OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION

INVITATION TO TENDER FOR THE GENERAL CLEANING SERVICES OF THE FEDERAL SECRETARIAT PHASE I AND OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION, PRESIDENCY, SHEHU SHAGARI COMPLEX, THREE ARM ZONE, ABUJA

The Office of the Secretary to the Government of the Federation (OSGF) intends to contract the cleaning services in the Federal Secretariat Complex, Phase 1, as well as the Shehu Shagari Complex, Three Arm Zone, Abuja.

2.       The Ministerial Tenders Board of the Office of the Secretary to Government of the Federation hereby invites interested competent and reputable facility management companies to submit tenders for the work.

3     SCOPE OF WORK

The scope of work shall be as follows:

i)                   Daily sweeping and cleaning of allotted lot;

ii)                Daily cleaning of all fixed items, movable items and structural components in the allotted lot to include tables, chairs, glass surfaces,  metal surfaces, wood surfaces, concrete surfaces, etc.;

iii)              Daily mopping, scrubbing and polishing of all granite floors/surfaces in the allotted lot;

iv)              Daily hovering of all carpets and upholstery in the allotted lot;

v)                Constant and emergency mopping and keeping dry any wet area or item which may occur as a result of flooding

vi)              or heavy staining as may occur in the allotted lot;

vii)           Three monthly (Quarterly) comprehensive dry cleaning and shampooing of all carpets in the allotted lot; and

viii)         Collection of refuse within the allotted lot to be dumped at the central refuse dump sites for periodic evacuation by the Abuja Environmental Protection Board (AEPB), in any of the following lots:-

Lot 1:     Federal Secretariat Complex, Phase 1, Abuja, Tower A (inclusive of odd floors lift lobby);

Lot 2:     Federal Secretariat Complex, Phase 1, Abuja, Tower B (inclusive of even floors lift lobby);

Lot 3:     Federal Secretariat Complex, Phase 1, Abuja, Annex 1A& IB;

Lot 4:     Federal Secretariat Complex, Phase 1, Abuja, Annex IIA&B;

Lot 5:     Federal Secretariat Complex, Phase 1, Annex III A &B;

Lot 6:     P-Wing of the Shehu Shagari Complex, Three Arm Zone, Abuja; and

Lot 7:     Main Building, Shehu Shagari Complex, Three Arm Zone, Abuja.

4.       QUALIFICATIONS/REQUIREMENTS

All interested Companies are required to submit the following documents:

(i)                Copy of the company registration with the Corporate Affairs Commission;

(ii)             Copy of Tax Clearance Certificate for the last three (3) years;

(iii)           Copy of VAT Registration Certificate inclusive of TIN;

(iv)           Evidence of compliance with the Pensions Act;

(v)             CVs including e-mail addresses of key personnel including photocopies of relevant professional certificates where applicable;

(vi)           List any verifiable documentary evidence of similar jobs successfully executed within the last three (3) years or being currently handled with contract sums not less than N5m;

(vii)        List of tools and equipment to be used for the work and their locations. State whether or not the tools and equipment are on lease or owned;

(viii)      Evidence of working capital of not less than N5,000.000.00;

(ix)           Affidavit disclosing whether or not any officer of the OSGF or BPP is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particular; and

(x)             Bid security of 2% of bid price.

5.       COLLECTION OF TECHNICAL AND FINANCIAL BID DOCUMENTS

All interested bidders are hereby requested to collect relevant technical and financial bid documents upon a written application address to the Deputy Director (Procurement), Procurement Unit, OSGF, 6th floor of Tower B, Room 1B, Federal Secretariat Complex

6.       SUBMISSION

The technical and financial tender bid documents should be collected from and upon completion, should be submitted simultaneously but in separate envelopes marked ‘TENDER FOR GENERAL SERVICES IN LOT,” and addressed to the Secretary, Ministerial Tenders Board, in Room IB 6/22 on the 6th Floor of Tower B, of the Federal Secretariat Complex, Phase 1, Abuja. Deadline for submission shall be 2.00 p.m. on 5th April, 2010 and the contractors or their representatives are invited to witness the opening of the bids immediately after the deadline.

