INVITATION FOR TENDER PRE-QUALIFICATION FOR DEEP OFFSHORE ROV SERVICES FOR OML 130 – EGINA FIELD DEVELOPMENT (EGI/C104)
1. Introduction
Total Upstream Nigeria Limited (TUPNI), operator of the OML 130, invites interested and reputable Contractors with suitably qualified employees, equipment, premises and relevant experience to apply for pre-qualification for consideration to for the Remote Operated Vehicles (ROV) services for the Deep Offshore EG IN A Field Development.
The Egina field is located offshore Nigeria on block OML130 at 200 km off Nigerian cost by 1550 m of water depth. Egina is a new standalone deepwater development using two DP rigs starting Q1 2012 with activity continuing to Q4 2016. The reservoir being highly faulted with a channels and lobes type arrangement, the well trajectories are complex with a high proportion of wells having horizontal drains. All wells comprise a sand control device (open hole gravel pack, stand alone screen or expandable sand screens).
2. Brief description of the work scope:
The Services and Products will include for a duration Twenty Four (24) months with a Twelve (12) month option to extend, starting Q1 2012, the provision of personnel, equipment and materials required for the preparation, handling and maintenance of the ROVs to be operating on EGINA Deep offshore Field from two MODUs.
Contractor should be able to provide:
200HP ROVs (3 required for our operations) with water depth capability of at
Least 1800m
Tooling for ROV manipulations
Spare parts for maintenance
Winch, umbilical reel, Frame for ROV deployment, control cabin and a workshop container.
Mini ROV (small size observation ROV),
Personnel (offshore & onshore supervision)
The scope of work for these ROVS will be to provide assistance with standard deepwater subsea drilling operations and installation of well equipment during drilling and completion operations such as:
- Visual observation capability 100% of time if required.
- Monitoring of currents.
- BOP/LMRP/EDP intervention activities
- Transponder/Beacon installation and recovery
- Cleaning ring gasket surfaces.
- Pumping of corrosion inhibitors (under wellhead TA cap) and pumping glycol and methanol into BOP connectors
- Video recording and Digital still photography
- Debris recovery
- Determine position of subsea equipment and position markers to allow setting wellheads within required position tolerance.
- Clearing of hydrates from wellhead or connector funnel areas.
- Assistance with installation, inspection, repair and maintenance of subsea facilities, including: observation and guidance of tree. BOP and jumper –during installation and retrieval operations, observation and recording of valve functions during tree testing with IWOCS and from production controls
- Connect/disconnect and parking of IWOCS electrical and hydraulic flying leads
- Installation and removal of debris caps on wellhead, and vertical connection hubs
- Ability to deploy rotary and linear override ROV tools for tree value intervention using a manipulator arm.
3. Pre-qualification Documents
3.1 General Submission
To qualify for consideration, Contractors are required to supply two (2) sets of the following documentation, with the specific chapters separated by dividers, in the same order as set out here below (a) to (I):
a) A cover letter summarizing the contents of the pre-qualification document.
b) Details of company’s Health, Safety and Environmental Policy and Programme together with HSE Management System, HSE considerations on site, and throughout the requirement are part of Contractor’s responsibility and Contractor must have proven methods for eliminating risks associated with its own scope of services and at interfaces with others. These methods must be clearly indicated.
c) Safety records detailed for accidents, injuries, damages and summarized for near misses and LTI’s for the past three (3) years.
d) Copy of Department of Petroleum Resources (DPR) Certificate of Registrant for year 2008 or 2009, or evidence of renewal, relevant to the scope of work herein described
e) Details of Contractor’s Community Affairs Policy and Programme and records, including copy certificates, awards and the like, for the past three (3) years.
f) Quality Assurance System certified ISO 9000 or equivalent for operations and maintenance, and relevant to the scope of work herein described herein described.
g) Details of relevant verifiable experience of similar scope of work as described herein that Contractor has undertaken in the last three (3) years, inside and outside Nigeria
h) (i) Demonstration of Contractor’s ability to carry out the scope of work as described in paragraph 2 herein,
(ii) Provide details of Contractor’s Yard, Quaysides, Workshops, Base Facilities. Engineering Offices, Offices, Warehouses, Factories, Equipment and the like required to carry out the scope of work as described herein,
(iii) Submit a resources capacity plan and forecast, covering years 2012 to 2016, demonstrating that at present Contractor has sufficient needs to carry out the scope of work as described herein,
i) Reference of three of Contractor’s major customers, where similar a scope of work has been completed, who can be contacted for information and reference,
j) Contractor’s audited accounts for the past three (3) years and, if relevant, Nigerian tax clearance certificates.
k) All relevant information concerning contacts: representative’s name telephone number, facsimile machine number and e-mail address.
l) Additional Technical Information
Evidence of capabilities for post delivery service support.
