply for pre-qualification, as a first step in the process of a contract award for the provision of the services as stated above. Bidders are expected to provide both specific and general documentation, requested for the services they intend to provide
QUALIFICATIONS To be considered for participation in the tendering process, interested companies must demonstrate that they are capable and have resources available to provide the required services to execute the scope of work listed above.
Only companies that provide the following details and satisfy the conditions listed below will be invited for the subsequent competitive tender for this contract:
I. Audited financial statement and tax clearance certificates for the past three years (2005, 2006, and 2007), for both the responding subsidiary and the parent company where applicable II. Briefly describe your company’s profile, history, size, core field of business and business expertise and locations of offices and facilities, III. Provide company organizational charts) that indicate all corporate divisions, companies and subsidiaries, as well as organizational relationships between the parent company and the division / company to submit proposal, including remote engineering services site and onshore marine / logistic base to support offshore IV Copy of corporate affairs commission registration certificate and current Department ‘ of Petroleum Resources (DPR) registration certificate which is relevant to the scope of V. Copy of Principal / Agent agreement between Nigerian agent and foreign principal, if applicable. VI record of experience handling similar offshore oil and gas projects (either complete or in progress) over the past three years. This record shall include work scope, contract value, completion date, duration, completion certificates, invoices / evidence 5 payment and customer references (including contact numbers) for verification for each of the projects. Contractor must include details of current workload and projected workload (for the next 3 years). VII. Provide description of any plans for formation of a consortium to undertake the work If any (this is not a-must-have as individuals bidders can bid). VIII. Details of company’s safety, health, environmental and security (SHES) procedures policies and programs as follows: · Description of SHES management system and SHES policies, · Description of SHES management organization, including organization chart and credentials of key persons; · Signed Alcohol and Drug Policy and Malaria Prevention Program and provide evidence that these policies are being implemented OR Implementation plan. · Historical safety records for the past three (3) years (2005-2007) including number of man-hours worked, fatalities, lost time incidents, medical treatment incidents and first aid incidents for each year. · Security management plan IX. Provide details of your company’s quality assurance / quality control Programs and Procedures X. Evidence of community and industrial relations department being in place including resumes of personnel and provide your company’s community and industrial relations plan detailing your company’s policies and programs, XI. Provide organizational chart(s) with names and resumes and key professional positions to be held by Nigerians. XII. Identify and list all parts of the work scope likely to be subcontracted. XIII. Provide description and specification of facilities / equipments currently owned by the company which has been deployed in past similar works together with proof of ownership and inspection. XIV. Provide evidence of financial capability / support from a reputable bank in undertaking this contract. XV Provide evidence of arrangement for technical support and source commissioning /operating spares through original equipment manufacturers (OEM) Caterpillar.
NIGERIAN CONTENT The federal government on Nigeria directives on Nigeria content development (“Directives”) mandates that all contractors create value in country with target 0f 70% by end 2010 in terms of total monetary expenditures through the deliberate utilization of Nigeria human and material resource without scarifying safety, health and environmental standards.
MPN Intends to and will expect the contractor to comply with the federal government/NNPC Directive because they constitute a FATAL FLAW in all contract evaluations. As a result Bidders will be evaluated on their perceive willingness, document track record, and demonstrated plans to fully comply with the Directives failure to comply with the Government directives or demonstrate commitment to Nigerian content development may result in Bidder’s disqualification. An objective of this pre-qualification process is to allow companies to demonstrate their ability to perform this work in Nigeria in a dependable manner. Each contractor will also be required to demonstrate that they will maintain a stable management organization in Nigeria. Please note that work performed outside Nigeria is not considered as value created in-country.
In view of the above, responders should state the following; 1. Evidence that the bidder is an indigenous company or an indigenous company having a genuine alliance with the foreign firm. Submit certified true copies of CAC forms C02 & C07 including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria. Evidence of the Partnership/JV Agreement with a Nigerian or Indigenous Company with duly signed binding Agreement by the CEO of both parties. 2. Evidence of bidder’s facilities/infrastructures for engineering, procurement, construction and testing of varying configurations of Well Head Control Panels (WHCP) complete with Production Well Control Modules and accessories, etc 3. Evidence of workshops/warehouse with good levels of stock for installation materials and commissioning spares. 4. Evidence of trained Nigerians as field technicians for the installation and testing, etc. 5. Training/certification Plans for increasing the level of Nigerians in your workplace as field service engineers for package design review/engineering support and testing of Well Head Control Panels (WHCP) complete with Production Well Control Modules and accessories. 6. Description of where your Procurement will be located in Nigeria and submit information to substantiate this.
All the bidders must be Nigerian indigenous company or an indigenous companies having genuine alliance with the foreign firm and must comply fully with Nigerian Content Guideline.
