INVITATION FOR THE PREQUALIFICATION OF CONTRACTORS FOR THE EXECUTION OF CAPITAL DEVELOPMENT PROJECTS UNDER 2009 BUDGET

The Central Bank of Nigeria is desirous to undertake a pre-qualification exercise for the under listed capital projects under the 2009 budget.

Consequently, the Bank wishes to invite reputable contractors to indicate interest to pre-qualify for the under-listed projects:-

LISTOF PROJECTS

(i) Construction of CBN Branch Building, Abakaliki, (Ref CBN/CDP/2009/001A

(ii) Construction of CBN Branch Building, Ado Ekiti (Ref CBN/CDP/2009/001B

(iii) Construction of CBN Branch Building, Damatruru, (Ref CBN/CDP/2009/001C

(iv) Construction of CBN Branch Building, Dutse, (Ref CBN/CDP/2009/001D

(v) Construction of CBN Branch Building, Lafia, (Ref CBN/CDP/2009/001E

(vi) Construction of CBN Branch Building, Yenagoa, (Ref CBN/CDP/2009/001F

PRE- QUALIFICATION REQUIREMENT

Interested and competent contractors wishing to carry out any of the above jobs must submit the following documents for verification; -

(a) Evidence of registration with Corporate Affairs Commission.

(b) Copy of Memorandum and Article of Association.

(c) Evidence of payment of tax for the last three (3) years as at when due.

(d) Comprehensive company profile with CV of key personnel.

(e) Verifiable evidence of similar jobs successfully executed or being executed within the last five years of value not less than N4 Billion, attaching copies of letters of award and successful completion certificates.

(f) Reference letters from 3 No. previous clients of similar projects satisfactorily executed.

(g) Reference letter from bank stating how much credit line the Bank is willing to give to carryout such project(s).

(h) Current Company’s audited statement of accounts dully stamped by a registered

Auditor.

(i) List of equipment to be deployed for the project and evidence of ownership.

(j) Operational strategy.

(k) Heath, Safety and Environment (HSE) Policy,

(l) Quality Assurance Policy.

(m) Company’s registered address, functional contact email address, GSM phone number(s) and facsimile number(s).

SUBMISSION

Applicants are expected to collect a copy of brief and conditions of engagement to assist in their submission on presentation of a Bank Draft for the sum of N100,000.00 (One Hundred Thousand Naira Only) in favour of the Central Bank of Nigeria.

These documents are to be collected from the office of the Secretary, Major Contracts Tenders Committee on the 2^nd Floor, Wing C of the CBN Head Office Complex, Abuja.

Application for Pre-qualification accompanied by the above listed documents should be forwarded in wax sealed envelop boldly marked at the top left corner:-

IMPORTANT NOTICE

(a) This is not information to tender. Full tendering procedure will be applied to contractors pre-qualified and found capable of executing the project.

(b) Noting in the advert shall be construed to be a commitment on the part of the CBN.

(c) The names of successful pre-qualified contractors will be published and posted on the CBN website (www.cenbank.org) and notice boards in CBN locations.

Consequently, reputable firms interested in rendering services to the Bank in the categories as listed below, are requested to send in their Expression of Interest (EOI) for that purpose.

§ Evidence of Incorporation by the Corporate Affairs Commission

§ Evidence of participation in similar projects of value not less than N3.5 Billion, (attached letters of engagement).

§ Evidence of registration with Professional Bodies to carryout the specific service.

§ Corporate profile of the firm including CV or Key personnel supported by professional licenses, registered address, functional contract email address, GSM phone numbers(s) facsimile number(s).

§ Evidence of payment of tax for the last three (3) years as at when due.

§ Audited account in the last three (3) years dully stamped by licensed Auditors.

§ References of satisfactory performance on similar projects from three (3) previous clients.

TECHNICAL PROPOSAL

§ Design Concepts (standards, criteria and techniques).

§ Project Control Measures (Cost Quality, Time and Scope)

§ Project Plan and deliverable checklist (design stages and durations, schedule of reports etc).

§ Responsibility assignment to specific identified staff.

§ Evidence of professional indemnity.

FINANCIAL PROPOSAL

§ Fees for normal services

§ Fees for additional services

§ Identifiable reimbursable items (man-month rates, transportation, accommodation and printing)