3.2 – Nigerian Content
In line with the Federal Government of Nigeria Directives on Nigerian Content target of 70% by year end 2010 and TUPNI general contracting-out policy to maximize Nigerian content on the Egina Project, tenderers are to include in their bids a Nigerian Content Plan on how they shall meet this requirement.
a) Evidence of Contractor’s registration in Nigeria (certificate of incorporation).
b) Contractor’s general structure and organisation, including names and curricula vitae of key personnel, indicating Nigerian Nationals on the Contractor’s Board, and identifying, relevant to the scope of work herein described, two Nigerian Director’s.
c) In case of a joint venture or partnership with another contractor provide a copy of the agreement or memorandum of understanding together with a description of the interest of each of the participants and the role of each shall play in the carrying out of the scope of work herein described.
d) Describe the locations of Contractor’s Management Offices, Engineering Offices Fabrication Workshop and/or Yards, Procurement Centre or Centre of Core Business activities in Nigeria (relevant to the scope of work described herein).
e) Nigerian Employment
- Location in Nigeria of Top Management Representation as related to the Organisation Chart and identified as such,
- Skilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such,

2. Brief description of the work scope:
The Services and Products will include, for a duration of Twenty Four (24) months with a Twelve (12) month option to extend, starting Q1 2012, the provision of personnel, equipment and materials required for the preparation, handling and operations management for slickline and well tractor operations be carry out on EGINA Deep offshore Field from at least one MODU
The scope of services shall include (but is not limited to):
- Running, setting, retrieving down hole safety valves.
- Running, setting, retrieving down hole plugs ,
- Carrying out wire line operations during well completion
- Reservoir pressure measurements and temperature surveys.
- Well anomalies investigations,
- Fishing,
- Redressing standings valves and plugs,
- Maintenance of SCSSV
- Well Tractor services will be used only as a contingency. It will be used in combination with slick line in highly deviated wells. The well Tractor Intervention scope of services shall include (but not limited to);
- Setting, or removing wireline plug
- Cleaning operations.
- Mechanical opening or closing of down hole flow control devices (such as fluid loss valve).
- Milling of obstruction in completion string
- Milling of hydrates plug
- Running PLT tools inside drams sections
- Contractor equipment shall include (but not limited to);
- Double drum units with braided line and/or multiple wire
- fluid injection pumps,
- 10,000 psi pressure control equipment, temporary flowlines, and manifolds, BOP lubricator rack skid,
- Downhole tools for tubing sizes from 4-1/2” to 7” as required by Company such as sinker bars, jars, lead impression blocks, blind boxes, open gauges, pulling tools, magnets over-shots, paraffin cutters, and spears,
- Subsurface flow-control equipment (locking mandrels, pump-through plugs, positive plugs, test-tools, thru-tubing plugging equipment, pumping tee)
- The well tractor equipment shall include (but not limited to) in order to intervene in well deviated sections inside 5 ½” to 7” tubing, or 10 ¾” Casing;
- Two sets of Electrico-hydraulically propelled, roller equipped device known as well intervention tractor able to push equipment along the well profile
- Profiled key suitable to open or close the down hole flow control devices, design to be performed accordingly with completion contractor that designed the valve.
- Anchoring and stroking device that will allow the well tractor to be anchored inside the tubing and to performed services
- Milling BHAs with different hole sizes
- Cleaning BHAs
- Spare parts to redress and repair any damaged equipment from the above list.

The Egina field is located offshore Nigeria on block OML 130 at 200 km off Nigerian cost by 1550 m of water depth. Egina is a new standalone deepwater development using two OP rigs starting Q1 201 2 with activity continuing to Q4 2016. The reservoir being highly faulted with a channels and lobes type arrangement, the well trajectories are complex with a high proportion of wells having horizontal drains. All wells comprise a sand control device (open hole gravel pack, stand alone screen or expandable sand screens).
