INVITATION FOR THE PRE-QUALIFICATION OF CONTRACTORS FOR THE REHABILITATION OF THE TRACK, BRIDGES AND CULVERTS OF THE EASTERN RAIL LINE OF NIGERIAN RAILWAY CORPORATION
Introduction:-
In furtherance of the Federal Government’s Railway rehabilitation programme, the Nigerian Railway Corporation (INRC) invites interested and reputable Contractors with relevant and verifiable experience in Railway construction to apply for pre-qualification for consideration to tender for the projects indicated below: -
Description of the Projects
The projects involve Major Rehabilitation of Nigerian Railway Corporation’s existing narrow gauge single line Rail Track including the Bridges and culverts from Port-Harcourt to Maiduguri. The estimated total length of track work to be covered is 1,654km To enable quick delivery of the works within the expected time frame, the work is divided into two projects.
Project (1) will cover the Rehabilitation Work from Port-Harcourt to Kaduna Junction through Kafanchan-916km (approximately).
Project (2) will cover the Rehabilitation work from Kafanchan to Maiduguri including the branch line from Kuru to Jos all totaling 738 km (approximately).
3 Pre-Qualification Criteria
A requirement for pre-qualification is that the contractor must have a total annual turnover of at least N5B (Five Billion Naira) in each of the last three years from activities relevant to civil engineering construction.
In addition the contractor is required to submit the under mentioned documents.
- i. Valid certificate of Incorporation
- ii. Profile of firm/consortium including ownership and organizational structure, and CVs of key personnel to be deployed to the assignment.
- iii. Evidence of successful execution of. major railway construction projects.
- iv. Audited Account for 3 years.
- v. Certified copy of last Annual Returns
- vi. Tax Clearance Certificate for last 3 years.
- vii. Evidence Value Added Tax Registration
- Evidence of Strong Financial support from a first rate financial institution including readiness to provide contractor with a significant credit line in view of the size of the project,
- ix. Evidence and list of equipments, source and Location
Failure to meet any of the criteria as well as submit any of the listed documents will be grounds for disqualification.

6. PRE- QUALIFICATION REQUIREMENTS.
Reputable and interested contractors and suppliers are required to submit their applications along with the following documents;
- i. Evidence of Incorporation/Registration with Corporate Affairs Commission.
- ii. Evidence of Tax clearance certificate in the last three (3) years (2007-2009).
- iii. Evidence of V.A.T Registration and remittance in the last three years (2007-2009).
- iv. Company profile which should include names, qualification and experience of key personnel, list of similar projects previously executed with photographs, contract values, locations and names of clients to include GSM number(s) and e-mail addresses of the firm if available.
- v. Evidence of valid subsisting registration with FME7FMH/FMWT.
- vi. Evidence of similar projects handled by the firm including cost (Practical Completion Certificate).
- vii. Evidence of valid subsisting registration with Kaduna Polytechnic in the relevant category
- Evidence of financial capability to handle the chosen project.
- ix. Original documents should be available for sighting on demand during or after opening of pre-qualification documents

8 Opening of Pre-Qualification Document
Pre-qualification envelopes will be opened at 12.30 p.m. on Monday, 15th March, 2010 and interested members of the public especially the intending contractor/suppliers are hereby invited.
9 Notification of Pre-Qualified Contractors/Suppliers
Names of pre-qualified contractors/suppliers will be displayed on the notice boards at the Central Admin Building, bursary, and Department of Physical Planning.

Prospective Contractors Shall be required to posses the following pre-qualification documents:
a) Valid Certificate of Incorporation/Registration,
b) Current Tax Clearance Certificate.
c) Value Added Tax Registration Certificate.
d) Three Years’ company Audited Accounts (Companies with annual turn-over of less than Two Hundred Million Naira (N200,000,000) need NOT to apply).
e) Evidence of Registration as a Contractor with the High Court of the FCT, Abuja.
f) Company profile with Curriculum Vitae of Directors.
g) Details of Equipment and Plants.
h) Bank Reference Letter.
i) Evidence of execution of similar contracts with the High Court or any other Government establishment (Letter or Certificate of Successful completion must be attached)

- Response to the pre-qualification is not an invitation to tender.
- The Hospital Management reserves the right to reject any or all pre-qualification submissions by a company.
- The Hospital will not enter into correspondence with any company/supplier on why the company was dis-qualified.