TENDER REQUIREMENTS:

All bids must be accompanied with the following:

  1. A copy of Certificate of Incorporation/Business Registration with Corporate Affairs Commission (CAC) in Nigeria.
  2. Current Company Tax Clearance Certificate for the last 3 years in case of a Nigerian company. Originals to be produced for sighting.
  3. Updated Value Added Tax Registration Certificate (VAT) and evidence of VAT remittances in the last three years.
  4. Company profile including, among others, organizational structure and key professional staff, relevant manufacturing capacity, copy of company and equipment brochure should be submitted along side bids.
  5. Evidence of having successfully done similar work/supply/services and respective locations in the past.
  6. Evidence of financial capacity (Please submit company’s Bank Statement in the last one year).
  7. Detailed list of equipment owned/to be hired by the company for works.
  8. Sworn affidavit affirming that information being provided by bidders are correct.
  9. Any other relevant information that will place the bidding company on a comparative advantage over others.

  1. All documents submitted will be subjected to verification from the relevant agencies.
  2. Only technically qualified companies will be allowed to participate in the competitive tender
  3. Bids can only be submitted within working hours

REQUEST FOR EXPRESSION OF INTEREST

1.   BACKGROUND

The Federal Government of Nigeria has received a credit from the International Development Association (IDA) towards the cost of Community and Social Development Project (CSDP) and intends to apply part of the proceeds of this credit to payments under the contract for consultancy services of baseline survey of 25 LGAs in Niger State.

2.        OBJECTIVE OF THE ASSIGNMENT

The overall objective of the baseline survey is to ascertain the socio-economic status of communities in the 25 LGAs, and will serve as baseline for a comparative impact assessment of project performance at the end of the project life.

3.       SCOPE OF THE ASSIGNMENT

The consultant is expected to visit the 25 LGAs and obtain the following information:

  1. Name of LGA, Communities and existing CDAs/CBOs
  2. Distance of Communities to the LGA Headquarters and State Capital
  3. Population of Communities disaggregated into Gender, Adult, Children Ethnicity Natural Resources features such as land water and forests.
  4. Occupation (cropping pattern, crops, yield, domestic animate like sheep goats, cattle and others).
  5. Available Infrastructure (schools, health centers, water supply markets, electricity, etc).
  6. Average household size (family) disaggregated into gender/adult/children.
  7. Sources of household income/economic activities
  8. Identity (if any) vulnerable groups (ophans, leprosy, charity  home, etc.)
  9. Others

4.       DURATION

The survey is expected to be concluded on or before 19th April 2010

5.       NGCSDA hereby invites eligible firms to submit Expression of Interest in respect of the assignment. Interested firms MUST provide detailed company profile showing experience and competence relevant to the assignment.

6.       Please note that the cost of Eol and negotiation of the contract are not reimbursable as direct cost of the services.

7        SKILLS REQUIREMENT

A firm shall be selected under Least Cost Selection (LC) method and procedures, in accordance with the policies of the International Development Association (IDA) detailed in the Guidelines of Selection and Employment of Consultants by world Bank borrowers which can be found at the following

To be considered, a consultancy firm must have the following experience and competence:

  • Relevant experience of 5 years or more in conducting rural baseline surveys
  • The firm should possess the following expertise
  1. Socio-Economist/Rural Sociologist
  2. A Natural resources expert and
  3. A Hydro geologist.
  • In addition, the consulting firm should have an M&E Specialist that works with the team on designing the questionnaires and reviewing the collected information for quality and consistency
  • Familiarity of Consultant(s) with the zones of the state is very crucial in this assignment

B.        SCOPE OF SERVICES REQUIRED

YGC requires the services of an External Auditor to carry out the annual audit of its financial statements. Interested firms are invited to submit a written proposal and provide information indicating their professional capabilities and experience in providing these services.

The objectives for the service requirement include:

  • Auditing of YGC’s annual financial statements