- 2. Brief description of the work scope:
Contractor shall supply for a duration of Twenty Four (24) months with a Twelve (12) month option to extend, starting Q1 2012, on two MODUS, certified containers for oil-contaminated cuttings transportation from rig site to location for final treatment/disposal in accordance with TUPNI instructions. Contractor will maintain daily track and log all of the provided equipment.
Treatment Plant On-Shore:
Contractor will be in charge of the treatment and final disposal of all drilled cuttings sent by
Company from the rig site and the onshore mud plant.
Contractor shall be responsible for ensuring that the method of treatment and/or disposal is in accordance with the FMENV and the DPR’s Environment Guidelines and Standards for the
Petroleum Industry in Nigeria (EGASPIN), which is the official reference document for this works.
In the event that the process to be utilized by Contractor involves further treatment of the oil contaminated cuttings, the effluents will need to meet the requirements of the EGASPIN. Contractor will be in charge of the storage of the base oil recovered from waste treatment prior to be transported (by TUPNI) to mud plant
After oil-contaminated cuttings are emptied from the containers at Treatment/Disposal site Contractor will be responsible for cleaning the containers prior to being returned to upni work site. The services will be performed in such a way as not to compromise and delay the operations and works at Worksite.
Contractor will provide facilities with all the equipment required to perform the work of onshore cutting treatment and disposal.
Contractor facilities will be equipped with:
- cleaning unit for used cuttings containers.
- laboratory to perform regulation analysis on both solids and/or liquids from the work site and for disposal
- samples collection and storage as per authorized regulation
- oil recovery storage facility
- capacity of oil-contaminated storage facility to be enough to hold cuttings from at least two wells

2, Brief description of the work scope:
Potential contractors must be able to provide, for a duration of Twenty Four (24) months with a Twelve (12) month option to extend, the equipment and personnel required for the provision of Coring and core analysis services for at least 3 wells as follow:
- Procurement of down-hole tools and accessories including but not limited to core barrels with full closure mechanisms, core bits, aluminum and fiber glass inner barrels to perform coring in 8 ½” or 6″ hole size, in deviated wells, up to 60 deg inclination
- Procurement of well-site core handling and preservation (including but not limited to proper boxing, resine injection, polymer or foam injection, core gamma logging, etc.)
- Procurement of experienced well-site coring technicians, with proven deep offshore experience
- Procurement of engineering study using offset wells for planning new wells, with expected rate of penetration and rate of recovery
- Procurement of supervision for core cutting (with recommendations on types of core heads to be used, and coring parameters to apply), core retrieving and associated operations, including, but not limited to lab Special core analysis and lab routine core analysis.
3. Pre-qualification Documents
3.1 -General Submission
To qualify for consideration, Contractors are required to supply two (2) sets of the following documentation, with the specific chapters separated by, dividers, in the same order as set out here below (a) to (I):
(a) A cover letter summarizing the contents of the prequalification document.
(b) Details of company’s Health, Safety and Environmental Policy and Programme together with HSE Management System. HSE considerations on site, and throughout the requirement are part of Contractor’s responsibility and Contractor must have proven methods for eliminating risks associated with its own scope of services and at interfaces with others. These methods must be clearly indicated.
(c) Safety records detailed for accidents, injuries, damages and summarised for near-misses and LTI’s for the past three (3) years.
(d) Copy of Department of Petroleum Resources (DPR) Certificate of Registration for year 2008 or 2009, or evidence of renewal, relevant to the scope of work herein described.
(e) Details of Contractor’s Community Affairs Policy and Programme and records, including copy certificates, awards and the like, for the past three (3) years.
(f) Quality Assurance System certified ISO 9000 or equivalent for operations and maintenance, and relevant to the scope of work herein described
(g) Details of relevant verifiable experience of similar scope of work as described herein that Contractor has undertaken in the last three (3) years, inside and outside Nigeria.
(h)
- i. Demonstration of Contractor’s ability to carry out the scope of work as described in paragraph 2 herein
- ii. Provide details of Contractor’s Yard, Quaysides, Workshops, Base Facilities, Engineering Offices, Offices, Warehouses, Factories, Equipments and the like required to carry out the scope of work as described herein
- iii. Submit a resources capacity plan and forecast, covering years 2012 to 20126 demonstrating that at present Contractor has sufficient needs to carry out scope of work as described herein.
(i) Reference of three of Contractor’s major customers, where similar a scope of work has been completed, who can be contacted for information and reference,
(j) Contractor’s audited accounts for the past three (3) years and if relevant, Nigerian tax clearance certificates.
(k) All relevant information concerning contacts: representative’s name telephone number, facsimile machine number and e-mail address.
(l) Additional Technical Information. Evidence of capabilities for post delivery service support.
3.2 – Nigerian Content
In line with the Federal Government of Nigeria Directives on Nigerian Content target of 70% by year end 2010 and TURNI general contracting-out policy to maximise Nigerian content on the Egina Project, tenderers are to include in their bids a Nigerian Content Plan on how they shall meet this requirement.
(a) Evidence of Contractor’s registration in Nigeria (certificate of incorporation),
(b) Contractor’s general structure and organisation, including names and curricula vitae of key personnel, indicating Nigerian Nationals on the Contractor’s Board, and identifying, relevant to the scope of work herein described, two Nigerian Director’s
(c) In case of a joint venture or partnership with another contractor provide a copv of the agreement or memorandum of understanding together with a description of the interest of each of the participants and the role of each shall play in the carrying out of the scope of work herein described.
(d) Describe the locations of Contractor’s Management Offices, Engineering Offices, Fabrication Workshop and/or Yards, Procurement Centre or Centre of Core Business activities in Nigeria (relevant to the scope of work described herein)
(e) Nigerian Employment
- Location in Nigeria of Top Management Representation as related to the Organisation Chart and identified as such,
- Skilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such,
- Unskilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such,
- Specialist of highly skilled Nigerian staff (relevant to the work advertised) as related to the Organisation Chart and identified as such.
(f) List the elements of the scope of work to be performed, carried out or purchased in Nigeria.
(g) Provide Contractor’s Policy for Training and Development of Nigerians (relevant to the work advertised), including past achievements,
(h) Provide Contractor’s Plan for the understudying by Nigerians of Expatriates with a programme for promotion and evidence of past training and integration of Nigerians into the Contractor’s organisation.
(i) Provide Contractor’s Plan for complying with the target of 70% Nigerian content (relevant to the work advertised) by the end of the year 2010.
Non compliance with Nigerian Content will constitute reason not to pre-qualify Contractor

EGINA FIELD DEVELOPMENT (EGI/C089) -
1. Introduction
Total Upstream Nigeria Limited (TUPNI), operator of the OML 130, invites interested and reputable Contractors with suitably qualified employees, equipment, premises and relevant experience to apply for pre-qualification for consideration to tender for drilling bits supply and services for the Deep Offshore EGINA Field Development.
The Egina field is located offshore Nigeria on block OML130 at 200 km off Nigerian cost by 1550 m of water depth.
Egina is a new standalone deepwater development using two DP rigs starting Q1 2012 with activity continuing to Q4 2016. The reservoir being highly faulted with a channels and lobes type arrangement, the well trajectories are complex with a high proportion of wells having horizontal drains. All wells comprise a sand control device (open hole gravel pack, stand alone screen or expandable sand screens).
2. Brief description of the work scope:
The Contractor shall supply for a duration of Twenty Four (24) months with a Twelve (12) month option to extend, starting Q12012, the following (including but not limited to):
- various types (PDC and Tricone) and sizes of bits that will be required to drill the surface, intermediate and production hole sizes of the field development wells (from 26″ to 81/2” hole sizes).. The contractor shall have capacity to provide bits that can drill different types of well trajectories (straight, deviated and horizontal). associated to different type of BHAs (rotary, steerable motor, or rotary steerable BHAs)
- Under-reamers to enlarge hole from 1 2 1/4” to 13 ½” minimum in order to be able to run a 10 ¾” casing,
- Associated nozzles to cover full range of flow rate applications
- Bit breakers for related bits
- Logistics base and adequate storage facility in Nigeria
The contractor shall provide the following services (including but not limited to):
- One bits representative based in Nigeria that will the focal point for bit op Bits optimization
- Bits program on well basis. The program should indicate the footage, ROP, GPM, WOB, Make, IADC Codes, maximum recommended revolutions and expected seal life (only for rock bits) of each bit.
- Any information regarding special conditions that affect supplied bits to meeting their required performances, such as change of lithology, presence of charts or pyrite.
- Rock integrity/compaction analysis (to determine UCS, CCS values of the lithology on regular basis to recommending optimized performance of recommended bits as the contract period progresses.
- Updated drilling bits performance database with benchmarking of all bits used on the field, identifying best performer with KPl’s such as longest run, greatest ROP,
- Supervision of bit performance during drilling operations if required.
3. Pre-qualification Documents
